Idaho House Bills

VEHICLE TITLES – Amends existing law to provide for cancellation or discharge of an encumbrance by an Idaho vehicle dealer and to allow electronic motor vehicle records as evidence of ownership.

CHILD CARE LICENSING – Adds to existing law to provide for a notice of safety-related rights for foster children.

CHILD CARE LICENSING – Adds to existing law to provide for department oversight for residential care facilities, licensing requirements, facility documentation requirements, and the youth bill of rights.

PUBLIC LIBRARIES – Amends existing law to revise provisions regarding the powers and duties of library boards of trustees to hire and terminate library directors.

EDUCATION – Adds to existing law to provide for the Idaho State Seal of Excellence in Civics Program.

CEMETERY MAINTENANCE DISTRICTS – Amends existing law to revise provisions regarding vacancies on cemetery maintenance boards.

ENHANCED LICENSES TO CARRY CONCEALED WEAPONS – Amends existing law to provide that certain persons may provide instruction on Idaho law regarding firearms and the use of deadly force.

PEACE OFFICER STANDARDS AND TRAINING COUNCIL – Amends existing law to provide that a certain person from the Idaho Association of Counties shall be a member of the Peace Officer Standards and Training Council.

RULE APPROVAL – HOUSE JUDICIARY, RULES, AND ADMINISTRATION COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Police, the Sexual Offender Management Board, and the Office of Administrative Hearings have been reviewed and approved by the House Judiciary, Rules, and Administration Committee, with exceptions.

RULE APPROVAL – HOUSE HEALTH AND WELFARE COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules adopted by the Idaho Commission on Aging, the Idaho Commission for the Blind and Visually Impaired, the Department of Health and Welfare, and the Division of Occupational and Professional Licenses have been reviewed and approved by the House Health and Welfare Committee, with exceptions.

PROPERTY SALES – Amends and adds to existing law to prohibit the purchase of single-family homes by institutional investors.

LITIGATION FINANCING TRANSPARENCY – Adds to existing law to establish the Litigation Financing Transparency, National Security, and Consumer Protection Act.

ARTIFICIAL INTELLIGENCE MEDICAL SERVICES – Adds to existing law to establish provisions regarding artifical intelligence medical services.

TAXATION – Adds to existing law to provide certain tax and other incentives to entities that build new pipelines in Idaho.

PROPERTY – Amends Senate Bill 1326a to revise a definition and revise provisions regarding federal government agents and local coordination.

TRAFFIC INFRACTIONS – Amends and adds to existing law to provide for suspension of driver’s licenses when a person is 60 days or more delinquent in paying the penalty for a moving traffic infraction.

PUBLIC ASSISTANCE – Amends existing law to revise certain definitions relating to the Supplemental Nutrition Assistance Program.

BOARDS OF COUNTY COMMISSIONERS – Amends existing law to revise provisions regarding how vacancies are filled for a board of county commissioners.

WILDLAND FIREFIGHTERS – Amends existing law to provide an exception to wildland firefighter differential pay.

APPROPRIATIONS – DIVISION OF VOCATIONAL REHABILITATION – Relates to the appropriation to the Division of Vocational Rehabilitation for fiscal year 2027.

APPROPRIATIONS – Relates to the appropriation for the Commission for the Blind and Visually Impaired for fiscal year 2027.

APPROPRIATIONS – PERSI – Relates to the appropriation to the Public Employee Retirement System for fiscal year 2027.

APPROPRIATIONS – CONSTITUTIONAL OFFICERS – Relates to the maintenance appropriation to the Constitutional Officers for fiscal year 2027.

CHILD CUSTODY – Repeals and adds to existing law to provide for parents’ access to records and information.

STATE BUDGET – Adds to existing law to establish the Idaho Personnel Reduction Act and to provide for the reporting of state employee travel expenses.

FOREIGN ADVERSARIES – Adds to existing law to prohibit certain governmental entities from investing in foreign adversaries.

EDUCATION – Amends existing law to revise provisions regarding public charter school admission procedures.

TAXATION – Amends existing law to revise provisions regarding a certain property tax exemption for low-income housing.

SEX CRIMES – Amends existing law to revise a provision regarding video voyeurism and to revise a penalty for disclosing explicit synthetic media.

MONEY OF ACCOUNT AND INTEREST – Adds to existing law to provide for interest rates to be allowed by agreement subject to certain limitations.

