SS/SB 879 - The act creates and modifies provisions relating to electric utilities. POLITICAL SUBDIVISIONS (Section 67.5360) The act provides that the governing body of any political subdivision shall not approve a plan relating to the development of the political subdivision with a developer whose more than half of the solar panels or the solar panel components are manufactured or sourced by an individual or government identified as a foreign adversary. TAXATION OF SOLAR ENERGY PROJECTS (Sections 137.100, 137.124, 153.030, & 153.034) The act repeals a provision exempting solar energy systems not held for resale from taxation. (Section 137.100) Beginning January 1, 2027, for purposes of assessing all real property, excluding land, or tangible personal property associated with a project that uses solar energy directly to generate electricity and that was built or constructed to sell power, the tax liability actually owed shall be equal to specific amounts, as described in the act, as annually adjusted for inflation. These provisions shall not be construed to affect any existing enhanced enterprise zone agreements or similar tax abatement agreements with state or local officials entered into prior to August 28, 2026. After August 28, 2026, solar energy projects shall not be permissible under enterprise zones or similar tax abatements. Beginning January 1, 2027, for purposes of assessing land that is associated with a solar energy project, the land shall be assessed as commercial property. (Section 137.124) Beginning January 1, 2027, for any public utility that has a solar energy project, such solar energy project shall be assessed using certain methodology for real and personal property as described in the act. (Section 153.030) The real and tangible personal property associated with a project which uses solar energy shall include certain solar equipment as described in the act. (Section 153.034) These provisions are similar to SB 892 (2024), HB 2651 (2024), SB 549 (2023), SB 1014 (2022) and HB 1997 (2022), and provisions in SB 213 (2025), a provision in HCS#2/HBs 440 & 1160 (2025). THE CONSTRUCTION OF SOLAR FARMS REGULATED BY THE PUBLIC SERVICE COMMISSION (Section 393.2040) The act provides that these provisions shall apply only to a solar farm that is owned or operated by an electrical corporation under the jurisdiction of the Public Service Commission. These provisions shall not apply to solar farms owned or operated by not-for-profit electrical corporations. Prior to the construction of a solar farm in the state, the Commission shall require that each electrical corporation shall submit a certificate of convenience and necessity ("CCN") application to the Commission with a construction plan for the solar farm. The construction plan requirements are described in the act, including boundary requirements between the solar farm and private or public properties, landscaping requirements, noise requirements, sign requirements, and fencing requirements. An applicant shall maintain a solar farm until decommissioning, as described in the act. An owner or operator shall decommission and remove the solar farm when the solar farm is at the end of its useful life, as described in the act. The Commission shall require that, prior to the construction of a solar farm, an owner or operator of the solar farm shall submit to the Commission a preliminary decommissioning plan. Requirements of the plan are described in the act. At least one year prior to the cessation of operation of a solar farm or in the case of a solar farm ceasing operation due to an unexpected event, as described in the act, the owner or operator shall submit a final decommissioning plan, as described in the act. Requirements for the disposition of solar panels are described in the act. An electrical corporation intending to make a material amendment after it has obtained a CCN for the construction of a solar farm shall submit a new application to amend the CCN. The Commission shall require any applicant who is issued a CCN for the construction of a solar farm to obtain liability insurance in an amount sufficient to cover reasonable expected damages which may arise from the construction of the solar farm. An applicant applying for a CCN under the act shall be required to pay a fee as described in the act. For purposes of enforcing compliance with the construction requirements under the act, all owners or operators of solar farms in the state shall be subject to the procedures before the Commission. For any violation, complaints may be submitted to the Commission pursuant to the provisions of current law. On or before January 1, 2027, the Commission shall provide a report about the specifics of solar farms in the state, as described in the act. Beginning August 28, 2026, a solar farm for which certain economic incentive agreements are not in place shall not be eligible for any economic incentives or any tax exemptions. These provisions have an emergency clause. CONDEMNATION OF PROPERTY (Section 523.010) Under the act, the authority of any electrical corporation to condemn property shall not extend to the construction of any structure or facility that uses wind or solar energy to generate or manufacture electricity. The authority of any electrical corporation to condemn property shall extend to acquisition of rights needed to construct, operate, and maintain certain electrical infrastructure, described in the act, needed to collect and deliver solar or wind energy to the distribution or transmission grid. This provision is identical to SB 199 (2025), a provision in SB 214 (2025), SB 1262 (2024), to a provision in SB 805 (2024), a provision in HB 1449 (2024), a provision in SCS/HCS/HB 1746 (2024), provisions in HB 1052 (2023) and substantially similar to a provision in HB 221 (2025), a provision in HCS#2/HBs 440 & 1160 (2025), HB 475 (2025), a provision in SB 139 (2025), HB 1750 (2024), and SB 577 (2023). THE CONSTRUCTION OF SOLAR FARMS REGULATED BY THE DEPARTMENT OF NATURAL RESOURCES (Section 640.1050) The act provides that these provisions shall apply only to a solar farm that is not owned or operated by an electrical corporation under the jurisdiction of the Public Service Commission and on which the construction has not commenced as of December 31, 2026. The Department of Natural Resources shall require an application with a construction plan for a permit for the construction of a solar farm to be obtained from the Department prior to the construction of the solar farm. The construction plan requirements are described in the act, including boundary requirements between the solar farm and private or public properties, landscaping requirements, noise requirements, sign requirements, and fencing requirements. An applicant shall maintain a solar farm until decommissioning, as described in the act. An owner or operator shall decommission and remove the solar farm when the solar farm is at the end of its useful life, as described in the act. Prior to the construction of a solar farm, an owner or operator of the solar farm shall submit a preliminary decommissioning plan to the Department. Requirements of the decommissioning plan are described in the act. At least one year prior to the cessation of operation of a solar farm or in the case of a solar farm ceasing operation due to an unexpected event, as described in the act, the owner or operator shall submit a final decommissioning plan, as described in the act. Requirements for the disposition of solar panels are described in the act. Within 90 days of receiving an application for the construction of a solar farm, the Department shall hold a public hearing before issuing a permit. The Department shall provide notice at least 14 days prior to the public hearing. At the public hearing, an applicant and the Department shall provide certain information in writing, as described in the act. No later than 90 days after the public hearing, the Department shall issue a permit, issue a permit limiting the boundaries of the proposed solar farm, or deny the permit. An applicant that intends to make a material amendment after the permit is issued by the Department shall submit a new application for the permit to the Department. The Department shall require any applicant who is issued a permit for the construction of a solar farm to obtain liability insurance in an amount sufficient to cover reasonable expected damages which may arise from the construction of the solar farm. If an owner or operator of a solar farm that is not an electrical corporation under the jurisdiction of the Public Service Commission sells or transfers the solar farm to an entity that is an electrical corporation, the transferee shall certify in writing to the Department that the transferee shall comply with the construction requirements of a solar farm regulated by the Commission. An applicant applying for a permit shall be required to pay a fee as described in the act. On or before January 1, 2027, the Commission shall provide a report about the specifics of solar farms in the state, as described in the act. Beginning August 28, 2026, a solar farm for which certain economic incentive agreements are not in place, shall not be eligible for any economic incentives or any tax exemptions. SB 856 - This act modifies provisions relating to the circuit court of Cole County, including its appellate district and venue for certain cases. APPELLATE DISTRICT FOR COLE COUNTY (SECTION 477.050) This act provides that Cole County shall be within the territorial jurisdiction of the Eastern District of the Missouri Court of Appeals, rather than within the Western District. This provision is identical to a provision in HB 3054 (2026) and in SCS/HCS/HB 1259 (2025). VENUE FOR CONSTITUTIONAL CASES (SECTION 508.010) This act provides that in all actions in which there is any count alleging a procedural defect in the enactment of a bill into law or the validity of a provision of the Missouri Constitution, a Missouri statute, or a Missouri regulation, the venue shall be in Cole County. This provision is identical to a provision in HB 3054 (2026). KATIE O'BRIEN

SB 849 - The act provides that there shall be a moratorium on the construction of new and current solar projects in the state beginning the effective date of the act. The Department of Natural Resources shall promulgate rules concerning environmental issues with respect to the construction, placement, and operation of a solar project. The moratorium shall end on December 31, 2027. However, if the Department does not promulgate the rules before such date, the moratorium shall continue until such rules have been promulgated. This act has an emergency clause. The act is identical to SB 933 (2026) and similar to HB 2477 (2026). JULIA SHEVELEVA

SS/SCS/SB 841 - This act modifies provisions relating to health care. AWARENESS DAYS (Sections 9.021, 9.025, 9.238, 9.412, 9.418, and 9.502) This act designates the last full week of September each year as "Frontotemporal Degeneration (FTD) Awareness Week" in Missouri. This provision is identical to SB 1709 (2026). This act designates the month of January as "Blood Donor Awareness Month" in Missouri. This provision is identical to SB 1328 (2026). This act establishes September each year as "Pediatric Cancer Awareness Month" in Missouri. This act designates each September as "Brain Aneurysm Awareness Month" in Missouri and the last full week of April each year as "Infertility Awareness Week" in Missouri. This act designates March 26 of each year as "Pediatric Acute-Onset Neuropsychiatric Syndrome (PANS)/Pediatric Autoimmune Neuropsychiatric Disorder Associated with Streptococcus (PANDAS) Awareness Day" in Missouri. This provision is identical to a provision in the perfected HCS/HB 2372 (2026). HOSPITAL INVESTMENTS AND SERVICE AREAS (Sections 96.192, 96.196, 206.110, and 206.158) This act modifies the investment authority of boards of trustees of municipal hospitals in third class cities and hospital district hospitals. Current law permits investment of up to 25% of funds not required for operations of the hospital or other obligations. This act permits investment of up to 50% of funds not required for operations or other obligations in a manner described in the act, with the remaining portion to be invested into any investment in which the state Treasurer is allowed to invest. These provisions shall only apply if the hospital receives less than three percent of its annual revenues from municipal, county, hospital district, or state taxes or appropriated funds from the municipality in which such hospital is located. Under this act, municipal hospitals in third class cities may operate in areas where hospital district hospitals and county hospitals operate. Hospital district hospitals may operate in areas where municipal hospitals in third class cities and county hospitals operate. These provisions are identical to provisions in SCS/HCS/HB 943 (2025) and SCS/SB 317 (2025) and substantially similar to the perfected SB 1019 (2026) and SB 244 (2025). EPINEPHRINE PRODUCTS (Sections 167.627, 167.630, 190.246, 196.990, and 321.621) This act changes "epinephrine auto-injector" to "epinephrine delivery system" throughout statute. These provisions are identical to the perfected HCS/HBs 1826 et al (2026) and similar to provisions in HB 165 (2025) and HB 553 (2025). COMMUNITY PARAMEDIC SERVICES (Sections 190.098 and 190.165) This act modifies provisions relating to certification of community paramedics and the provision of community paramedic services. Community paramedic services shall mean those services provided by an entity that employs licensed paramedics certified by the Department of Health and Senior Services as community paramedics, that is endorsed by the Department, and that provides services in a nonemergent setting, consistent with the education and training of a community paramedic and the supervisory standard approved by the medical director, and documented in the entity's patient care plans or protocols. Ambulance service shall enter into written contracts with another ambulance service provider to provide community paramedic services in that provider's service area. The Department shall establish regulations for the purpose of recognizing community paramedic services entities that have met the standards necessary to provide such services. The Department shall endorse such entities to provide community paramedic services for a period of 5 years. These provisions are similar to provisions in the perfected HCS/HB 2372 (2026), SCS/HCS/HB 943 (2025), SCS/SB 317 (2025), SB 548 (2025), SB 206 (2025), and SCS/SB 1382 (2024). SICKLE CELL STANDING COMMITTEE (Section 191.117) This act creates the "Lori Zena Baker Act". This act