EDUCATION – Amends and repeals existing law to provide for local school boards to require internet filtering and to remove provisions regarding digital and online library resources and wireless technology standards.

STATE EMPLOYEES – Amends existing law to provide that executive employees of the state of Idaho shall not be classified employees.

APPROPRIATIONS – CONSTITUTIONAL OFFICERS – Relates to the maintenance appropriations to the executive offices of the Governor, Lieutenant Governor, Attorney General, State Controller, Secretary of State, and State Treasurer for fiscal year 2026.

PRIMARY CARE PRECEPTORS – Adds to existing law to provide for continuing education credits for certain primary care preceptors.

EDUCATION – Adds to existing law to establish provisions for the protection of certain speech on college campuses.

STATE WEBSITES – Adds to existing law to require state websites to contain certain rule and policy documents and a certain statement.

REPORTS TO THE LEGISLATURE – Amends, repeals, and adds to existing law to provide for reports to the Legislature to be submitted electronically and to remove obsolete provisions regarding reporting requirements.

FISH AND GAME – Adds to existing law to provide that the Department of Fish and Game shall not adopt or enforce any rule that makes it unlawful to use sabots in a muzzleloader-only season.

PEACE OFFICER STANDARDS AND TRAINING COUNCIL – Amends existing law to provide for the rejection of certain applicants due to certain criminal histories.

PROPERTY – Amends existing law to revise provisions regarding self-service storage facilities.

CRISIS RESPONSE FOR PERSONS WITH A NEUROCOGNITIVE DISORDER – Amends existing law to revise provisions regarding placing certain persons in protective custody without a hearing.

EDUCATION – Adds to existing law to provide for human growth and development instruction in public schools.

MENTAL HEALTH AND SUBSTANCE USE SERVICES – Amends, repeals, and adds to existing law regarding adult and children’s mental health services and substance use disorder services.

IMMIGRATION – Adds to existing law to provide for the Immigration Cooperation and Enforcement Act.

LEWD CONDUCT – Amends and adds to existing law to establish provisions regarding the crime of aggravated lewd conduct with a minor child under sixteen, to establish provisions regarding the crime of aggravated lewd conduct with a minor child twelve or under, and to provide a punishment for the crime of aggravated lewd conduct with a minor child twelve or under.

EDUCATION – Amends existing law to revise provisions regarding the public charter school facilities program.

ALCOHOLIC BEVERAGES – Amends existing law to revise provisions regarding movie theaters and the sale of beer and wine.

TAXATION – Amends and adds to existing law to provide certain property tax exemptions for certain utilities and to provide for a tax on rate-regulated electric companies and gas companies.

NURSES – Adds to existing law to provide for nurses to delegate tasks to non-nurses under certain conditions.

DAYCARE – Amends and adds to existing law to revise provisions regarding the licensing of daycare facilities.

SPEECH AND HEARING SERVICES – Amends and adds to existing law to provide for licensed video remote interpreting providers.

PROPERTY TAX RELIEF – Amends existing law to provide for property tax relief.

IMMUNIZATIONS – Amends and repeals existing law to revise provisions regarding immunizations in daycare and schools.

INDECENT EXPOSURE – Amends existing law to revise provisions regarding indecent exposure.

DAYCARE – Amends and repeals existing law to revise provisions regarding daycare licenses.

TRANSPORTATION – Amends and adds to existing law to establish An Appeal to Heaven license plates.

PRODUCTION OF EVIDENCE – Adds to existing law to establish provisions regarding media source confidentiality.

MANSLAUGHTER – Amends existing law to revise a provision regarding a penalty for vehicular manslaughter and to provide that the court shall inform a defendant of certain information regarding sentencing.

VETERANS – Amends existing law to revise provisions regarding the succession to property of deceased residents of veterans homes.

PUBLIC HEALTH DISTRICTS – Amends existing law to revise certain powers and duties of district boards of health.

TRANSPARENCY IN FINANCIAL SERVICES – Adds to existing law to provide for transparency in financial services.

APPROPRIATIONS – ENDOWMENT FUND INVESTMENT BOARD – Relates to the appropriation to the Endowment Fund Investment Board for fiscal year 2026.

BEANS – Amends existing law to revise provisions regarding the Idaho Bean Commission and tax levies on beans.

ENERGY AND MINERALS – Amends existing law to provide for the deposit of moneys collected from the federal government pursuant to the Federal Power Act.

BRANDS – Amends and adds to existing law to revise provisions regarding certain fees.

IDAHO ADMINISTRATIVE PROCEDURE ACT – Amends, repeals, and adds to existing law to revise the procedures for the conducting of contested cases.

ADOPTIONS – Amends existing law to revise adoptee access to adoption records.

COUNTIES – Amends existing law to revise provisions regarding Latah County boundaries and Shoshone County boundaries.

APPROPRIATIONS – DIVISION OF FINANCIAL MANAGEMENT – Relates to the appropriation to the Division of Financial Management for fiscal year 2026.

APPROPRIATIONS – STATE APPELLATE PUBLIC DEFENDER – Relates to the appropriation to the State Appellate Public Defender for fiscal year 2026.

CORPORATIONS – Adds to existing law to establish provisions regarding the protection of vulnerable adults from financial exploitation.

HOMESTEAD EXEMPTION – Amends existing law to clarify that an Idaho state-issued driver’s license or identification card is required to apply for the homestead property tax exemption.

FIRE PROTECTION DISTRICTS – Amends existing law to revise provisions regarding the consolidation of fire protection districts.

REFUGEES – Adds to existing law to establish provisions regarding refugee medical assistance.

FLOOD CONTROL DISTRICTS – Amends existing law related to meetings, compensation, and the powers and duties of the board of commissioners of a flood control district.

CHILD PROTECTIVE ACT – Amends existing law to establish provisions regarding an order to prevent removal.

WIND ENERGY CONVERSION SYSTEMS – Adds to existing law to require the installation of light-mitigating technology systems on wind energy conversion systems.

HEALTH – Adds to existing law to establish provisions regarding breast cancer screening.

WATER SUPPLY BANK – Amends existing law to provide that the forfeiture period restarts upon removal of a water right from the water supply bank.

WATER – Amends existing law to provide that liens for irrigation district assessments have a first priority over other liens.