AIRBORNE CONTROL OF PREDATORY ANIMALS – Amends existing law to provide for shooting of coyotes, wolves, and red foxes from aircraft.

OPEN MEETINGS – Amends existing law to revise provisions regarding requirements for open public meetings to permit recording of such meetings.

DEVELOPMENTALLY DISABLED AND MENTALLY ILL PERSONS – Amends existing law to revise provisions regarding the detention or involuntary admission of developmentally disabled or mentally ill persons.

DEPARTMENT OF WATER RESOURCES – Repeals existing law to remove outdated or unnecessary provisions.

STATE PRISONERS HOUSED IN COUNTY JAILS – Amends existing law to revise a provision regarding per diem costs of state prisoners housed in county jails.

INSURANCE – Adds to existing law to establish provisions regarding coverage of anticancer medications under health benefit plans.

CALL OF THE HOUSE – Proposes an amendment to House Rule 18 to provide for the doors to the east wing of the third floor of the state Capitol building to be locked during a call of the House and to provide for members to return to their floor desks when business is transacted.

ADMINISTRATIVE RULES – Amends and repeals existing law regarding the Office of the Administrative Rules Coordinator and administrative rule review.

APPROPRIATIONS – OFFICE OF INFORMATION TECHNOLOGY SERVICES – Relates to the appropriation to the Office of Information Technology Services for fiscal years 2026 and 2027.

APPROPRIATIONS – GENERAL GOVERNMENT – Relates to the maintenance appropriation to General Government for fiscal year 2027.

APPROPRIATIONS – JUDICIAL BRANCH – Relates to the maintenance appropriation to the Judicial Branch for fiscal year 2027.

SALES AND USE TAX – Amends existing law to revise provisions regarding a sales and use tax rebate for certain developers of certain retail complexes.

TAXATION – Amends existing law to revise provisions regarding the allocation of certain tax revenue.

MOTOR VEHICLES – Amends existing law to provide that speed limits for vehicles with five or more axles operating at a gross weight of more than 26,000 pounds shall be the same as for other vehicles.

PORTABLE BENEFIT PLAN ACT – Adds to existing law to establish the Portable Benefit Plan Act.

PUBLIC EMPLOYEE RETIREMENT SYSTEM – Amends and repeals existing law to establish public safety officer catastrophic injury or death in the line of duty benefits.

HOUSE RULES – States findings of the House of Representatives and repeals and replaces House Rule 45 to provide for an Ethics and House Policy Committee and amends House Rule 26 to remove a provision.

RURAL HEALTH TRANSFORMATION FUNDS – States findings of the Legislature and calls on the Joint Finance-Appropriations Committee and the State Treasurer to return rural health transformation funds to the United States Treasury.

COMPREHENSIVE MEDICAID MANAGED CARE – States findings of the Legislature and directs the Medicaid Review Panel to study the implementation of comprehensive Medicaid managed care.

PUBLIC ASSISTANCE – Amends existing law to revise certain definitions relating to the Supplemental Nutrition Assistance Program.

LOCAL LAND USE PLANNING ACT – Adds to existing law to provide for regulation of development on religious land.

STATE LAND – Adds to existing law to provide for managed recreation opportunities on state endowment lands.

BUDGET LIMITS – Amends existing law to revise provisions regarding certain limitations of budget requests by taxing district and to provide certain exceptions to such limits.

MINORS – Amends existing law to revise provisions regarding material harmful to minors.

UNIFORM CONTROLLED SUBSTANCES – Amends existing law to revise provisions regarding controlled substances.

FISH AND GAME – Repeals existing law to remove outdated or unnecessary provisions related to the Department of Fish and Game.

ANNEXATION BY CITIES – Amends existing law to revise provisions regarding costs associated with the annexation of certain property by cities.

LIMITED LIABILITY COMPANIES – Amends existing law to provide that the organizer of a limited liability company may use the street and mailing addresses of a company’s commercial registered agent in certain circumstances.

TAXATION – Amends and adds to existing law to revise provisions regarding the taxation of partnership income.

TRANSPORTATION – Amends existing law to revise provisions regarding apportionment of the Highway Distribution Account, to remove a limitation regarding revenues received from fuel taxes, and to revise a provision regarding the distribution of the tax on special fuels.