establishes the "Sickle Cell Standing Committee" as a subcommittee of the Missouri Genetic Advisory Committee within the Department of Health and Senior Services, with membership as specified in the act. The Director of the Department of Health and Senior Services shall appoint the committee members. The committee shall assess the impact of sickle cell disease on the state and make recommendations to the General Assembly and Governor regarding services and policies to address the state's needs, as described in the act. This provision is identical to SB 1735 (2026) and substantially similar to HB 1483 (2016). DOULA SERVICES (Sections 191.708, 208.662, 208.1400-1425, 376.1758, and 376.1765) This act creates the "Missouri Doula Reimbursement Act". Under this act, the chief medical officer or chief medical director of the Department of Health and Senior Services or the MO HealthNet Division of the Department of Social Services may issue nonspecific recommendations for doula services, a medical standing order for prenatal vitamins, or a medical standing order for a purpose promulgated in rule, to terminate as specified in the act. Additionally, this act adds doula services and childbirth education classes for pregnant women and a support person to the list of covered MO Healthnet and "Show-Me Healthy Babies Program" services, to be reimbursed as described in the act. The Department of Social Services shall study the impact of the childbirth education classes on infant and maternal mortality and shall submit a report to the General Assembly prior to January 1, 2028. These provisions are identical to provisions in the perfected HCS/HB 2372 (2026) and substantially similar to provisions HCS/SB 94 (2025) and HCS/HB 1095 (2025). Finally, the Department of Health and Senior Services shall review and approve doula registration for purposes of insurance coverage of doula services. Beginning January 1, 2027, every health carrier or health benefit plan shall provide coverage of doula services, except as otherwise provided. This provision is identical to a provision in the perfected HCS/HB 2372 (2026). TELEHEALTH (Sections 191.1146 and 334.108) Currently, the establishment of a physician-patient relationship for purposes of telehealth shall include an interview and a physical examination. Under this act, an evaluation is required, but a physical examination shall be required only if needed to meet the standard of care. Current law prohibits the use of an internet or telephone questionnaire completed by a patient from constituting an acceptable medical interview for the provision of treatment by telehealth. This act permits such questionnaires if the information provided is sufficient as though the medical evaluation was performed in person, with a report to be provided to the patient's primary health care provider within fourteen days of evaluation, as described in the act. Additionally, current law requires a physician-patient relationship for purposes of telehealth to include a sufficient dialogue with the patient regarding treatment. This act changes "dialogue" to "exchange" with the patient regarding treatment. Finally, current law prohibits a health care provider from prescribing any drug, controlled substance, or other treatment to a patient based solely on an internet request or questionnaire. Under this act, a health care provider shall not prescribe any drug, controlled substance, or other treatment to a patient in the absence of a proper provider-patient relationship. These provision are substantially similar to SB 108 (2025) and SB 851 (2024) and similar to SCS/SB 418 (2023) and HB 710 (2023). ALPHA-GAL SYNDROME (Section 192.020) This act requires the Department of Health and Senior Services to include alpha-gal syndrome in its list of diseases that are required to be reported to the Department. Laboratories shall submit any required alpha-gal syndrome case reports to the Department within 7 days of receiving a positive laboratory confirmation, as described in the act. Subject to appropriation, the Department may follow up on reported cases of alpha-gal syndrome. The Department shall submit an annual report to the Centers for Disease Control and Prevention on the reporting and incidence of alpha-gal syndrome in Missouri. This provision is similar to a provision in the perfected HCS/HB 2372 (2026), HCS/HB 1855 (2026), and SB 1630 (2026). DEPARTMENT OF HEALTH AND SENIOR SERVICES CONTRACTS FOR PUBLIC HEALTH (Section 192.021) This act authorizes the Department of Health and Senior Services to contract with a Missouri affiliate of a national public health association or public health institute, or a similar or successor entity, in order to assist in carrying out its duties to promote the health and well-being of Missouri residents. Such contracts may include efforts to assist in the delivery of health services throughout the state and the administration of grant funds and related programs. The Department and the designated affiliate shall provide a report to the General Assembly as specified in the act. This act is identical to SB 1525 and substantially similar to provisions in SB 1037 (2026), HCS/SB 94 (2025), and SB 549 (2025). DEMENTIA SERVICES COORDINATOR (Section 192.2155) This act requires the Division of Senior and Disability Services within the Department of Health and Senior Services to establish a dementia services coordinator as a full-time position. The coordinator shall perform duties specified in the act, including coordinating information resources affecting Missourians living with dementia and their caregivers, streamlining applicable services to increase efficiency and improve the quality of care in certain settings, identifying any duplicated services, promoting public awareness and education, and collecting and monitoring relevant data. This act is identical to HCS/HB 2149 (2026) and substantially similar to SB 1230 (2026), SB 410 (2025), SB 1410 (2024), and HB 2071 (2024). MULTIDISCIPLINARY ADULT PROTECTION TEAMS (Sections 192.2400 and 192.2435) This act modifies current law relating to protective services for elderly and disabled adults by authorizing multidisciplinary adult protection teams to access confidential reports of abuse and neglect and case information to the extent necessary to conduct team activities and to share such information with other team members. Additionally, the Department of Social Services and the Department of Mental Health shall have limited access to such confidential reports, as described in the act. This provision is identical to SB 1505 (2026). DISCLOSURE OF VITAL RECORDS (Section 193.245) This act repeals a provision of law permitting the Department of Health and Senior Services to disclose a listing of persons who are born or who die on a particular date upon a person's request. This provision is identical to SB 1137 (2026), SB 598 (2025), and a provision in SCS/HCS/HB 943 (2025). LIMITS ON SALE OF OVER-THE-COUNTER DRUGS (Sections 195.417 and 579.060) Currently, no person shall sell, dispense, or purchase, over a 12 month period, more than a total amount of 43.2 grams of certain meth precursors. This act increases the amount to 61.2 grams. Beginning October 1, 2026, any manufacturer of a meth precursor drug that is sold in or into this state shall pay a monthly fee to the administrator of the real-time electronic pseudoephedrine tracking system, as described in the act. The fee is set by the administrator. A manufacturer commits the offense of unlawful, sale, distribution, or purchase of over-the-counter methamphetamine precursor drugs if the manufacturer knowingly fails to pay the fees required by this act. This act is identical to provisions in the perfected HCS/HB 2372 (2026) and substantially similar to provisions in SB 1069 (2026), SB 726 (2025), HB 1036 (2025), provisions of HCS/SS/SB 7 (2025), SCS/SB 317 (2025), SCS/HCS/HB 943 (2025), SB 548 (2025), and SB 143 (2025). IVERMECTIN AND HYDROXYCHLOROQUINE (Section 195.1000) Under this act, ivermectin and hydroxychloroquine tablets suitable for human use may be sold or purchased as over-the-counter medications in Missouri without a prescription or consultation with a pharmacist or other health care professional. This provision is identical to a provision in the perfected HCS/HB 2372 (2026), SB 1086 (2026), SB 1275, and SB 1489 (2026) and substantially similar to SB 744 (2025) and HB 2581 (2024). ADMINISTRATION OF MEDICATIONS (Sections 196.990 and 335.081) This act adds licensed long-term care facilities and child care facilities to the definition of "authorized entity" in current law permitting such entities to stock a supply of epinephrine delivery devices for use in an emergency. Additionally, the administration by technicians, nurses' aides, or their equivalent in long-term care facilities of epinephrine delivery devices and subcutaneous injectable medications to treat diabetes shall not be prohibited by nurse licensing laws. These provisions are similar to provisions in SCS/HCS/HB 943 (2025), SB 548 (2025), SCS/SB 317 (2025), and HCS/HB 2824 (2024). HOSPITAL WORKPLACE VIOLENCE (Section 197.708) Under this act, each hospital shall prominently display a printed sign, in all capital letters, warning that assaulting a health care professional is a serious crime which may be punishable as a class A misdemeanor. This provision is substantially similar provisions in the perfected HCS/HB 2372 (2026), HCS/SB 94 (2025), and HCS/HB 1213 (2025) and substantially similar to SB 791 (2025). INSPECTIONS OF LONG-TERM CARE FACILITIES (Section 198.022) Under this act, the Department of Health and Senior Services may accept, in lieu of an inspection conducted by the Department, a written report of a survey or inspection conducted by any state or federal agency, provided the survey or inspection is comparable in scope or method to the Department's inspections and conducted in accordance with Title XVIII of the Social Security Act. A residential care or assisted living facility shall be subject to an inspection by the Department if the facility fails to maintain an accredited status by a recognized accreditation entity. Finally, if a facility exempt from an annual inspection under this act has one or more violations of any class I standards, then the facility shall be subject to a full inspection by the Department. This provision is identical to a provision in the perfected HCS/HB 2372 (2026), substantially similar to a provision in SCS/HCS/HB 943 (2025), and similar to SB 689 (2025). MO HEALTHNET TICKET TO WORK (Section 208.146) Under current law, the "Ticket to Work Health Assurance Program" expired on August 28, 2025. This act repeals that expiration date. This provision is identical to SB 1708 (2026). MO HEALTHNET COVERAGE OF CERTAIN CLINICAL PATHOLOGY SERVICES (Section 208.149) This act requires that the fee for the professional component of clinical pathology services shall be paid by MO HealthNet for professional services provided by a hospital-based pathologist for inpatient clinical pathology services rendered to MO HealthNet patients. The reimbursement shall be set at no less than thirty percent of the approved MO HealthNet Independent Lab-Technical Component fee schedule, as described in the act, as shall be made directly to the physician providing the services or the entity the physician has assigned the right to receive payment. This provision is identical to a provision in the perfected HCS/HB 2376 (2026) and substantially similar to a provision in HCS/SB 94 (2025) and SCS/HCS/HB 943 (2025). MO HEALTHNET THIRD PARTY LIABILITY (Section 208.215) Under this act, any health benefit plan, third-party administrator, administrative service organization, or pharmacy benefits manager paying all properly submitted medical assistance subrogation claims or MO HealthNet subrogation claims shall respond to any inquiry by the state regarding a claim for payment for any health care item or service not later than 60 days after receiving the inquiry. Additionally, such entity shall not deny a claim submitted by the state for failure to provide prior authorization for the item or service, except that this provision shall not apply to certain programs or plans, including the original Medicare fee-for-service program, a Medicare Advantage plan, a reasonable cost reimbursement plan, a health care prepayment plan, or a prescription drug plan. A health benefit plan, third-party administrator, administrative service organization, or pharmacy benefits manager shall accept authorization provided by the state that an item or service is covered under the state plan or a waiver for the individual as if the authorization were the prior authorization made by the third party, except that this provision shall not apply to certain programs or plans, including the original Medicare fee-for-service program, a Medicare Advantage plan, a reasonable cost reimbursement plan, a health care prepayment plan, or a prescription drug plan. This provision is identical to SB 1687 (2026). "FOOD IS MEDICINE ACT" (Section 208.270) This act creates the "Food is Medicine Act". Under this act, the Department of Social Services shall submit a waiver to the Centers for Medicare and Medicaid Services for a "Food is Medicine" program. The program shall be designed to improve health outcomes for MO HealthNet participants with nutrition-related chronic diseases through nutrition services and to reduce the need for medical care for those participants. Covered nutrition services may include case management, nutrition counseling, food provisions, medically tailored groceries and meals, and produce prescriptions. When feasible, the MO HealthNet Division shall prioritize the inclusion of community-based organizations and local growers to support the purchase of locally grown food in nutrition prescription. This provision is identical to a provision in the perfected HCS/HB 2372 (2026) and substantially similar to SB 1075 (2026) and SB 1499 (2026). CHILDREN'S HEALTH SCREENINGS (Section 210.110) Under this provision, a physician or nurse practitioner shall perform a physical health screening on an abused or neglected child within 72 hours of the child entering the custody of the state, as described in the act. No vaccine shall be administered to the child during the physical without the consent of the biological parent. Within 30 days of the physical, a referral shall be made for additional screenings, which may be performed by a licensed mental health professional or a primary care physician using a standardized assessment tool. This provision is identical to HCS/HB 2745 (2026). FOOD-BORNE ALLERGIES (Section 210.225) This act establishes "Elijah's Law". Before July 1, 2028, each licensed child care provider shall adopt a