SALES AND USE TAX – Amends existing law to revise provisions regarding a sales and use tax rebate for certain developers of certain retail complexes.

TAXATION – Amends existing law to revise provisions regarding the allocation of certain tax revenue.

MOTOR VEHICLES – Amends existing law to provide that speed limits for vehicles with five or more axles operating at a gross weight of more than 26,000 pounds shall be the same as for other vehicles.

PORTABLE BENEFIT PLAN ACT – Adds to existing law to establish the Portable Benefit Plan Act.

PUBLIC EMPLOYEE RETIREMENT SYSTEM – Amends and repeals existing law to establish public safety officer catastrophic injury or death in the line of duty benefits.

SUGAR BEETS – States findings of the Legislature and supports domestic production and supply of sugar beets.

APPROPRIATIONS – PUBLIC SAFETY – Relates to the maintenance appropriation to Public Safety for fiscal year 2027.

HOUSING – Adds to existing law to establish provisions regarding regulation of twin homes and duplexes.

MOTOR VEHICLES – Amends and adds to existing law to establish a white and black license plate.

JUVENILE CORRECTIONS – Adds to existing law to establish provisions regarding the distribution of payments in cases under the Juvenile Corrections Act.

CRIMINAL TRESPASS – Amends existing law to provide for criminal trespass of a church and to provide a penalty.

LICENSING – Amends existing law to provide for additional training requirements for foster parents.

AGRICULTURAL PROJECTS – Amends and adds to existing law to provide for the Idaho Direct to Consumer Commerce Act.

TRANSPORTATION – Amends and repeals existing law to remove obsolete language.

CLOUD SEEDING – Amends and adds to existing law to revise provisions regarding cloud seeding programs.

UNIFORM GUARDIANSHIP, CONSERVATORSHIP, AND OTHER PROTECTIVE ARRANGEMENTS ACT – Amends, repeals, and adds to existing law to establish the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act.

HOUSE RULES – States findings of the House of Representatives and repeals and replaces House Rule 45 to provide for an Ethics and House Policy Committee and amends House Rule 26 to remove a provision.

RURAL HEALTH TRANSFORMATION FUNDS – States findings of the Legislature and calls on the Joint Finance-Appropriations Committee and the State Treasurer to return rural health transformation funds to the United States Treasury.

COMPREHENSIVE MEDICAID MANAGED CARE – States findings of the Legislature and directs the Medicaid Review Panel to study the implementation of comprehensive Medicaid managed care.

PUBLIC ASSISTANCE – Amends existing law to revise certain definitions relating to the Supplemental Nutrition Assistance Program.

LOCAL LAND USE PLANNING ACT – Adds to existing law to provide for regulation of development on religious land.

STATE LAND – Adds to existing law to provide for managed recreation opportunities on state endowment lands.

BUDGET LIMITS – Amends existing law to revise provisions regarding certain limitations of budget requests by taxing district and to provide certain exceptions to such limits.

MINORS – Amends existing law to revise provisions regarding material harmful to minors.

UNIFORM CONTROLLED SUBSTANCES – Amends existing law to revise provisions regarding controlled substances.

FISH AND GAME – Repeals existing law to remove outdated or unnecessary provisions related to the Department of Fish and Game.

ANNEXATION BY CITIES – Amends existing law to revise provisions regarding costs associated with the annexation of certain property by cities.

LIMITED LIABILITY COMPANIES – Amends existing law to provide that the organizer of a limited liability company may use the street and mailing addresses of a company’s commercial registered agent in certain circumstances.

TAXATION – Amends and adds to existing law to revise provisions regarding the taxation of partnership income.

TRANSPORTATION – Amends existing law to revise provisions regarding apportionment of the Highway Distribution Account, to remove a limitation regarding revenues received from fuel taxes, and to revise a provision regarding the distribution of the tax on special fuels.

HAZARDOUS WASTE – Amends and adds to existing law to provide for hazardous waste management.

FORCIBLE ENTRY AND UNLAWFUL DETAINER – Amends existing law to revise a provision regarding a fee for service.

MOTOR VEHICLES – Repeals and adds to existing law to provide for prohibited acts and penalties regarding air bags and air bag systems.

MILK TESTING – Amends existing law to revise provisions regarding milk and cream testing methods.

SOLID WASTE – Amends existing law to revise provisions regarding solid waste disposal contracts in counties.

DISTURBING THE PEACE – Amends existing law to revise provisions regarding disturbing the peace.

CAPITOL MALL – Amends existing law to revise provisions regarding camping and to revise a provision regarding disposition of property.

DEPARTMENT OF ENVIRONMENTAL QUALITY – Amends and repeals existing law to remove reference to outdated or unnecessary provisions.

DEPARTMENT OF LANDS – Repeals existing law to remove outdated or unnecessary provisions.

STATE TRUST FOR OUTDOOR RECREATION ENHANCEMENT ACT – Amends and repeals existing law to remove outdated or unnecessary provisions.

CRIMINAL HISTORY RECORDS AND CRIME INFORMATION – Amends and adds to existing law to establish provisions regarding submission by a covered entity for fingerprint screening.

DENTURITRY – Amends and adds to existing law to consolidate provisions regarding denturitry licensure.

UNUSED NUCLEAR FUEL – States findings of the Legislature and supports expansion of research and development at the Idaho National Laboratory.

ELECTRICAL, PLUMBING, AND HVAC INSPECTIONS – Amends and adds to existing law to provide for state-certified private inspections.

RAPE – Amends existing law to revise a provision regarding the punishment for rape.

RECREATION VEHICLES – Amends existing law regarding snowmobiles and off-highway vehicles.

RULE APPROVAL – HOUSE AGRICULTURAL AFFAIRS COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Department of Agriculture have been reviewed and approved by the House Agricultural Affairs Committee.

CALL OF THE HOUSE – Proposes an amendment to House Rule 18 to provide for the doors to the east wing of the third floor of the state capitol building to be locked during a call of the House and to provide for members to return to their floor desks when business is transacted.

RURAL HEALTH TRANSFORMATION – Adds to existing law to establish the Idaho Rural Health Transformation Fund and the Rural Health Transformation Committee.

MERIT-BASED HEALTH CARE – Adds to existing law to establish the Merit-Based Health Care Act.

NATURAL RESOURCES – Amends, repeals, and adds to existing law to merge the Office of Species Conservation and the Office of Energy and Mineral Resources.

EDUCATION – Adds to existing law to provide for the State of Idaho to elect to participate in the federal tax credit scholarship program.

VOTING – Amends existing law to revise a provision regarding voting by persons convicted of felonies in other states.

ELECTIONS – Repeals and adds to existing law to provide for the crime of illegal voting, to provide for the crime of interference with an election, and to provide for the crime of tampering with voting machines or vote tally systems.

BRIBERY AND CORRUPTION – Amends existing law to revise a provision regarding employment of relatives and to provide an exemption regarding the employment of certain relatives.

GEOTHERMAL – Amends existing law to provide for the municipal use of geothermal water.

STATE SYMBOLS – Adds to existing law to provide for hunting as the state sport.

MIDWIFERY – Amends and adds to existing law to provide for a licensed midwife to obtain and administer medication indicated for maternal care or neonatal care if a midwife possesses requisite education, training, and experience.

EDUCATION – Amends existing law to revise provisions regarding investigations conducted by the Idaho Professional Standards Commission.

EDUCATION – Adds to existing law to require Idaho public schools to establish policies providing for a daily moment of silence.
