APPROPRIATIONS – Relates to the appropriation to the Department of Commerce, Department of Environmental Quality, and the Department of Health and Welfare for fiscal year 2025.

TRANSPORTATION – Amends existing law to eliminate renewal of instructional permits, to make certain permits valid for one year, and to remove the requirement that people surrendering an out-of-state driver’s license take a knowledge test if they have previously held an Idaho driver’s license.

TRANSPORTATION – Amends existing law to provide for data security compliance training for systems used by the Division of Motor Vehicles.

MOTOR VEHICLES – Amends existing law to revise provisions regarding temporary license plates and certain exempt vehicle license plates.

HEALTH AND WELFARE – Amends, repeals, and adds to existing law to remove provisions previously related to the Department of Health and Welfare that are now assigned to other state agencies.

CRIMINAL HISTORY RECORDS – Amends existing law to authorize the submission of fingerprints of certain persons to the Bureau of Criminal Identification.

MEDICAL EDUCATION – Amends and adds to existing law to revise provisions regarding medical education programs supported by Idaho state funds and to provide for WWAMI program transition.

PROPERTY – Amends existing law to revise provisions regarding abandoned property.

ATHLETIC COMMISSION – Amends existing law to provide an exemption from certain duties of the state athletic commission for fundraising events held by charitable organizations.

BARBERS AND COSMETOLOGISTS – Amends and repeals existing law to provide for the de-licensure of makeover and glamour photography businesses.

INSURANCE – Amends and repeals existing law to remove the Idaho Small Employer Carrier Reinsurance Program.

BUILDING CODE ACT – Amends existing law to provide a definition for agricultural buildings and that counties shall not alter the provisions of the section.

RULE APPROVAL – SENATE EDUCATION COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the State Board of Education and the Division of Vocational Rehabilitation have been reviewed and approved by the Senate Education Committee, with exceptions.

PRAYER RESOLUTION – States findings of the Senate and supports observing an official time of prayer each day of the regular session of the Idaho Legislature.

CONSUMER PROTECTION – Adds to existing law to establish provisions regarding truth in digital advertising sales.

FIREARMS, EXPLOSIVES, AND OTHER DEADLY WEAPONS – Amends and adds to existing law to revise a provision regarding a false report of explosives and to provide for the crime of false reports of violence or emergency in public or private places.

CONSTRUCTION CONTRACTS – Amends existing law to provide for certain construction contracts to be subject to Idaho law and that such contracts shall not require dispute resolution in another jurisdiction.

LIENS OF MECHANICS AND MATERIALMEN – Amends existing law to remove a provision regarding priority of hearings.

FISH AND GAME – Amends existing law to provide that certain persons shall not be eligible to apply for any fishing, hunting, or trapping licenses, tags, or permits.

RULE APPROVAL – HOUSE COMMERCE AND HUMAN RESOURCES COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Labor, the Industrial Commission, and the Division of Veterans Services have been reviewed and approved by the Senate State Affairs Committee, with an exception.

RULE APPROVAL – HOUSE BUSINESS COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Insurance and the Division of Occupational and Professional Licenses have been reviewed and approved by the House Business Committee, with exceptions.

PRAYER – States findings of the House of Representatives commemorating the 2025 session with an official time of prayer.

COMMISSIONERS REPRESENTING THE STATE OF IDAHO AT AN ARTICLE V CONVENTION – States findings of the Legislature and establishes provisions regarding Commissioners representing the State of Idaho at an Article V Convention of the States.

ARTICLE V CONVENTION – States findings of the Legislature and makes three separate applications to the United States Congress to call a convention of the states under Article V of the Constitution of the United States.

DRIVER’S LICENSES AND IDENTIFICATION CARDS – Amends and adds to existing law to establish electronic driver’s licenses and identification cards.

CAMPAIGN FINANCE – Amends, repeals, and adds to existing law to provide for campaign finance transparency.