policy on allergy prevention and response with a focus on potentially deadly food-borne allergies, as specified in the act. The Department of Elementary and Secondary Education shall develop a model policy or policies before July 1, 2027. Adoption of a policy on allergy prevention and response shall be required for licensure as a child care provider. This provision is identical to a provision in the perfected HCS/HB 2372 (2026) and substantially similar to SB 783 (2025) and HB 580 (2025). LICENSE PLATES (Section 301.142) This act adds licensed occupational therapists to the definition of "other authorized health care practitioner" for purposes of the physician's statement required for issuance of a disabled license plate or placard. Additionally, removable windshield placards shall be renewed every eight years, instead of the four years in current law. The Department of Transportation shall have the authority to automatically renew placards, as described in the act. This provision is identical to HB 1827 (2026) and substantially similar to SB 1634 (2026) and SB 616 (2025). LICENSE RECIPROCITY (Section 324.009) Those health care providers, who hold a current license issued by another jurisdiction and are licensed in Missouri with a waiver of examination, educational, or experience requirements, shall be deemed to be fully licensed to practice within the profession's scope of practice in Missouri and may provide telehealth services to the same extent and manner as health care providers who receive a license without a waiver. This provision is identical to SB 1691 (2026), a provision in the perfected HCS/HB 2372 (2026), and HCS/HB 2974 (2026). PRACTICE OF DENTISTRY IN CORRECTIONAL CENTERS (Section 332.081) Current law provides that no corporation shall practice dentistry unless that corporation is a nonprofit corporation or a professional corporation under Missouri law. This act provides that such provision shall not apply to entities contracted with the state to provide care in correctional centers. This provision is identical to a provision in SCS/HCS/HB 943 (2025), SB 143 (2025), SB 548 (2025), SCS/SB 317 (2025), SS/SCS/HCS/HB 1659 (2024), SB 1287 (2024), and HB 2280 (2024). ADMINISTRATION OF CERTAIN VACCINES (Section 338.010) Currently, the practice of pharmacy includes the ordering and administration of vaccines approved or authorized by the FDA, but excludes certain vaccines and those vaccines approved after January 1, 2023. This act instead provides that the practice of pharmacy includes the ordering and administration of certain vaccines approved or authorized by the FDA as of January 1, 2026, but excludes certain vaccines and those that are not included by joint rules promulgated by the Board of Pharmacy and the State Board of Registration for the Healing Arts. This provision is identical to a provision in the perfected SS/SCS/SB 878 (2026), the perfected HCS/HB 2372 (2026), and the perfected HCS/HB 3009 (2026) and substantially similar to HB 1976 (2026). LICENSURE OF WHOLESALE DRUG DISTRIBUTORS (Section 338.333) Under this act, the Board of Pharmacy may permit an out-of-state wholesale drug distributor or third-party logistics provider to be licensed in this state despite not having a license issued by the distributor's or provider's resident state if the distributor or provider has a current and valid drug distributor accreditation from the National Association of Boards of Pharmacy. This provision is identical to a provision in SCS/HCS/HB 943 (2025), HCS/SB 94 (2025), and HB 1465 (2025). RX CARES FOR MISSOURI PROGRAM (Section 338.710) This act removes the expiration date of August 28, 2026, from the "RX Cares for Missouri Program". This provision is identical to HB 1445 (2025). SPEECH-LANGUAGE PATHOLOGISTS AND AUDIOLOGISTS (Section 345.050) This act modifies the requirements for licensure as a speech-language pathologist or audiologist by providing for completion of a clinical fellowship under the direct supervision of a licensed speech-language pathologist in good standing, rather than under the direct supervision of a person licensed by the state of Missouri in the profession in which the applicant seeks to be licensed. This provision is identical to a provision in SB 1405 (2026), the perfected HCS/HB 2372 (2026), in HCS/SS/SB 7 (2025), in the perfected SS/SB 61 (2025), in the perfected HCS/HB 268 (2025), SB 431 (2025), in the perfected HB 478 (2025), in HB 765 (2025), and in SCS/HB 834 (2025), and is substantially similar to the perfected HB 2591 (2026). 340B DRUGS (Section 376.417) Under this act, a health carrier, a pharmacy benefits manager, or an agent or affiliate of such, shall not discriminate against a covered entity, as defined in the act, including by reimbursing the covered entity for a quantity of a 340B drug in an amount less than it would pay similarly situated non-covered entities for such drugs, imposing different terms and conditions as compared to similarly situated entities, refusing to cover 340B drugs or discriminating in reimbursement for 340B drugs, and other situations described under this act. The Director of the Department of Commerce and Insurance shall impose a civil penalty on any health carrier, pharmacy benefits manager, or agent or affiliate of such, that violates this provision, not to exceed $5,000 per violation per day. This provision is identical to a provision in SCS/HCS/HB 943 (2025) and HB 784 (2025). MULTIPLE EMPLOYER SELF-INSURED HEALTH PLANS (Sections 376.1000-376.1017) This act modifies the definition of "multiple employer-self insure health plan" by including two or more self-employed individuals, each with at least one common-law employee, and their dependents. Currently, funds collected from the participating employers under the health plans are held in trust and trustees are required to file an annual report with the director of the Department of Commerce and Insurance showing the condition and affairs of the plan as of the preceding thirty first day of December. This act requires the annual report be filed with the National Association of Insurance Commissioners and comply with current law. This act requires plans to establish a surplus account equal to the greater of six hundred thousand dollars or an amount equal to two times the authorized control level risk-based capital, as defined by current law. These provisions are identical to the perfected HCS/HB 2596 (2026) and similar to SB 1464 (2026). CONTRAST ENHANCED MAMMOGRAPHY (Section 376.1183) Currently, each health carrier or health benefit plan that provides coverage for diagnostic breast examinations, supplemental breast examinations, coverage required under current law, or any combination of such coverage shall not impose any cost-sharing requirements on diagnostic breast examinations or supplemental breast examinations. This act modifies when supplemental breast examinations may be necessary and specifies that diagnostic and supplemental examinations may include contrast enhanced mammographies. INSURANCE COVERAGE OF ANESTHESIA SERVICES (Section 376.1245) Under this act, no health carrier or health benefit plan shall establish, implement, or enforce any policy that imposes a time limit for the payment of anesthesia services provided during a medical or surgical procedure, as described in the act. This provision is identical to a provision in the perfected HCS/HB 2372 (2026) and substantially similar to provisions in SCS/HCS/HB 943 (2025), HCS/SB 94 (2025), and HCS/HBs 1126 & 932 (2025). INSURANCE COVERAGE OF ALTERNATIVES TO OPIOID DRUGS (Section 376.1280) This act provides that an enrollee's health benefit plan shall not deny coverage of a non-opioid prescription drug in favor of an opioid drug, require the enrollee to try an opioid drug before covering the non-opioid prescription drug, or require a higher level of cost-sharing for a non-opioid prescription drug than for an opioid drug. This act shall apply to health benefit plans delivered, issued for delivery, continued, or renewed in this state on or after January 1, 2027. These provisions shall only be applicable when multiple nonopioid medications are approved by the U.S. Food and Drug Administration for the treatment of chronic or acute pain. This provision is substantially similar to a provision in the perfected HCS/HB 2372 (2026) and SB 158 (2025). ARTIFICIAL INTELLIGENCE IN MENTAL HEALTH (Section 407.3007) The act provides that no person or entity that develops or deploys artificial intelligence (AI) shall advertise or represent to the public that the AI is or is able to act as a mental health professional, as defined in the act, or is capable of providing therapy services, psychotherapy services, or a mental health diagnosis. A violation under the act shall be considered an unlawful practice under the Missouri Merchandising Practices Act. The Attorney General shall enforce the provisions of the act. Any individual may report violations of the act to the Attorney General. If the Attorney General finds that a violation occurred, the Attorney General shall commence a civil action. If the court finds that a violation occurred, the court may grant relief as described in the act. This provision is identical to a provision in the perfected HCS/HB 2372 (2026) and SCS/SB 1444 (2026) and similar to HB 2368 (2026). CRITICAL INCIDENT STRESS MANAGEMENT PROGRAM (Section 590.192) Under current law, all peace officers and first responders are required to have a mental health check-in with a program service provider once every three to five years. This act allows a department to satisfy this requirement if they have an established behavioral health or mental health program that meets enumerated requirements. This act also adds first responder commanding officers to the list of people approved to receive notification that the check-in requirement has been met. This provision is identical to SB 1731 (2026) and SB 1745 (2026). MENTAL HEALTH TREATMENT (Section 632.305) This act modifies notarization requirements for applications for detention for evaluation and treatment at a mental health facility. Under this act, no notarization shall be required for the application or any affidavits, declarations, or other supporting documents filed under certain provisions of law, including when filed in court by an adult, when a peace officer takes a person into custody for detention at the facility for a period of 96 hours, when a person presents themselves at the facility and the health care provider completes the application, or if the person executing the application is an employee acting on behalf of a hospital. This provision is identical to the perfected SS/SCS/SB 1015 (2026), the perfected HB 1977 (2026), a provision in the perfected HCS/HB 2372 (2026), and provisions in SCS/HCS/HB 1259 (2025) and substantially similar to SB 1274 (2026) and SB 436 (2025). SS/SCS/SB 838 - The act creates and modifies certain provisions relating to electric utilities. UTILITY COLOCATION (Section 227.241) The State Highways and Transportation Commission and the Missouri Department of Transportation shall allow the installation, operation, and maintenance of electric transmission facilities within highway rights of way. The Commission and Department shall develop uniform criteria for colocation of transmission facilities within highway rights of ways. The duty of the Commission and Department shall include providing reasonable time lines and procedures for review and approval of colocation requests, ensuring safety of the public and infrastructure, avoiding duplication of corridors, and imposing reasonable conditions that shall not interfere with colocation. This provision is identical to SB 1711 (2026) and HB 3456 (2026). ENERGY PRODUCTION (Section 260.035) The act removes nuclear energy from the type of energy the State Environmental Improvement and Energy Resources Authority may not purchase. This provision is identical to a provision in HCS/HB 2807 (2026) and similar to a provision in HB 2657 (2026). RENEWABLE ENERGY STANDARD (Sections 393.1025 and 393.1030) The act provides each kilowatt-hour of renewable energy generated and stored using an eligible battery energy storage system, as defined in the act, located in the state that becomes operational after December 31, 2026, shall count as an additional 0.25 kilowatt-hours, for a total of 1.50 kilowatt-hours for purposes of compliance. The act repeals a provision relating to the renewable energy portfolio requirements applying to certain electric utilities. The act modifies the definition of an "accelerated renewable buyer". An electrical corporation shall not demand any charge for service based on the costs of construction work in progress for any nuclear power generating facility. SURCHARGES FOR NUCLEAR ENERGY (Section 393.1905) No nuclear energy related cost may be recovered through any surcharge or any rate making mechanism outside a general rate proceeding. ZERO EMISSION (Section 393.1910) The Public Service Commission may authorize an electric utility to offer or participate in a zero emission credit program or tariff. A zero emission credit may exist for up to three years from the date of its creation, may only be used once, and may not be used to satisfy any similar non-federal requirement if one exists. The Commission shall not increase the allowed return on equity for an electric utility solely because that utility is constructing a zero emission facility. JULIA SHEVELEVA

