HOSPITALS – Amends, repeals, and adds to existing law to revise and establish provisions regarding the licensure and inspection of hospitals.

FISH AND GAME – Amends existing law to provide requirements for members of winter feeding advisory committees.

INSURANCE – States findings of the Legislature and authorizes the Legislative Council to appoint a committee to undertake a study of the property insurance market in Idaho.

PUBLIC ASSISTANCE – Amends existing law to require legislative action for certain changes to public assistance programs.

LIVESTOCK DEPREDATION CLAIMS – Amends existing law to provide for the payment of depredation claims that are deemed possible.

MEDICAL ETHICS DEFENSE ACT – Adds to existing law to establish the Medical Ethics Defense Act.

RUNAWAYS – Amends existing law to revise an exemption for certain violations for licensed children’s residential care facilities, registered children’s institutions, and behavioral health youth crisis centers that provide emergency runaway services.

LOCAL GOVERNMENT – Amends existing law to revise provisions regarding compensation and benefits of local boards.

CYBERSECURITY AND RESILIENCY FUND – Adds to existing law to establish the Cybersecurity and Resiliency Fund to address the state’s need for information technology and cybersecurity infrastructure.

EDUCATION – Adds to existing law to allow public schools to display only certain flags and banners on school property and to prohibit schools from displaying certain flags and banners.

COMMUNITY INFRASTRUCTURE DISTRICTS – Amends and adds to existing law to provide for a temporary assessment to fund fire protection and emergency medical services.

APPROPRIATIONS – OFFICE OF THE SECRETARY OF STATE – Relates to the appropriation to the Office of the Secretary of State for fiscal year 2026.

APPROPRIATIONS – STATE TREASURER – Relates to the appropriation to the State Treasurer for fiscal year 2026.

MEDICAID – Amends, repeals, and adds to existing law to provide that legislative approval is required for certain state plan amendments and waivers and to provide legislative approval for certain state plan amendments and waivers.

APPROPRIATIONS – HEALTH EDUCATION PROGRAMS – Relates to the appropriation to the State Board of Education and the Board of Regents of the University of Idaho for Health Education Programs for fiscal year 2026.

APPROPRIATIONS – SPECIAL PROGRAMS – Relates to the appropriation to the State Board of Education and the Board of Regents of the University of Idaho for Special Programs for fiscal year 2026.

IDAHO BROADBAND ADVISORY BOARD – Amends existing law to revise the composition of the Idaho Broadband Advisory Board and to provide that any grant award process shall be conducted by an independent third party.

PUBLIC SERVANTS – Amends existing law to provide an exemption for relatives of members of the Legislature participating in the legislative page program.

DIVISION OF OCCUPATIONAL AND PROFESSIONAL LICENSES – Amends, repeals, and adds to existing law to provide for the Idaho Board of Long-Term Care Facility Administrators.

ELECTIONS – Amends existing law to revise provisions regarding certain election deadlines and the filling of certain vacancies.

BEER – Amends existing law to revise provisions regarding brewers’ licenses.

MOTOR VEHICLE – Amends existing law to provide for wildland fire agency or association vehicles in the definition of vehicle.

SECURED TRANSACTIONS – Amends existing law to require the Secretary of State to prescribe certain financing statement forms in compliance with the Uniform Commercial Code.

BEHAVIORAL HEALTH – Amends, repeals, and adds to existing law to revise provisions regarding behavioral health services.

MOTOR VEHICLES – Amends and adds to existing law to establish a World Famous Idaho Potatoes black license plate and a World Famous Idaho Potatoes white license plate.

CREDIT UNIONS – Amends existing law to provide that a credit union shall deliver articles of incorporation to the Secretary of State.

LEGAL TENDER – Adds to existing law to provide that gold and silver coin and specie shall be legal tender and to provide that no person or entity may compel another person or entity to tender or accept gold or silver coin or specie.

EDUCATION – Amends existing law to revise provisions regarding the budget of the Idaho Bureau of Educational Services for the Deaf and the Blind.

WORKER’S COMPENSATION – Amends existing law to define a public employer and a public corporation with respect to certain requirements regarding security for compensation.

DIVISION OF OCCUPATIONAL AND PROFESSIONAL LICENSES – Amends existing law to revise provisions regarding the division administrator’s authority to address board and commission cash balances.