ATTORNEY GENERAL – Adds to existing law to provide the Attorney General with concurrent investigative and prosecutorial power of violations of certain election laws.

PUBLIC OFFICE – Amends existing law to provide that subscribing to the oath of office for certain elective offices shall create a vacancy in certain other offices.

EDUCATION – Adds to existing law to provide that funds appropriated to public schools shall be used for the purposes identified in statute or in an appropriation.

WATER – States findings of the Legislature and supports the 2024 Stipulated Mitigation Plan between water users and revising the State Water Plan to establish an Eastern Snake Plain Aquifer recharge goal.

RULE REJECTION – WORKER’S COMPENSATION LAW – States findings of the Legislature and rejects certain rules of the Industrial Commission relating to worker’s compensation.

HOUSING – States findings of the Legislature and provides for the establishment of an interim committee to study state and local land use regulations and the impact on housing supply.

LOCAL LAND USE PLANNING – Adds to existing law to establish provisions restricting the siting of new or expansion of homeless shelters.

APPROPRIATIONS – STATE LIQUOR DIVISION – Relates to the appropriation to the State Liquor Division for fiscal year 2026.

EDUCATION – Adds to existing law to establish provisions regarding an Early Literacy Readiness Program.

JUDICIAL DISTRICTS – Amends existing law to revise provisions regarding the number of judges in the Seventh Judicial District.

JUDICIAL DISTRICTS – Amends existing law to revise provisions regarding the number of judges in the First Judicial District.

UNIFORM PUBLIC EXPRESSION PROTECTION ACT – Adds to existing law to establish the Uniform Public Expression Protection Act.

PUBLIC UTILITIES – Amends and repeals existing law to revise provisions regarding public utility regulation.

CAMPAIGN FINANCE – Amends existing law to provide for certain commercial sales to be exempt from certain reporting requirements.

ELECTIONS – Amends existing law to revise certain candidate filing fees.

EDUCATION – Repeals and adds to existing law to remove provisions relating to the Local Innovation School Act and to establish provisions regarding districts of innovation.

TAXATION – Amends and adds to existing law to establish provisions regarding the County Property Tax Relief Act to provide that a county may establish a sales tax on certain lodging to provide property tax relief to homeowners in the county and to revise a provision regarding certain duties of owners of short-term rental properties.

DEPARTMENT OF GOVERNMENTAL EFFICIENCY (DOGE) – Adds to existing law to establish the Department of Governmental Efficiency Task Force.

INTERAGENCY CONTRACTS WITH STATE INSTITUTIONS OF HIGHER EDUCATION – Amends existing law to revise provisions regarding an agency that contracts with a state institution of higher education.

OPEN MEETINGS LAW – Amends existing law to establish provisions regarding multiple agenda items on an agenda.

TOURISM REVENUE AND SHORT-TERM RENTALS – Amends, repeals, and adds to existing law to revise, remove, and establish provisions regarding the protection of tourism revenue and limiting the regulation of short-term rentals.

NURSES – Amends existing law to revise a definition.

PRESCRIPTION DRUGS – Adds to existing law to establish provisions regarding certain prohibited actions by pharmaceutical manufacturers.

DEPARTMENT OF INSURANCE – Amends and adds to existing law to establish the Wildfire Risk Mitigation Fund.

EDUCATION – Amends and adds to existing law to revise and establish provisions regarding the Idaho Literacy Achievement and Accountability Act.

EDUCATION – Adds to existing law to establish provisions regarding student immigration status and nationality in Idaho public educational institutions.

APPROPRIATIONS – Relates to replacement items for the Commission for the Blind and Visually Impaired, the Office of the Lieutenant Governor, the Idaho State Lottery, the Brand Inspection Division, the Commission of Pardons and Parole, and the Public Utilities Commission for fiscal year 2026.

EDUCATION – Adds to existing law to require public schools to adopt sudden cardiac arrest prevention training.

LAND BANK FUND – Amends existing law to extend the time that proceeds can be held in the land bank fund.