SCS/SB 836 - This act modifies various provisions relating to elections. NOTICES OF ELECTION (Section 115.125) The act allows a notice of election to be sent by email. This provision is identical to a provision in the truly agreed to SS/SCS/HCS/HB 1871 (2026) and substantially similar to a provision in SCS/SB 182 (2025), SB 926 (2024), a provision in HCS/HB 1525 (2024), a provision in HCS/HB 2140 (2024), and a provision in HCS/HB 2895 (2024). CANDIDATE FILING DEADLINES - LOCAL OFFICES(Section 115.127) Under current law, the period for filing a declaration of candidacy in certain political subdivisions and special districts is from 8:00 a.m. on the 17th Tuesday prior to the election until 5:00 p.m. on the 14th Tuesday prior to the election. This act changes that period to 8:00 a.m. on the 16th Tuesday prior to the election until 5:00 p.m. on the 13th Tuesday prior to the election, unless the 13th Tuesday prior to an election falls on a holiday, then the closing of filing shall be at 5:00 p.m. on the next day that is not a holiday. This provision is identical to a provision in the truly agreed to SS/SCS/HCS/HB 1871 (2026), a provision in SCS/SB 182 (2025), SB 774 (2024), a provision in SB 926 (2024), a provision in HCS/HB 1525 (2024), HB 1604 (2024), a provision in SCS/HB 2084 (2024), a provision in HCS/HB 2140 (2024), a provision in HCS/HB 2206 (2024), a provision in HCS/HB 2895 (2024), a provision in SCS/SB 346 (2023), and CCS/HS/HCS/SS#2/SCS/SB 96 (2023) and substantially similar to HB 2225 (2024), HCS/HB 1214 (2023), provisions in the perfected HCS/HBs 267 & 347 (2023), and HCS/HB 783 (2023). TESTING OF ELECTION EQUIPMENT (Section 115.233) Current law requires, in any election in which an electronic voting system is to be used, an election authority to have the automatic tabulating equipment tested within 14 days prior to the election to ascertain that the equipment is in compliance with the law and that it will correctly count the votes cast for all offices and on all questions. This act changes the timeline for testing such that it must be completed at least 14 days, but no less than one week prior to the election. This provision is identical to a provision in the truly agreed to SS/SCS/HCS/HB 1871 (2026). ABSENTEE VOTING (Sections 115.277 and 115.284) The act allows eligible covered voters to vote absentee by submitting a federal postcard application at the office of the election authority on election day even though the person is not registered. Interstate former residents and new residents may vote by absentee ballot at the office of the election authority on election day for the offices for which such voters are entitled to vote. This provision is identical to a provision in SCS/SB 182 (2025), SB 926 (2024), a provision in HCS/HB 1525 (2024), a provision in HCS/HB 2140 (2024), and a provision in HCS/HB 2895 (2024). The act provides that all lists of absentee ballot applications for persons with permanent disabilities shall be kept confidential. These provisions are identical to provisions in SCS/SB 182 (2025), SB 926 (2024), a provision in HCS/HB 1525 (2024), a provision in HCS/HB 2140 (2024), and a provision in HCS/HB 2895 (2024), substantially similar to provisions in the truly agreed to SS/SCS/HCS/HB 1871 (2026) and provisions in SCS/SB 346 (2023), and similar to a provision in the perfected HCS/HBs 267 & 347 (2023), a provision in HCS/HB 783 (2023), and a provision in CCS/HS/HCS/SS#2/SCS/SB 96 (2023). VOTER IDENTIFICATION REQUIREMENTS (Section 115.427) The act makes accommodations for individuals who appear at the office of an election authority to vote absentee and fail to present a form of personal identification by explicitly allowing such voters to cast a provisional ballot that will only be counted upon the voter returning to the office of the election authority by 7:00 p.m. on election day and presenting a form of personal identification for voting. This provision is identical to a provision in the truly agreed to SS/SCS/HCS/HB 1871 (2026). CASTING PROVISIONAL BALLOTS (Section 115.430) The act expands a provision of law governing the casting and counting of provisional ballots to all public elections, rather than just particular primary or general elections. This provision is identical to a provision in the truly agreed to SS/SCS/HCS/HB 1871 (2026), a provision in SCS/SB 182 (2025), HCS/HB 1525 (2024), HB 2052 (2024), HCS/HB 2140 (2024), HCS/HB 2895 (2024), SCS/SB 346 (2023), the perfected HCS/HBs 267 & 347 (2023), and a provision in HCS/HB 783 (2023). WRITE-IN CANDIDATES - REPEAL OF EXEMPTION FOR ELECTIONS WITHOUT PARTY CANDIDATES (Section 115.453) Current law provides that votes for write-in candidates are only counted for candidates who have filed a declaration of intent to be a write-in candidate. Current law also provides an exemption to this requirement in instances where no candidate has filed for the office in question. This act repeals the exemption so that write-in candidates are only counted when a declaration of intent to be a write-in candidate has been filed with the proper election authority. This provision is identical to a provision in the truly agreed to SS/SCS/HCS/HB 1871 (2026) and a provision in SCS/SB 182 (2025). SCOTT SVAGERA

HCS/SS/SCS/SBs 1694 & 1688 - This act expands the "Missouri Downtown and Rural Economic Stimulus Act" by increasing allowable tax increments, extending project durations, and broadening eligibility and financing mechanisms for redevelopment projects. Current law defines terms used under the Missouri Downtown and Rural Economic Stimulus Act (MODESA), including development project, economic activity taxes, and related financing mechanisms used for redevelopment. This act modifies the definition of "economic activity taxes" to expand the types of revenues that may be captured, including certain additional local taxes, fees, and other revenue sources generated within a project area. The act also modifies and adds definitions relating to "expanded development projects", allowing for broader project structures and eligibility. Current law allows municipalities to establish a downtown economic stimulus authority to approve and oversee redevelopment projects within a defined downtown area. This act modifies the authority structure by allowing greater flexibility in how project areas are defined and administered, including permitting project areas to be not limited strictly to traditional downtown boundaries. The act also revises procedures for project approval and oversight. Current law requires development plans to meet certain statutory requirements, including demonstrating eligibility, outlining project costs, and identifying anticipated revenues and financing structures. This act modifies development plan requirements by expanding eligibility criteria and allowing for expanded development projects. The act removes certain prior limitations and allows municipalities greater discretion in structuring redevelopment plans, including modifications and expansions of previously approved projects. Current law allows redevelopment projects to be financed through a combination of payments in lieu of taxes (PILOTs), economic activity taxes (EATs), and a portion of state tax increments, generally subject to statutory limitations. The act also allows 100% of payments in lieu of taxes, economic activity taxes, and the municipal residential earnings tax increment from the fund for contributions to a development project or expanded development project from any private nonprofit organization or local contributions from tax abatement. Current law provides that state tax increment financing is limited in scope and subject to various eligibility and structural requirements. This act modifies these provisions by expanding the categories of state tax revenues that may be captured. The act also authorizes a residential income tax increment of up to 70% based on wages earned by individuals residing within the project area. Current law requires redevelopment projects to be reviewed and approved through a defined process, including submission to the Department of Economic Development. The act also allows for greater flexibility in amending or modifying approved projects over time. Current law subjects redevelopment projects and associated financing mechanisms to statutory time limits. This act modifies the duration of redevelopment incentives by allowing projects to receive benefits for up to 30 years, including the repayment of project costs and obligations. Current law provides for various administrative and procedural provisions for governing the implementation of redevelopment projects under MODESA. This act modifies these provisions by revising administrative procedures, and making conforming changes to reflect the expanded financing and incentive structure authorized under the act. (Sections 99.918 to 99.980) These provisions are identical to provisions in SS#2/SCS/HCS/HBs 3231 & 2531 (2026) and are substantially similar to HCS/HB 3395 (2026). MISSOURI WORKS (Section 620.2012) The Missouri Works program is currently authorized to provide various incentives for the creation and retention of new and existing jobs. This act authorizes the Department of Economic Development to issue tax credits to qualified companies that expend at least $30 million in new capital investments located in a certified Missouri innovation zone, or $50 million in new capital investments for a project located outside of a certified Missouri innovation zone, within two years of submitting a notice of intent with the Department. The Department shall respond to a notice of intent within thirty days, provided, however, that a failure to respond within thirty days shall not be construed as an approval of a notice of intent. Tax credits authorized by the act shall not exceed 2.5% of the new capital investment, and shall not exceed the least amount necessary to obtain the qualified company's commitment to initiate the project. Tax credits authorized by the act shall count toward the maximum amount of Missouri Works incentives allowed in a fiscal year as provided under current law. (Section 620.2012) This provision is substantially similar to SB 1443 (2026) and HB 2654 (2026). MISSOURI INNOVATION, PUBLIC SAFETY, AND ACCOUNTABILITY ACT (Sections 620.6000 to 620.6033) This act establishes the "Missouri Innovation, Public Safety, and Accountability Act" by authorizing the designation of Missouri innovation zones and the use of certain economic development incentives administered by the Department of Economic Development (DED) and local municipalities. The act authorizes a city to apply to DED for designation of a Missouri innovation zone by submitting a master plan to the Department. The master plan shall describe the proposed district boundaries, identify vacant or under-utilized properties, identify infrastructure and public safety priorities, provide high-level projections of anticipated housing and employment growth, and other required planning elements as described in the act. A city may establish only one innovation district. The Department shall approve or deny a completed application within forty-five calendar days. The Department's authority shall extent only to determining whether the required materials have been submitted, whether they are facially sufficient, and that the proposed boundaries conform to the required criteria in the act. Approval of a certified Missouri innovation zone shall be conditional, and shall not authorize the granting of any incentives, until the city adopts and implements certain local policies as required in the act. No other ordinance, resolution, legislative finding, or separate redevelopment area designation shall be required for a project within an innovation zone to qualify for incentives. The act requires the Department to promulgate rules to establish a master scorecard for the purposes of evaluating the office-to-residential conversion incentive and local tax increment financing incentives for a given project. Such scorecard shall establish objective, measurable, performance-based criteria; a weighting methodology, a maximum score of one hundred points, no fewer than five incentive tiers, and other provisions as described in the act. Once a reviewing authority verifies that a project has achieved a tier threshold, the incentives shall be awarded consistent with such tier. (Section 620.6003) The act requires a city to establish and maintain a "one stop shop" as a coordinated business, development, and incentive review process. Each city shall provide for electronic submission of applications for permits; zoning, rezoning, and variance approval; site plan approval; subdivision approval; and incentive, certificate, license, registration, or other prior authorization required for construction, alteration, repair, renovation, expansion, change of use, occupancy, or lawful business operation. The city shall designate a one stop review authority responsible for receiving and coordinating development applications, applications for locally administered development incentives, and business applications, and for issuing consolidated determinations or approvals by relevant departments and governing bodies. (Section 620.6006) The act establishes the "Rural Missouri Development Fund", to be administered by the Department, for the purpose of supporting economic development, infrastructure, housing, workforce development, and related community-building activities in rural and smaller communities in the state. Any city with a certified Missouri innovation zone and ranking within the highest five percent of all cities in terms of assessed valuation of real property shall be required to annually contribute to the Fund an amount equal to ten percent of net-new state sales tax revenue retain for the Innovation Zone Public Safety Fund, which is created by the act. Moneys in the fund shall be awarded to rural and smaller cities or local or regional development corporations, community development corporations, or similar entities. Such moneys shall be used for rural education, public infrastructure improvements or public safety, housing development, workforce development, health care or community service facilities, and other economic purposes consistent with the act. The Department shall annually submit a report to the Budget Committee of the House of Representatives indicating the process used to determine disbursements, including the amount and recipients of such disbursements. (Section 620.6009) The act establishes the "Innovation Zone Public Safety Fund" for the purpose of reinvesting a portion of net-new state economic activity generated in a certified Missouri innovation zone into public safety, public infrastructure, and related improvements. The Fund shall receive fifty percent of net-new state revenue, as defined in the act, generated within the certified Missouri innovation zone that would otherwise be deposited into the state General Revenue Fund. Moneys in the Fund shall be used for capital or operating expenditures related to public safety and infrastructure improvements within the district, including law enforcement personnel, lighting and surveillance systems, streets and sidewalks, traffic and pedestrian safety improvements, landscaping and public space improvements, property stabilization or demolition, and other improvements consistent with the district master plan. No less than forty percent of such moneys shall be used for public safety purposes and no less than forty percent shall be used for public infrastructure purposes. (Section 620.6012) The act establishes an employer retention and reinvestment incentive within the Missouri Works program, providing withholding benefits to qualified companies that maintain a continued presence in a certified Missouri innovation zone and reinvest in their operations. For all tax years beginning on or after January 1, 2027, the act authorizes a qualified company to retain state income tax withholdings or receive a withholding tax credit. A qualified