EDUCATION – Adds to existing law to provide for the Adult Alternative Instructional Diploma Program and the Adult Alternative Instructional Diploma Program Grant Fund.

STATE LANDS – Amends existing law to establish requirements for commercial land use authorizations on state endowment land.

INVOLUNTARY COMMITMENT ISSUES STUDY – States findings of the Legislature and authorizes the Legislative Council to appoint a committee to undertake and complete a study of issues relating to the involuntary commitment of certain persons.

UNIFORM CONTROLLED SUBSTANCES – Amends existing law to provide a penalty for possession of less than three ounces of marijuana.

INFORMATION TECHNOLOGY SERVICES – Amends and adds to existing law to require the implementation of cybersecurity best practices and the use of multifactor identification in Idaho state government.

TRANSPARENCY IN LEGISLATIVE TRAVEL – Adds to existing law to require legislative candidates, legislators, and members-elect of the Legislature to report certain travel paid by others.

STATE EMPLOYEES – Adds to existing law to establish provisions regarding state employee loyalty.

EDUCATION – Amends existing law to revise provisions regarding the math and science requirement.

TAXATION – Adds to existing law to establish an excise tax on commercial wind turbines.

TAXATION – Amends and adds to existing law to provide a tax on the sale and distribution of electronic smoking devices.

GOVERNOR – Adds to existing law to prohibit the governor from billing other state departments or officers for personnel employed by the governor.

INDECENT SEXUAL EXHIBITIONS AND CIVIL ACTIONS – Adds to existing law to establish provisions regarding a civil action following an indecent sexual exhibition.

IDAHO ADMINISTRATIVE PROCEDURE ACT – Amends existing law to remove provisions regarding legislative review of rules and to revise provisions regarding legislative review of rules.

EDUCATION – Adds to existing law to establish provisions regarding prohibited acts in higher education.

OIL AND GAS – Amends existing law to revise a provision regarding the oil and gas conservation commission.

COMMERCIAL SEXUAL ACTIVITY – Amends existing law to provide that soliciting commercial sexual activity shall be a felony.

LOBBYISTS – Amends, repeals, and adds to existing law to establish provisions governing lobbying and lobbyists.

CAMPAIGN FINANCE – Amends, repeals, and adds to existing law to provide for campaign finance transparency.

ELECTIONS – Adds to existing law to provide that the Secretary of State shall investigate false claims against candidates.

CRIMINAL LIBEL – Repeals and adds to existing law to provide for the crime of criminal libel, to provide penalties, to provide for restitution to a victim, and to provide for jurisdiction to prosecute.

PRODUCT LIABILITY – Adds to existing law to establish provisions regarding satisfaction of a warning to consumers or the public on products used in growing food or fiber.

FISH AND GAME – Amends existing law to provide for notification of a proposed transplant or relocation of wildlife and approval from a board of county commissioners if a hearing on the same is requested and to require testing of certain animals.

LABOR – Adds to existing law to establish the Idaho Guest Worker Program.

FOREIGN ADVERSARIES – Adds to existing law to require certain governmental entities in Idaho to divest from investments in foreign adversaries.

SALARIES OF JUDGES – Amends existing law to revise provisions regarding salaries of judges.

CRIMES AGAINST PEACE OFFICERS – Amends existing law to provide penalties for assault, battery, or murder of a peace officer.

EDUCATION – Amends and repeals existing law to revise provisions regarding student funding to provide for per-student funding.

PUBLIC NOTICES – Amends, repeals, and adds to existing law to provide for the electronic publication of public notices on the state controller’s website and certain abbreviated newspaper publications by governmental entities and to revise provisions regarding publication by first class mail.

RULE APPROVAL – SENATE STATE AFFAIRS COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Police, the Division of Occupational and Professional Licenses, the Idaho Public Utilities Commission, the Idaho Secretary of State, the Department of Administration, and the Idaho State Lottery have been reviewed and approved by the Senate State Affairs Committee, with an exception.

BANKING – Adds to existing law to establish the Idaho Earned Wage Access Services Act.

RENTAL APPLICATIONS – Adds to existing law to provide for limitations on rental application fees.

CHILD SUPPORT – Amends, repeals, and adds to existing laws to revise provisions regarding child support.

APPROPRIATIONS – STATE BOARD OF EDUCATION – Relates to the maintenance appropriation to the State Board of Education for fiscal year 2026.

EDUCATION – Adds to existing law to establish the Mobile Device Policy Fund.

EDUCATION – Amends existing law to revise provisions regarding the issuance of school bonds.

MEDICAID – Amends existing law to require certain federal waivers for continued medicaid expansion eligibility.

FIREWORKS – Amends existing law to establish provisions regarding aerial common fireworks.

ADOPTION – Adds to existing law to establish provisions regarding postadoption contact agreements.

EDUCATION – Proposes an amendment to the state constitution to remove language allowing for the Legislature to require school attendance and to add language regarding the right of the people to educate their children without government regulation outside of public schools.

PUBLIC WORKS – Amends existing law to revise a provision regarding competitive bidding.

PUBLIC WORKS – Amends existing law to revise a provision regarding the construction, alteration, equipping, furnishing, and repair of public buildings and works.

EDUCATION – Amends and repeals existing law to move up the sunset date of the Idaho Launch program and the In-Demand Careers Fund.
