Idaho House Bills

STATE TREASURER – Repeals existing law to remove obsolete provisions relating to securities lending agreements.

BEER – Amends existing law to revise a provision regarding distribution of revenue.

TAXATION – Amends existing law to revise provisions regarding certain sales tax exemptions for occasional sales and small sellers.

ARCHITECTS – Amends existing law to provide for certified interior designers to be able to sign and seal certain technical submissions and to make such submissions to state or local governmental entities.

THE COEUR D’ALENE TRIBE WATER RIGHTS – Amends and adds to existing law to establish provisions regarding the 2026 Coeur d’Alene Tribe water rights settlement agreement and to provide for the Coeur d’Alene tribal water supply bank.

PODIATRY – Amends, repeals, and adds to existing law to provide for the Podiatric Medical Practice Act.

EDUCATION – Adds to existing law to establish provisions regarding inappropriate online behavior by students and to prescribe a process for student discipline by the school district or public charter school.

DEVELOPMENT IMPACT FEES – Amends existing law to revise a definition regarding which governmental entities are authorized to adopt development impact fees.

WORKFORCE DEVELOPMENT COUNCIL – Amends and repeals existing law to provide for the consolidation of the Idaho STEM Action Center into the Workforce Development Council.

ELECTIONS – Amends existing law to revise provisions regarding the form and contents of ballots to be prepared by the Secretary of State.

EDUCATION – Amends existing law to revise provisions regarding educational staff, teachers, and certificates.

TAXATION – Amends existing law to revise provisions regarding certain rate-regulated electric companies and gas companies.

MOTOR VEHICLES – Amends existing law to provide for registration fees.

MUNICIPAL CORPORATIONS – Adds to existing law to provide for an administrative process for certain land divisions.

OCCUPATIONAL AND PROFESSIONAL LICENSING – Amends, repeals, and adds to existing law to revise provisions regarding the Division of Occupational and Professional Licenses.

PRISONERS – Amends existing law to revise the definition of “sexual contact.”

ATTORNEY GENERAL – Amends and repeals existing law to remove provisions regarding sobriety and drug monitoring programs.

ADMINISTRATIVE SUBPOENAS – Amends existing law to revise a provision regarding an administrative subpoena.

SEX OFFENDERS – Amends existing law to revise provisions regarding where a sex offender resides.

CRIMINAL PROCEDURE – Amends existing law to provide that there shall be no statute of limitations for certain felonies.

MOTOR VEHICLES – Amends existing law to eliminate the nondomiciled CDL program in Idaho.

MOTOR VEHICLES – Amending existing law to revise provisions regarding Appaloosa license plates.

POLICE DOGS – Amends existing law to define “electronic storage detection dog.”

GOLD AND SILVER – Amends existing law to revise provisions regarding gold and silver coin and specie.

AGRICULTURAL CERTIFICATES OF FREE SALE – Amends existing law to integrate IDAPA 02.01.05 into Idaho Code.

POLLING PLACES – Amends existing law to provide for the securing of liability insurance coverage for private facilities used as polling places and to limit liability for private facilities used as polling places on election day.

FOREIGN LAWS – Adds to existing law to establish provisions prohibiting the use of foreign laws in Idaho courts.

STATE CONTROLLER – Amends existing law to provide that the State Controller shall publish a list of asset forfeitures and to provide that law enforcement shall report asset forfeiture information to the State Controller.

RECKLESS DRIVING – Amends existing law to revise a provision regarding reckless driving.

INSURANCE – Amends existing law to revise provisions regarding cancellation and nonrenewal of certain policies.

IDAHO SAFE BOATING ACT – Amends existing law to revise a provision regarding enforcement.

MILITIA AND MILITARY AFFAIRS – Amends existing law to revise terminology and to revise provisions regarding restraint and nonjudicial punishment in the Model State Code of Military Justice.

HEALTH AND WELFARE – Amends, repeals, and adds to existing law to establish provisions regarding background checks conducted by the Department of Health and Welfare.

EMERGENCY FIRST AID – Amends existing law to revise provisions regarding immunity of persons giving first aid from damage claims.

JOINT RULES – Proposes a new Joint Rule 24 to designate certain days as constituent days during regular legislative sessions.

HOUSING – Amends and adds to existing law to revise provisions regarding homeowner’s associations and to provide for joint ownership associations.

EDUCATION – Adds to existing law to provide for a return on investment analysis of the Idaho Launch Grant Program.

TAXATION – Amends and adds to existing law to expand the homestead property tax exemption, to increase the sales tax rate, and to direct sales tax revenue to taxing districts to replace property tax revenue lost from the homestead exemption expansion.

ABATEMENT DISTRICTS – Amends and adds to existing law to revise provisions regarding abatement districts and to provide for optional participation.

CHILD CARE – Adds to existing law to establish provisions regarding income eligibility for the Idaho Child Care Program.

CHILD PROTECTION – Amends and adds to existing law to establish provisions regarding social workers.

MEDICAL KIDNAPPING – Amends and adds to existing law to establish provisions regarding medical kidnapping of children and vulnerable adults.

CHILD PROTECTION – Adds to existing law to establish provisions regarding the Idaho Child Protection Central Registry.

CHILD PROTECTION – Amends existing law to provide for a higher evidentiary standard and to require reliable evidence for reports.

STATE BUDGET – Amends existing law to revise provisions regarding expenditures made pursuant to certain funds that are not cognizable.

RULE APPROVAL – HOUSE STATE AFFAIRS COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho State Police, the Idaho Public Safety Communications Commission, the Idaho Public Utilities Commission, the Idaho Secretary of State, the Department of Administration, and the Idaho State Lottery have been reviewed and approved by the House State Affairs Committee, with an exception.

RULE APPROVAL – HOUSE RESOURCES AND CONSERVATION COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Division of Occupational and Professional Licenses, the Idaho Department of Parks and Recreation, and the Idaho Department of Water Resources have been reviewed and approved by the House Resources and Conservation Committee, with exceptions.

RULE APPROVAL – HOUSE BUSINESS COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Insurance and the Division of Occupational and Professional Licenses have been reviewed and approved by the House Business Committee, with exceptions.

MEDICARE – States findings of the Legislature, supports certain Department of Insurance efforts, and requests federal guidance.

WATER – States findings of the Legislature and supports increasing water storage in the state.

CLEAN WATER ACT – States findings of the Legislature and requests federal action.

APPROPRIATIONS – OFFICE OF THE ATTORNEY GENERAL – Relates to the appropriation to the Office of the Attorney General for fiscal years 2026 and 2027.

APPROPRIATIONS – MILITARY DIVISION – Relates to the appropriation to the Military Division for fiscal years 2026 and 2027.

APPROPRIATIONS – DIVISION OF CAREER TECHNICAL EDUCATION – Relates to the appropriation to the Division of Career Technical Education for fiscal years 2026 and 2027.