company shall apply to the Department for a benefit agreement, and the Department shall approve or deny such application within forty-five calendar days. The benefits authorized in this act shall be determined based on the amount of state income tax withholdings attributable to employees in new and retained jobs at the certified Missouri innovation zone location, provided that no benefit shall exceed three percent of the aggregate gross wages paid to such new and retained jobs. The withholding benefit shall be authorized for not less than three years and not more than ten years. Any withholding benefit received under the act shall be used solely for qualifying reinvestment expenditures, defined as expenses incurred for capital improvements or other investments at or for the benefit of the certified Missouri innovation zone location, as described in the act. (Section 620.6018) The act establishes an employer relocation incentive within the Missouri One-Start Program for eligible qualified companies that create new jobs in a certified Missouri innovation zone. For all tax years beginning on or after January 1, 2027, an eligible qualified company shall be authorized to claim a tax credit in an amount equal to the eligible relocation expenses incurred and paid by the company on behalf of a relocated employee, not to exceed five thousand dollars per employee. (Section 620.6021) The act establishes an office-to-residential conversion incentive for the purpose of converting nonresidential real property to a predominantly residential use, as defined in the act. For all tax years beginning on or after January 1, 2027, this act authorizes a taxpayer to claim a tax credit equal to 25% of qualified conversion expenditures, as defined in the act, for a qualified converted building or upper-floor housing located within a certified Missouri innovation zone or a qualified Missouri main street district, or 30% of qualified conversion expenditures with respect to upper floor housing, as described in the act, incurred for converting nonresidential real property from office use to predominantly residential use, which may include retail or other commercial use. Tax credits authorized by the act shall not be refundable, but may be carried forward ten years. Tax credits may also be transferred, sold, or assigned, as described in the act. The total amount of tax credits authorized pursuant to this act shall not exceed $50 million in any fiscal year. Fifty percent of such maximum amount shall be reserved for qualified converted buildings of more than 750,000 square feet and shall be allocated to the annual limit over a period of ten years, provided that such project meets criteria described in the act. Twenty-five percent of the maximum amount of tax credits available to be authorized shall be authorized solely for projects located in a qualified Missouri main street district, as defined in the act. If the total amount of such reserved tax credits have been authorized, projects located in a qualified Missouri main street district may receive tax credits from the remaining unreserved amount of tax credits. A taxpayer shall apply to the Department of Economic Development to receive tax credits pursuant to this act. Such application shall include proof of ownership or site control, floor plans of the existing structure, architectural plans, and, where applicable, plans of the proposed conversion of the structure, as well as proposed additions, estimated cost of conversion, the anticipated total costs of the project, the actual basis of the property, as shown by proof of actual acquisition costs, the anticipated total labor costs, the estimated project start date, and the estimated project completion date, proof that the property is an eligible property, a copy of all land use and building approvals reasonably necessary for the commencement of the project, and any other information which the Department may reasonably require to review the project for approval. All taxpayers with applications receiving approval shall submit within 120 days following the award of credits evidence of the capacity of the applicant to finance the costs and expenses for the conversion of the eligible property. All taxpayers with applications receiving approval, excluding projects of more than 750,000 square feet, shall commence conversion within twelve months of the date of issuance of the letter from the Department granting the approval for tax credits. To claim a tax credit authorized by this act, a taxpayer with approval shall apply for final approval and issuance of tax credits from the Department, which shall determine the final amount of qualified conversion expenditures and whether the completed rehabilitation meets the requirements of the act. The final application shall demonstrate that the taxpayer has substantially converted a qualified converted building; satisfactory evidence of any qualified conversion expenditures for the structure, as determined by the Department; and any other information reasonably requested by the Department. The Department shall determine, on an annual basis, the overall economic impact to the state from the rehabilitation of eligible property pursuant to this act. No taxpayer shall be issued tax credits for qualified conversion expenditures on a qualified converted building within 27 years of a previous issuance of tax credits pursuant to this act on such qualified converted building. (Section 620.6024) The act establishes the "Missouri Opportunity Zone" program to encourage long-term private investment by allowing the deferral of Missouri income tax liability if the amount of the tax liability is invested in a qualifying property or business located in such zones. The deferral ends upon certain inclusion events, including disposition of the investment, loss of qualification, ten years after the investment, failure of an operating business to commence substantial operations within twenty-four months, or failure to place investment property into active use or make qualifying improvements within thirty months, as described in the act. If an investment results in net income prior to the expiration of the deferral period, the amount of tax liability for which payment was previously deferred shall be included in Missouri income tax for such tax year in an amount equal to 4.7% of the taxpayer's share of net income so generated. (Section 620.627) The act establishes an angel investment incentive. For all tax years beginning on or after January 1, 2027, this act allows an investor, as defined in the act, to claim a tax credit in an amount equal to forty percent of the investor’s investment in the qualified securities of a qualified Missouri business, as defined in the act, or fifty percent of the investor's investment if the qualified Missouri business is located in a rural county, as defined in the act, or sixty percent of the investment if the qualified Missouri business is located in a Missouri innovation zone. If the amount of the tax credit exceeds the investor’s tax liability in any one tax year, the credit may be carried forward for up to five subsequent tax years. No investor shall receive more than seventy-five thousand dollars in tax credits in a single year for contributions to a single qualified Missouri business, and shall not receive more than three hundred thousand dollars in tax credits in total in a single tax year. A tax credit may be transferred by a qualified investor. The total amount of tax credits authorized in a single tax year by the Missouri Technology Corporation (MTC) shall not exceed six million dollars for the 2027 and 2028 calendar years. Thereafter, the maximum amount of tax credits that may be authorized shall be increased annually by 20%, provided that the maximum amount of tax credits was authorized in the previous year. To be designated as a qualified Missouri business, a business shall apply to the MTC, as described in the act. The designation of a business as a qualified Missouri business shall be made annually by the MTC. In addition to other requirements described in the act, a qualified Missouri business shall not have had annual gross revenues of more than five million dollars in the most recent tax year of the business, and the business shall not have been in operation longer than five years if the business is not a bioscience business, or longer than ten years if the business is a bioscience business. Each business that has been allocated tax credits by the MTC shall submit a report containing certain information, as described in the act, to the MTC before such tax credits are issued. The state of Missouri shall not be held liable for any damages to an investor that makes an investment in any qualified security of a qualified Missouri business, any business that applies to be a qualified Missouri business but is turned down, or any investor that makes an investment in a business that applies to be a qualified Missouri business but is turned down. The MTC shall annually review the activities undertaken by this act to ensure they are in compliance with the provisions of the act. If the MTC determines that a business is not in substantial compliance, it may inform the business that such business will lose its designation if it does not come into compliance within one hundred twenty days. If the business does not come into compliance, the MTC may revoke its designation. If a business loses its designation as a qualified Missouri business, it shall be precluded from being allocated any additional tax credits. However, investors in such a business shall be entitled to keep all of the tax credits properly issued prior to the loss of designation by the business. The MTC shall report certain information annually, as described in the act, to the Department of Economic Development, the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives. (Section 620.6030 and 620.6033) This act shall sunset 10 years after the effective date unless reauthorized by the General Assembly. These provisions are identical to provisions in HCS/SS/SCS/SBs 1694 & 1688 (2026) and are substantially similar to SB 1668 (2026). SEVERABILITY The act contains a severability clause. JOSH NORBERG

SCS/SBs 1653 & 1194 - This act repeals provisions relating to annual report cards for elementary and secondary schools and establishes new accountability measures for all public schools, charter schools, and school districts. In addition to providing information about student performance, the report cards shall be designed to satisfy federal reporting requirements and shall be presented in a standardized, clear, and easily accessible form so that they can be easily understood by parents, taxpayers, school personnel, legislators, and the media. The State Board of Education may assign duties specified in the act to the Department of Elementary and Secondary Education (DESE) or contract with a third party under state law. By September 15 of each year, the State Board of Education shall provide a confidential version of the school accountability report cards to each school district, public school, and charter school. Within 36 hours of the delivery of the embargoed report cards, the report cards shall be published on the DESE website in a clear and easily accessible location, and by September 30 of each year, the report cards shall be published in a clear and easily accessible location on each school or district website. The State Board of Education shall assign each school district, public school, and charter school a letter grade rating of A-F based on a 0-100 scale, where an "A" rating represents excellent student outcomes, a "B" rating represents more than satisfactory outcomes, a "C" rating represents satisfactory outcomes, a "D" rating represents less than satisfactory outcomes, and an "F" rating represents a failure to produce adequate outcomes. A school district, public school, or charter school that does not test at least 95% of its students in the annual summative assessment shall have its rating lowered by one level. DESE shall use a criteria-referenced growth measure, called "growth to proficiency", in addition to the existing normative value-added growth measure. Growth to proficiency shall evaluate for each student with two consecutive years of Missouri Assessment Program performance levels whether that student has made sufficient academic progress to put such student on a trajectory to reach grade-level proficiency within three years or by 10th grade, whichever comes first. The act describes the factors that shall be used in determining a school's or a school district's A-F rating. These factors include students' academic achievement status, academic growth, and, for high schools, the four-year graduation rate and a success ready graduate measure to be calculated by DESE based upon factors including students' achievement of Advanced Placement scores of 3 or higher, International Baccalaureate scores of 4 or higher, dual enrollment course completions with a "C" grade or higher, and career and technical education certificates, as provided in the act. For schools serving students in grades below 9th grade, academic achievement level shall represent 40% of the rating, value-added growth shall represent 30% of the rating, and growth to proficiency shall represent 30% of the rating. For high schools, academic achievement level shall represent 25% of the rating, value-added growth shall represent 25% of the rating, growth to proficiency shall represent 25% of the rating, the success ready graduate measure shall represent 15% of the rating, and the student four-year graduation rate shall represent 10% percent of the rating. School districts, public schools, and charter schools shall also report, for high schools, the number of graduates who, within six months of graduation, attend postsecondary education or training programs, serve in the military or in national or community service, or are employed in a skilled workforce position as determined by a governmental agency or non-governmental organization with expertise in such positions. DESE shall additionally develop a statewide report card that provides the percentages of students attending schools with each grade rating and student performance on the MAP test relative to student performance on the National Assessment of Educational Progress. The A-F grading scale for schools shall automatically increase to ensure rigor in the calculation such that when success is achieved, the following school year, expectations are raised so performance does not stagnate. Specifically, when 65% percent of schools earn an A or a B, the following school year, the school grading scale shall increase by five percentage points to earn an A, B, C, and D. A special school district or state-operated school in which all of the students enrolled are students with disabilities shall be exempt from state requirements relating to school accountability report cards. This act is similar to HB 2539 (2026) and to provisions in SCS/HCS/HB 2710 (2026) and in HCS/SB 1351 (2026). OLIVIA SHANNON