INSURANCE DATA SECURITY ACT – Adds to existing law to establish the Insurance Data Security Act in the event of cybersecurity attacks.

EDUCATION – Amends existing law to revise provisions regarding virtual education programs in public school districts and virtual public charter schools.

CORONERS – Amends, repeals, and adds to existing law to revise and establish provisions regarding the duties of county coroners.

EDUCATION – Amends existing law to revise provisions regarding student funding and to provide for weighted per-student funding.

STATE BUDGET – Adds to existing law to provide for the Idaho personnel reduction act, to provide for the reporting of state employee travel expenses, and to provide for reporting of paid travel by state officials and a penalty.

EMERGENCY MEDICAL SERVICES – Repeals and adds to existing law to provide for the recognition of the EMS personnel licensure interstate compact.

EMERGENCY MEDICAL SERVICES – Amends, repeals, and adds to existing law to transfer emergency medical services responsibilites to the Idaho Military Division.

PHARMACISTS – Amends, repeals, and adds to existing law to update provisions regarding the practice of pharmacy in Idaho.

MEDICAID – Adds to existing law to provide that the Department of Health and Welfare shall not prohibit licensed or registered health care providers from providing services covered by the state Medicaid program.

EDUCATION – Amends existing law to revise provisions regarding the literacy intervention program.

GRIZZLY BEAR – States findings of the Legislature and calls upon the federal government to delist grizzly bears and review the Endangered Species Act.

INSURANCE – States findings of the Legislature and reaffirms support for state-based title insurance regulation.

RULE REJECTION – GENETIC COUNSELORS – States findings of the Legislature and rejects certain rules of the Division of Occupational and Professional Licenses relating to genetic counselors.

YOUTH ENTREPRENEURSHIP – States findings of the Legislature and encourages local governments to support youth entrepreneurship.

TAXATION – Amends House Bill 40, House Bill 304, and existing law to revise provisions regarding certain tax deductions, certain corporate income tax rates, certain protections for taxpayers, and certain sales tax distributions and to revise an effective date.

LOCAL GOVERNMENT – Amends existing law to revise provisions regarding compensation and benefits of local boards.

THE GOVERNOR AND DISASTER EMERGENCIES – Amends existing law to revise provisions regarding the length and scope of a declaration of emergency by the governor.

TRANSPORTATION – Amends existing law to provide for the appointment of certain single county-wide highway district commissioners.

STATE EMPLOYEES – Amends existing law to provide that attorneys of the Division of Occupational and Professional Licenses shall be nonclassified employees.

HEALTH – Adds to existing law to provide that the state of Idaho shall not be compelled to engage in the enforcement of requirements or mandates issued by the World Health Organization.

EDUCATION – Amends existing law to remove a provision that limits public comment at school board meetings to items listed on the meeting agenda.

RULE APPROVAL – HOUSE EDUCATION COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the State Board of Education and the Division of Vocational Rehabilitation have been reviewed and approved by the House Education Committee, with exceptions.

RULE APPROVAL – HOUSE RESOURCES AND CONSERVATION COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Division of Occupational and Professional Licenses, the Department of Parks and Recreation, and the Idaho Department of Water Resources have been reviewed and approved by the House Resources and Conservation Committee, with an exception.

NARCOTIC, SUBSTANCES – Proposes an amendment to the state constitution to provide that only the Legislature shall have power and authority to legalize the growing, producing, manufacturing, transporting, selling, delivering, dispensing, administering, prescribing, distributing, possessing, or using of marijuana, narcotics, or other psychoactive substances.

DRIVER TRAINING – Amends existing law to revise provisions regarding Class D driver’s training instruction permits and Class D supervised instruction permits.

DEPARTMENT OF HEALTH AND WELFARE – Amends and repeals existing law to remove provisions that the Department of Health and Welfare has identified as obsolete or superfluous.

ELECTIONS – Amends existing law to require certain anti-fraud measures to be employed to ensure election ballots are secure.

MINES AND MINING – Amends and adds to existing law to provide for the adjustment of line license tax allocations, the expenditures of reclamation funds, voluntary contributions, the establishment of an advisory committee, the responsibilities of the department of lands, and the setting of reclamation priorities.

EDUCATION – Amends existing law to require public school districts to adopt certain safety protocols.

RULES OF THE ROAD – Amends existing law to provide for vehicles to exceed the speed limit while passing in a passing lane.
