INFANTS AND NEWBORNS – Adds to existing law to establish provisions regarding hearing loss screening.

EDUCATION – Adds to existing law to provide for the establishment of the Idaho High-Needs Student Fund.

CELL-CULTIVATED ANIMAL PROTEINS – Adds to existing law to establish provisions regarding cell-cultivated animal protein labeling, oversight, and penalties.

IDAHO WOMEN’S COMMISSION – Repeals existing law relating to the Idaho Women’s Commission.

CLOUD SEEDING – Amends existing law to revise provisions regarding cloud seeding.

CODIFIER’S CORRECTIONS – Amends existing law to make codifier’s corrections.

ELECTIONS – Amends existing law to remove a provision regarding the preparation of ballots for general elections.

PARENT AND CHILD – Amends existing law to provide for parental rights in medical decisions.

PROTECTION OF GRAVES – Amends existing law to prohibit certain acts regarding graves and to provide exemptions.

FISH AND GAME – Amends existing law regarding lifetime hunting and fishing licenses.

TAXATION – Amends existing law to eliminate proration of the homestead property tax exemption.

EDUCATION – Amends existing law to revise provisions regarding career technical education certificates.

ELECTIONS – Amends existing law to prohibit certain in-person instruction in schools on election day.

EXECUTION – Amends existing law to provide that procedures used in an execution shall not be subject to certain provisions of law.

FIRE PROTECTION DISTRICTS – Amends existing law to revise provisions regarding the residence qualifications for fire protection district commissioners.

OBSCENE MATERIAL AND LEWD MATTER – Amends existing law to revise the definition of “obscene material” and to revise the definition of “lewd matter.”

MEDICAID – Adds to existing law to establish provisions regarding Medicaid prior authorization exemptions for certain preceptorships.

DEPARTMENT OF FINANCE – Amends and repeals existing law to remove obsolete provisions.

INDECENCY AND OBSCENITY – Adds to existing law to prohibit a person from entering a restroom or changing room of the opposite sex, to provide a penalty, and to provide exceptions.

FIRE – Adds to existing law to provide that deficiency warrants may be issued for providing fire resources for fire suppression.

EDUCATION – Amends and adds to existing law to provide for alternative authorization for administrators and to authorize the use of funds for related mentoring.

COUNTY SHERIFFS – Adds to existing law to authorize a sheriff’s office to seek reimbursement for costs of recapture.

TRAPPING – Adds to existing law to provide for the checking of wolf traps.

REVENUE AND TAXATION – Amends existing law to revise provisions regarding budget limitations and exceptions and to revise certain definitions regarding urban renewal financing.

TRANSPORTATION – Amends existing law to require a person to apply for a driver’s license, register vehicles, and obtain a certificate of vehicle title within 30 days of becoming an Idaho resident.

STATE GOVERNMENT AND STATE AFFAIRS – Adds to existing law to provide for state sovereignty, jurisdictional presumption, and a limitation on federal power.

INSURANCE – Adds to existing law to establish provisions regarding coverage of anticancer medications under health benefit plans.

TRANSPORTATION – Amends existing law to provide for a printed copy of a registration card for vehicles.

ELECTRICAL, PLUMBING, AND HVAC INSPECTIONS – Adds to existing law to provide for timely electrical, plumbing, and HVAC inspections and the option for third-party inspections in certain situations.

STATE GOVERNMENT AND STATE AFFAIRS – Amends existing law to revise and remove provisions regarding flags flown by a governmental entity, to provide a penalty, and to establish provisions regarding enforcement by the Attorney General.

UNMANNED AIRCRAFT SYSTEMS – Adds to existing law to establish provisions regarding unmanned aircraft systems near Department of Correction facilities.

RULE APPROVAL – SENATE RESOURCES AND ENVIRONMENT COMMITTEE – States findings of the Senate and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Idaho Division of Occupational and Professional Licenses, the Idaho Department of Parks and Recreation, the Idaho Department of Water Resources, and the Idaho Department of Environmental Quality have been reviewed and approved by the Senate Resources and Environment Committee, with exceptions.

RULE APPROVAL – SENATE HEALTH AND WELFARE COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules adopted by the Idaho Commission on Aging, the Idaho Commission for the Blind and Visually Impaired, the Department of Health and Welfare, and the Division of Occupational and Professional Licenses have been reviewed and approved by the Senate Health and Welfare Committee, with exceptions.

RULE APPROVAL – SENATE COMMERCE AND HUMAN RESOURCES COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho Department of Insurance, the Division of Occupational and Professional Licenses, and the Department of Commerce have been reviewed and approved by the Senate Commerce and Human Resources Committee, with an exception.

RULE APPROVAL – SENATE JUDICIARY AND RULES COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Police, the Division of Veterans Services, the Sexual Offender Management Board, and the Office of Administrative Hearings have been reviewed and approved by the Senate Judiciary and Rules Committee, with an exception.

LEGISLATIVE COMPENSATION – States findings of the Legislature and encourages the Citizens’ Committee on Legislative Compensation to reduce the compensation and expense allowances for legislators serving in the Sixty-ninth Idaho Legislature.

MEMORANDUM OF AGREEMENT WITH IMMIGRATION AND CUSTOMS ENFORCEMENT – Adds to existing law to establish provisions regarding law enforcement entering into a memorandum of agreement with Immigration and Customs Enforcement.

MOTOR VEHICLES – Amends existing law to provide for an exception for licensed dealers in Idaho for a manufacturer or distributor with a manufacturer-owned or distributor-owned dealership.

APPROPRIATIONS – HEALTH AND WELFARE – PUBLIC HEALTH SERVICES – Relates to the appropriation to the Department of Health and Welfare for fiscal year 2027.

PROPERTY – Adds to existing law to provide that certain subdivisions of land are exempt from subdivision requirements.

CAMPAIGN DISCLOSURES – Amends and adds to existing law to prohibit foreign influence in elections, to require certain reporting, and to restrict the release of certain donor information.

COMMISSION ON HISPANIC AFFAIRS – Amends and repeals existing law to remove the Commission on Hispanic Affairs from Idaho Code.

INFORMATION TECHNOLOGY SERVICES – Amends existing law to revise provisions regarding the powers and duties of the Office of Information Technology Services.

AGRICULTURAL PESTS – Amends existing law to revise provisions regarding agricultural pests.

TRANSACTIONS – Amends and adds to existing law to establish provisions regarding programmable money.

BALANCED BUDGET – States findings of the Legislature and calls on Congress to pass a balanced budget amendment to the Constitution of the United States.

ELECTIONS – States findings of the Legislature and calls on Congress to pass a constitutional amendment affirming the authority of states to govern their election processes.

INTERNATIONAL YEAR OF RANGELANDS AND PASTORALISTS – States findings of the Legislature and supports recognizing 2026 as the International Year of Rangelands and Pastoralists.

TAIWAN – States findings of the Senate and declares Idaho’s support of its partnership with Taiwan, trade partnerships between the United States and Taiwan, and Taiwan’s participation in international organizations.

MEDICAL EDUCATION – Amends existing law to provide for the Medical Education Fund and to provide for certain funding.

KRATOM – Adds to existing law to establish the Idaho Kratom Consumer Protection and Safety Act.

APPROPRIATIONS – IDAHO STATE POLICE – Relates to the appropriation to the Idaho State Police for fiscal year 2027.