HCS/SS/SCS/SB 1652 - This act creates the "Phoenix Alert System" to aid in the identification and location of abducted or missing African American women and girls. The Department of Public Safety shall develop regions to provide the system. The Office of Missing and Murdered African American Women and Girls and the Department of Public Safety shall coordinate with law enforcement agencies and public commercial television and radio broadcasters to provide an effective system. In the event that a local law enforcement agency opts not to implement the system and an abduction occurs, the law enforcement agency shall notify the Office who shall notify local media in the region. Regions shall be notified within one hour of receipt of a report of a missing or murdered African American woman or girl. The Phoenix Alert System shall include the Office of Missing and Murdered African American Women and Girls, Department of Public Safety, Highway Patrol, Department of Transportation, Department of Health and Senior Services, and Missouri Lottery Commission. Participation of local law enforcement and federally licensed radio and television broadcasters in the Phoenix Alert System is optional. After initial notification, the Department of Public Safety shall update notifications sent under this act whenever new information becomes available at least every month for the first year. Any person who knowingly makes a false report that triggers an alert is guilty of a class A misdemeanor. The Director of the Department of Public Safety shall establish and maintain an office within the Missouri Department of Public Safety dedicated to preventing and ending the targeting of African American women and girls. The Director shall appoint an executive director for the office who is a person closely connected to the African American community and who is highly knowledgeable about criminal investigations. The Director shall hire a qualified executive director no later than December 31, 2026. The duties of the office are described in the act. The office may coordinate with stakeholder groups, which are described in the act. The office shall report on measurable outcomes achieved to meet its statutory duties. Information required to be in the report is described in the act. The report shall be submitted by the office by January fifteenth each year to the chairs and ranking minority members of the legislative committees with primary jurisdiction over public safety. This act creates in the state treasury the "Missing and Murdered African American Women and Girls Fund", which shall consist of moneys appropriated by the General Assembly, gifts, and grants. The office shall issue grants to community-based organizations that provide services designed to prevent or end the targeting of African American women or girls, or to provide assistance to victims of offenses that targeted African American women or girls. The use of these funds is described in the act. On or before February first of each year, the office shall report to the legislative committees of the General Assembly with jurisdiction over public safety on the work of grant recipients, including the description of the number of entities awarded grants, the amount of those grants, and the number of individuals served by the grantees. The office shall have access to corrections data and medical data maintained by an agency and classified as private data on individuals or confidential data on individuals to the extent the data is necessary for the office to perform its duties under this act. SS/SB 1605 - This act makes 7-hydroxymitragynine (7-OH) in amounts concentrated at a level above 1,000 parts per million on a dry-weight basis a Schedule I controlled substance. This provision is substantially similar to HB 1614 (2026). Additionally, this act prohibits the preparation, distribution, advertisement, sale, or offering for sale of a kratom product that: (1) is adulterated; (2) is sold to a person under 21 years of age; (3) contains 7-hydroxymitragynine concentrated at a level above 1,000 parts per million on a dry-weight basis; (4) mimics candy or is appealing to children; or (5) is combustible or intended for vaporization. Kratom products shall contain specified labels that include disclaimers. A person who violates this provision will be deemed to have engaged in an unlawful practice in violation of the state's Merchandising Practices Act. Finally, it shall be an infraction for a person to sell a kratom product to a person under 21 years of age, as described in the act. These provisions are substantially similar to SCS/SB 927 (2026). SS#2/SCS/SB 1586 - The act modifies and creates new provisions relating to solid waste management. Under the act, no person may transfer title to any property containing a solid waste disposal site or demolition landfill without disclosing the sale, conveyance, or transfer to the Department of Natural Resources. The seller shall inform the buyer with a written notice signed and dated by the seller about the existence and location of the disposal or landfill site. If the seller fails to send the written notice to the buyer, the buyer may cancel the sale and the seller shall return to the buyer any earnest money paid by the buyer to the seller. After October 1, 2027, an annual adjustment of fees collected for solid waste accepted shall be based on the percentage increase measured by the Consumer Price Index for All Urban Consumers for the preceding year. The Department shall have the authority to assess, investigate, test, remediate, and manage abandoned solid waste disposal areas. 51%, instead of 61% as currently provided, of revenue shall be used to fund the operating costs of the Department. 10% of revenue shall be allocated to the Department for remediation of abandoned solid waste disposal areas. If there are no more abandoned solid waste disposal areas left in the state in any given year, the percentage of revenue used to fund the operating costs of the Department shall increase to 61%. SS/SCS/SB 1534 - This act modifies provisions relating to the exclusion of certain transactions from sales tax. CREDIT CARD PROCESSING FEES This act excludes credit card and debit card processing fees from the definition of "gross receipts" for the purpose of imposing sales taxes. Such processing fees shall not exceed three percent of the purchase price or the merchant discount fee, whichever is less. Any business that charges a processing fee that is excluded from gross receipts shall provide notice to a purchaser of such charges, as described in the act. (Section 144.010) This provision is substantially similar to a provision in SCS/HB 1707 (2026). FOOD SALES TAX EXEMPTION Current law taxes retail sales of food, as defined in current law, at a rate of one percent. This act provides that retail sales of food shall be exempt from state sales taxes. (Section 144.014) This provision is identical to SB 688 (2025), SB 734 (2025), and SCS/SB 161 (2023), and to a provision in SB 57 (2025) and SCS/HCS/HB 154 (2023), and is substantially similar to SB 1656 (2026), HB 2079 (2026), HB 2253 (2026), HB 2568 (2026), SB 659 (2025), HB 345 (2025), HB 432 (2025), HB 872 (2025), HB 1587 (2025), HB 1418 (2024), HB 1464 (2024), HB 2174 (2024), HB 260 (2023), HB 452 (2023), HB 591 (2023), HB 896 (2023), HCS#2/HB 1992 (2022), HB 1817 (2022), and HB 2530 (2022), and to a provision in HB 1029 (2025), HB 2815 (2024), HB 2887 (2024), HB 377 (2023), HCS/HBs 876, 771, 676 & 551 (2023), HB 1136 (2023), HB 1779 (2022), and HB 2249 (2022). The act also provides that, of the 4% state sales tax rate, the revenue derived from a rate of 0.2% shall be deposited in the School District Trust Fund. (Section 144.020) These provisions are identical to SCS/SBs 1017 & 1239 (2026). JOSH NORBERG

SB 1481 - Current law imposes a prepaid wireless emergency telephone service charge equal to three percent of the retail transaction, with the first $15 of each transaction exempt from the charge. This act repeals the exemption for the first $15 of each transaction and, beginning January 1, 2027, increases the service charge to four percent. The act also requires the Director of Revenue to require a seller to report the number of retail transactions as well as the total dollar amount of each transaction and the total amount of prepaid wireless emergency telephone service charges collected. Current law allows a seller to deduct and retain three percent of the service charges that are collected by the seller. Beginning January 1, 2027, this act increases such amount to four percent. If the Director of Revenue determines that a seller has not collected the required amount of services charges, the seller shall not be permitted to deduct and retain any amount of the services charges, nor shall the seller be permitted to deduct and retain any amount of sales taxes allowable under current law. SS/SCS/SB 1442 - This act modifies provisions relating to literacy of elementary school students. EDUCATOR PREPARATION PROGRAMS (Section 161.097) The act requires educator preparation programs to instruct teacher candidates on the selection and use of "high-quality" reading curricula and instructional materials that do not include the three-cueing system, as such term is defined in current law, as a primary instructional strategy. The act prohibits educator preparation programs from including instruction in, or endorsement of, the three-cueing system as an instructional strategy for decoding. Beginning July 1, 2027, the Department of Elementary and Secondary Education (DESE) shall annually review and publicly report on the compliance of educator preparation programs with literacy and reading instruction requirements of current law and those established in the act. The review shall evaluate whether instruction is grounded in the components of evidence-based reading instruction and whether prohibited practices, such as the three-cueing system, are excluded from coursework. Educator preparation programs not in compliance with these requirements shall not be approved to certify new teachers. STATE AID FOR READING INSTRUCTION (Section 161.241) The act provides that the current Evidence-Based Reading Instruction Program Fund may be used for initiatives that provide training and materials to teachers regarding structured literacy and dyslexia-informed practices. Such fund may also be used for reading tutoring programs inside regular school hours, rather than only outside regular school hours. IDENTIFICATION OF READING DEFICIENCIES (Sections 167.268, 167.340, and 167.645) The act requires school districts and charter schools to provide suggestions for parent-guided home reading to all parents of students identified as having a reading deficiency, in addition to parents of students with a substantial reading deficiency. (Section 167.268) The act modifies the "Read to be Ready Program" by authorizing districts to include certain students in grades 1-3, rather than kindergarten to grade 3, for additional average daily attendance for state school aid during reading instruction time that occurs outside normal school hours. (Section 167.340) The act establishes the "Missouri Reading Screener", a literacy-based reading assessment administered to students in grades 1-3 three times per year in every school district and charter school in the state. Any screener approved by DESE that meets the criteria set forth in the act shall be deemed a reading screener. Any reading screener approved by DESE shall score each student in one of the following categories and provide a numerical value relative to the student's grade level: "at risk", "approaching expectations", "meets expectations", and "exceeds expectations". Proficiency benchmarks "below basic", "basic", "grade-level", "proficient", or "advanced" associated with these categories shall be determined by DESE. School districts and charter schools shall assess all students on the reading screener once at the end of kindergarten and in grades 1-3 during three annual administration windows established by DESE, as provided in the act. DESE shall provide the screener to school districts and charter schools at no cost. The screener shall be appropriate for students in grades 1-3 and shall be used to comply with dyslexia screening requirements established in current law. Additionally, the reading screener shall screen for characteristics of dyslexia and reading deficiency and assess certain skills as developmentally appropriate. Student results on the reading screener shall not be used to make decisions concerning the accreditation of a public school or school district. A student who scores "approaching expectations" on the Missouri Reading Screener shall be identified as having a reading deficiency. A student who scores "at risk" on the screener shall be identified as having a substantial reading deficiency. Any student entering the school district or charter school after the start of the school year shall be assessed within 20 days and be provided a reading success plan if the student is identified as having a reading deficiency or substantial reading deficiency. The district or charter school shall notify the parent of any student in grades 1-3 who exhibits a reading deficiency or substantial reading deficiency of certain requirements set forth in current law. In addition to such current requirements, the notification shall state that if the child has a substantial reading deficiency by the end of grade three, as determined by the student's performance on the reading screener, the child shall not be promoted to grade four unless the child qualifies for a good cause exemption, as provided in the act. If the district or charter school provides a summer reading program, the parent of a student with a reading deficiency or substantial reading deficiency shall be notified that the student is required to attend the summer reading program. If a child has a reading deficiency or substantial reading deficiency at the end of grade two, the student's parent shall meet with school staff to discuss the deficiency and sign documentation stating that the parent has been informed of certain information set forth in the act, including a statement that retention of a third-grade student with a substantial reading deficiency is mandatory unless the unless the child qualifies for a good cause exemption or scores "approaching expectations" or higher on a retest opportunity, as provided in the act. The parent shall agree to participate in parent training workshops or regular parent-guided home reading activities, or both, that are aligned to scientifically based reading research. A parent's refusal to meet, sign, or agree as required under the act shall not prevent that student from receiving additional interventions or from being retained by the school district. A good cause exemption may be granted to students who are English language learners or who have individualized education plans or 504 plans developed under federal law. A student who has already been retained at least once in kindergarten to third grade shall not be retained and shall not require a good cause exemption. To request a good cause exemption, a student's teacher shall submit documentation to the school principal recommending the student's promotion, including the type of exemption being requested and the child's existing reading improvement plan or individualized education plan, as appropriate. The school principal shall discuss the recommendation with the teacher and determine whether the student qualifies for a good cause exemption. If the school principal determines that the student qualifies for the good cause exemption, the school principal shall make such recommendation in writing to the superintendent, who shall accept or reject the school principal's recommendation in writing. The school district shall assist schools with notifying parents of students who are retained of the reasons for the retention, along with a description of the proposed interventions and supports that will be provided to the child to remedy the identified area or areas of reading deficiency in the following school year. School districts and charter schools may include in reading success plans a "read at home" plan outlined in a parental contract that includes participation in parent training workshops or regular parent-guided home reading activities, or both, that are aligned to scientifically based reading research. Reading success plans and intensive reading instruction shall be provided to each student in grades 1-3 who exhibits a reading deficiency or a substantial reading deficiency, rather than to students in grades 1-5 who exhibit a substantial reading deficiency. Intensive reading instruction provided to students exhibiting a reading deficiency or substantial reading deficiency shall not include the three-cueing system, as defined in current law, as a primary instructional strategy. Each school district shall establish an intensive acceleration class at each school for any student retained in grade three who was previously retained in kindergarten through grade two. The class shall satisfy certain criteria set forth in the act, and shall have a reduced teacher-student ratio and provide explicit, systematic, sequential, and cumulative reading instruction and intervention for the majority of student contact time each day. School districts and charter schools shall report certain reading assessment data to DESE for grades 1-3, rather than for kindergarten through grade five. By October 1 annually, each school board shall report in writing to DESE certain information regarding reading instruction, such as the board's policies regarding student retention and promotion, the number and percentage of students identified as having reading deficiencies or substantial reading deficiencies, the number and percentage of all students retained in kindergarten to third grade due to substantial reading deficiencies, and the total number and percentage of third-grade students who were promoted with good cause exemptions, as provided in the act. Each public school shall make available to the public the title and author of all reading curriculum materials adopted for each grade and the recommended reading level for such materials. (Section 167.645) THREE-CUEING SYSTEM MODEL OF READING INSTRUCTION (Section 170.014) Current law provides that visual information and strategies that improve background and experiential knowledge shall not be used to teach word reading. This act provides that such information and strategies shall not be used to teach decoding. NO ADDITIONAL COSTS FOR PUBLIC SCHOOLS (Section 1) This act shall not be construed to require public schools, charter schools, or school districts to incur additional costs in order to implement the provisions of the act. This act is similar to SCS/HCS/HB 2872 (2026), HB 2914 (2026), and provisions in SB 1628 (2026). OLIVIA SHANNON

SB 1393 - Currently, there are six circuit judges and nine associate circuit judges in the 11th Judicial District, located in St. Charles County. This act provides for an additional two circuit judges and one associate circuit judge. The new judges shall be elected in 2028 with terms beginning January 1, 2029. The new associate circuit judge position shall not be included in the automatic increases in the number of associate judge positions provided by the statutory formula based on population. This act is identical to a provision in SCS/HB 1628 (2026) and is similar to a provision in HCS/SB 945 (2026), in HCS/SB 1067 (2026), HB 1890 (2026), in HCS/HBs 2968, 2427 & 3086 (2026), in HCS/SS/SB 221 (2025), in SCS/HCS/HB 1259 (2025), HB 1390 (2025), HB 1426 (2025), HB 370 (2023), and HB 538 (2023). SB 1392 - This act provides that a person commits the offense of murder in the first degree if he or she knowingly delivers or distributes fentanyl or carfentanil and death results from the use of such substances. This offense is a class A felony, and if the person is over the age of 18, the punishment shall be either death or imprisonment for life without eligibility for probation or parole. This act is identical to SB 531 (2025), a provision in SB 575 (2025), and HB 1045 (2025). TRISTAN BENSON, JR.

SS/SCS/SB 1383 - This act ends the current pilot program for agricultural education in elementary schools and authorizes the Department of Elementary and Secondary Education (DESE) to establish an ongoing agricultural education program beginning in the 2027-28 school year. DESE shall develop a process for public elementary schools to participate in such program, and the local school board for each participating school shall fully fund the program and may employ an agricultural education teacher. DESE shall collaborate with Missouri agricultural commodity groups to establish instructional models for the program, as provided in the act. DESE shall evaluate the success and impact of the agricultural education program and report the results of such evaluation on the DESE website. Provisions of state law requiring the State Board of Education to form a work group to develop academic performance standards shall not apply to the provisions of this act. This act is identical to provisions in SS/HCS/HBs 2097 & 1905 (2026) and in SS/SCS/HB 2896 (2026). OLIVIA SHANNON

SS/SB 1376 - This act modifies provisions relating to property casualty insurance regulations. TRANSFER OF FUNDS TO MISSOURI'S STRONGER HOMES FUND (Section 33.080) Current law provides that ten million dollars shall be transferred from the Insurance Dedicated Fund and placed to the credit of the Rebuild Damaged Infrastructure Fund. This act provides that twelve million dollars shall be transferred from the Insurance Dedicated Fund and placed to the credit of the newly created Missouri's Stronger Homes Fund on July 1, 2027. Funds will be placed on an annual basis commencing July 1, 2028 and ending on July 30, 2037, in amounts as provided in the act. COMPENSATION OF PUBLIC ADJUSTERS (Section 325.052) This act provides that a public adjuster may receive a commission of an hourly fee, a flat fee, or a reasonable percentage of the total amount paid by an insurer to resolve a claim. The total amount of compensation shall not exceed ten percent of the total amount of the insurance settlement on the claim if a state of emergency has been proclaimed for this state or for an area within this state by the Governor or by resolution of the General Assembly, or if the President of the United States has issued a major disaster declaration for this state or for an area within this state under the Robert T. Stafford Disaster Relieve and Emergency Assistance Act. A public adjuster shall not receive a fee or commission based on a percentage of the total amount paid by an insurer to settle a claim if, within ten days of reporting the loss, the insurer either pays or commits in writing to pay the insured the policy limits. A public adjuster shall not sign or endorse any payment draft or check on behalf of the insured, or represent himself or herself in any communication as the insured. All contracts with a public adjuster shall include a disclaimer as defined in the act. Any violation of this provision is a level two violation under current insurance laws. LIMITATIONS TO PUBLIC ADJUSTER SERVICES (Section 325.055) This act prohibits a public adjuster from advertising or soliciting business by representing they will or can adjust, negotiate or settle and insurance claim for which the contractor is providing or may provide contracting services, regardless of whether the contractor holds a license or is authorized to act on behalf of the insured under a power of attorney or other agreement. A public adjuster may not represent to unjustifiably increase or inflate the value of an insurance claim or to waive, absorb, refund, rebate, pay or not collect the deductible amount agreed to under or imposed by the terms of the insurance policy. The Director of the Department of Commerce and Insurance shall pursue enforcement actions and order relief as set forth under current law. FRAUDULENT INSURANCE ACTS (Section 375.991) This act provides that a fraudulent insurance act includes, the false billing practice of "inflating", as defined in the act. The Department of Commerce and Insurance may issue an order to cease and desist, or issue a curative or summary order as set forth in current law. BOARDS OF DIRECTORS OF CERTAIN INSURANCE COMPANIES (Sections 379.035, 379.060, 379.520, and 379.570) Current law requires the boards of directors of 1) stock insurance companies (section 379.035), 2) mutual insurance companies (section 379.060), and 3) reorganized insurance companies (sections 379.520 and 379.590) to have a minimum of nine members on the board of directors. This act reduces such minimum requirement to five members. INSURER'S LEGAL TITLE TO CLAIM PAID AND ASSIGNMENT OF POST-LOSS INSURANCE BENEFIT (Section 379.135) Upon payment by an insurer of all or any part of a claimant's property damage claim, legal title to the portion of the claim paid shall vest in the insurer to the extent of such payment. No assignment or other action by the claimant shall be required for the insurer to enforce its legal title. The claimant shall retain legal title only to that portion of the property damage claim not paid by the insurer. This act prohibits assignment of post-loss benefits under any policy of insurance covering property, including, but not limited to, any right of action against the insurer or any proceeds acquired from the insurer. A person shall not solicit or accept an assignment, in whole or in part, of any post-loss insurance benefit for property damage under a contract of insurance. Any agreement to assign post-loss benefits is null and void. The provisions of this act shall not apply to an assignment, transfer, pledge, or conveyance granted to a financial institute, mortgagee, lienholder, or a subsequent purchaser of the property. A violation of this act shall be considered a level 2 violation. INSURANCE AS IT PERTAINS TO ROOFING (Sections 379.162 to 379.163) This act prohibits an insurer from refusing, cancelling, refusing to renew a homeowner's insurance policy on a residential structure with a roof less than fifteen years old solely because of the age of the roof. For roofs over the age of fifteen years, a homeowner may have an inspection done at their own expense before an insurer requires replacement of the roof as a condition of issuing, continuing, or renewing a homeowner's policy. After this inspection, an insurer shall not refuse to issue, cancel, or refuse to renew a homeowner's policy solely because of roof age if the inspection indicates the roof has five years or more of useful life remaining. Calculation of a roof's age is outlined in the act. An insurer's ability to refuse to issue, cancel, or refuse to renew any homeowner's policy still applies to situations including, but not limited to, structures that do not otherwise meet underwriting criteria applicable to replacement cost, law and ordinance coverage, or for other reasons not prohibited by Missouri law. Insurers will not be prohibited from limiting their liability through a deductible or to direct physical loss caused by a covered peril. Until an insurer receives reasonable proof of payment by the policyholder of any deductible applicable to the roof claim, the insurer may refuse to pay a claim for withheld recoverable appreciation or a replacement cost holdback. MISSOURI DISASTER MEDIATION ACT (Sections 379.3000 to 379.3055) This act creates the Missouri Disaster Mediation Act. The alternative dispute resolution program handles claims arising out of damage to a residential property caused by an event for which a state of disaster is declared within sixty days of the event. The alternative dispute resolution program is available to Missouri residents who carry first-party insurance and the home damaged is the primary dwelling of the resident. The alternative dispute resolution program is not available to commercial insurance, property insurance covering multiple family dwellings, motor vehicle insurance, or liability coverage contained within property insurance policies. The alternative dispute resolution program shall remain available until the Director makes the determination that the need for the program has decreased due to sufficient progress of recovery efforts and issues an order terminating the program. Insurers are required to give written notice by electronic mail or written mail to insureds in the state of Missouri who have claimed damage to their residential properties. This notice shall be given within five days of the time the insured or the administrator notifies the insurer, by mail or electronic mail, of a dispute of the insured's claim. This provision applies to all disputed claims including instances where partial or full payment has been issued by the insurer to the insured. If an insurer has not been notified of a disputed claim before the insurer notifies the insured that a claim has been denied in whole or in part, the insurer shall provide a notice of the right to mediate to the insured in the same mailing as the notice of denial. Notification shall be provided in writing or by electronic transmission. An insurer is not required to send a notice of the right to mediate if a claim is denied because the amount of the claim is less than the insured's deductible. Specified language of the notice, information required to be attached to the notice, and required formatting of the notice is outlined in the act. Failure to request mediation within the sixty day time period shall only bar the right to demand mediation. It shall not prejudice any other legal right or remedy of the insured nor shall it prohibit the insurer from voluntarily accepting the request for mediation. If an insurer receives a request for mediation, the insurer has three business days to electronically transmit the request to the administrator. If the Director receives any request for mediation, the Director has three business days to electronically transmit the request to the administrator. The administrator shall notify the insurer within three business days of receipt of the request that has been filed with the Director. The Director may contract with qualified administrators to oversee the mediation program. This may be done by means of a formal bid process, or if a state of emergency has been declared, without a formal bid process. All bid processes must comply with current law. Expenses and fees of the mediator and of the administrator will be borne by the insurer. All other mediation costs, fees, or expenses shall be borne by the party incurring such costs, fees, or expenses unless otherwise provided in the settlement agreement. The Director shall establish fee schedules for moneys to be paid directly to the administrator by the insurer for the services of the administrator, the mediator, and for cancellation. Cancellation fees shall be borne by the canceling party. Fee schedules shall be established through promulgation of emergency rules to be in effect no later than January 1, 2027. The Director shall select a qualified mediator with appropriate training and experience in alternative dispute resolution. The mediator is required to advise the parties of the mediation process and their rights and duties therein. The mediation will terminate if the mediator determines that either party is unable or unwilling to participate meaningfully in the process or upon mutual agreement by the parties. A party may move to disqualify a mediator for good cause prior to the conference. Good cause consists of conflict of interest, inability of the mediator to handle the mediation competently, or other reasons that might impair the mediation conference. Within five business days after the conclusion of the mediation conference, the mediator shall file a mediator's status report indicating whether the parties reached a settlement. Within those five days, if a settlement is reached, the insurer shall disburse the funds in accordance with the settlement agreement. A settlement agreement may be rescinded if the insured has not received the settlement funds by electronic means or has not cashed or deposited any check or draft disbursed to the insured in payment of the settlement funds. If a settlement agreement is reached, and not rescinded, all specific claims that were presented in the mediation conference shall be released. If a settlement agreement is not reached, the insured may choose to proceed by other legal means under the appraisal process set forth in the insurance policy, litigation, or by any other dispute resolution procedure available under Missouri law. Should a settlement agreement be rescinded by the insured, the Director may review the settlement agreement to determine its fairness. If the Director determines the settlement agreement was fair, the Director has ten business days from notice of the recision to give notice to the insured that the settlement agreement was fair. Upon notice from the Director of the fairness, the insured has five business days to withdraw the rescission, and the settlement agreement is reinstated as if no rescission had taken place. All statements made and documents produced at mediation are confidential settlement communications. All documents and records produced prior or during the mediation shall be considered closed records under the Missouri Sunshine Law. No person who serves as administrator or mediator, nor any agent or employee of that person, shall be subpoenaed or otherwise compelled to disclose any matter disclosed in the process of setting up or conducting the mediation. This act does not require either party to divulge legally privileged information or documents. The provisions in this act are effective on January 1, 2027 and shall expire June 30, 2038. MISSOURI STRONGER HOMES ACT (Sections 379.3100 to 379.3140) This act creates the Missouri Stronger Homes Act. The Missouri Stronger Homes Act does not create an entitlement for property owners to obligate this state to fund the inspection, construction, or retrofitting of residential property in this state. Grant moneys provided under this act shall be provided to assist Missouri residents retrofitting or constructing eligible properties to resist loss due to tornado, other catastrophic windstorm events, or hail. Implementation of this program is subject to receipt of grants or funds. The Department of Commerce and Insurance shall use its best efforts to obtain grants or funds from the federal government or other sources. The program may make grants to nonprofit organizations to construct or retrofit eligible residential properties to resist loss due to tornado, other catastrophic windstorm events, or hail. The Director shall establish a maximum grant award amount by rule and adjust the award amount to reflect changes in construction costs. The maximum amount of any grant awarded to an individual shall not exceed fifteen thousand dollars. The Missouri Stronger Homes Fund is created. This fund shall consist of moneys deposited to the fund from receipt of federal grants or funds, or from other sources of grants or funds. The Department of Commerce and Insurance may budget and expend the funds for the purpose of assisting the Missouri Stronger Homes Program in its duties. Moneys collected under this act shall not be redistributed or transferred to the insurance examination fund or general revenue. Moneys in this fund shall not lapse unless otherwise specified under federal funding or federal grant, or other sources from which funding is received. Twelve million dollars shall be transferred from the Insurance Dedicated Fund and placed to the credit of the Missouri Stronger Homes Fund on July 1, 2027. Beginning July 1, 2028, and annually thereafter until July 1, 2037, up to twenty percent of the remaining balance in the Insurance Dedicated Fund as of June thirtieth of the preceding fiscal year, in an amount not to exceed two million dollars in any one year, shall be transferred to and placed to the credit of the Missouri Stronger Homes Fund. The provisions in this act creating the fund shall expire on June 30, 2038. Any moneys remaining in the Missouri Stronger Homes Fund upon expiration of the fund, shall be transferred to the Insurance Dedicated Fund. To be eligible for a grant under this act, residential property owners shall meet the eligibility requirements set forth by the Director by rule for each grant type and as described in this act. Applications for grants under this act shall be filed electronically with the Department, along with any transaction fees. Grant applications, materials, and other information submitted are closed records under the Missouri Sunshine Law. Applications are approved on a first-come first-served basis. Priority is given to lower-income applicants, applicants who live in locations that, based on historical data, have a higher susceptibility to catastrophic weather events, and applicants meeting any other criteria the Director determines is appropriate to meet the purpose of the program. Retrofit projects should be completed within six months of the date the residential property owner receives notice of the grant approval. New construction shall be completed within the time frame approved by the Director. Failure to complete the project within the prescribed time frames may result in forfeiture of the grant. Residential property owners using moneys from this act shall hire certified contractor who is capable of performing work that satisfies the standards prescribed by this act. The residential property owner is responsible for any amount owed to a contractor that exceeds awarded grant moneys. Contractor and evaluator eligibility standards are outlined in the act. For homeowner's insurance policies issued, continued, or renewed on or after January 1, 2027, insurers shall provide a premium discount or insurance rate reduction to insureds who retrofit the insurable property located in this state under this act. Insurers shall be required to offer a premium discount or rate reduction only when the insurer has deemed the adjustments to be actuarially justified and there is significant and credible evidence of cost savings. To be eligible for a premium discount, rate reduction, or other adjustment, an insurable property shall be retrofitted to the risk reduction standards adopted by the Director. An eligible property may only be certified as conforming to the standards after evaluation and certification by an evaluator certified pursuant to the standards. An insured claiming a premium discount, rate reduction, or other adjustment shall maintain sufficient certification records, construction records, and receipts from contractors and for materials. The insured must present to the insurer copies of the certification and construction records prior to the premium discount, rate reduction, or other adjustment becoming effective. Insurers that write homeowner's insurance polices that are subject to the premium discount or rate reduction shall submit rating plans as provided under current law. A premium discount, rate reduction, or other adjustment shall only apply to policies that provide wind or hail coverage. If an insurer already offers an actuarially justified hail resistance discount, that hail-resistance discount shall be deemed as having met the requirements of this act and no additional hail-related discount or rate reduction shall be required. The same pertains to actuarially justified discounts for risk reduction standards already offered by an insurer. Insurers may apply the premium discount, rate reduction, or other adjustment to the premium at the policy renewal that follows submission of the certification to the insurer. At the time of policy renewal for which the premium discount, rate reduction, or other adjustment have previously been applied, the insurer may request documentation or recertification that the fortified standards continue to be met. The provisions of this act expire on June 30, 2038. Any company operating under current Missouri mutual insurance company laws shall comply with the Missouri Disaster Mediation Act. Companies operating under current Missouri mutual insurance company laws may develop programs eligible for financial grants under the Missouri Stronger Homes Act. These same companies shall not be required to submit rating plans under this act, or otherwise submit actuarial justifications substantiating any discount or rate associated with the program described in the act. MEDICAL MALPRACTICE JOINT UNDERWRITING ASSOCIATION (Section 383.155) Current law authorizes the establishment of a medical malpractice joint underwriting association upon a determination that medical malpractice liability insurance is not reasonably available in the voluntary market. This act authorizes the directors of the board of the association to suspend the operations of the association if such directors determine that medical malpractice insurance is reasonably available. The suspension shall be in accordance with the plan of operations, and shall include provisions for the administration of association funds. During any suspension of operations, the association shall not collect dues or fees from its members, unless authorized by the Director of the Department of Commerce and Insurance. TAYLOR MIDDLETON

HCS/SS/SB 1196 - This act modifies provisions relating to higher education. WORKFORCE DIPLOMA PROGRAM Current law provides for the Workforce Diploma Program to assist students with obtaining a high school diploma and developing employability and career technical skills, with such program scheduled to sunset on August 28, 2028. This act repeals the sunset. (Section 173.831) This provision is identical to a provision in SCS/SB 1207 (2026) and SS/SCS/HB 2896 (2026), and is similar to provisions in SCS/SB 1370 (2026) and HCS/HB 3239 (2026). HIGHER EDUCATION WORKFORCE POLICY PRIORITIZATION ACT This act establishes the "Missouri Higher Education Funding Policy Prioritization Act" to require the Department of Higher Education and Workforce Development (DHEWD) to develop a funding model for public institutions of higher education. The act sets forth criteria for the funding model, which shall be aligned to meet the professional and workforce needs for the state; shall provide sustainable resources for institutions; and shall be based on the 2023 performance funding study commissioned by DHEWD. The model shall include a process for allocating core appropriations to four-year institutions, community colleges, and State Technical College of Missouri, and shall use a cost-based approach, along with a performance component, as described in the act. The model shall also establish a plan for testing and implementation. After the plan has been reviewed and consented to by two members of the House of Representatives appointed by the Speaker of the House, as well as two senators appointed by the President Pro Tempore of the Senate, the plan shall be approved by the Coordinating Board for Higher Education and submitted to the Governor and the General Assembly before October 15, 2026. DHEWD shall evaluate the effectiveness of the funding model test and submit a report to the Governor, the Speaker, and the President Pro Tempore before November 15, 2026. The funding model shall be presented to the Coordinating Board for Higher Education for final approval before December 1, 2026. However, the funding model shall not become effective unless approved by the General Assembly by concurrent resolution. For the 2028-29 fiscal year and all subsequent fiscal years, appropriations to four-year institutions, community colleges, and State Technical College of Missouri shall be in accordance with the funding model approved by the General Assembly. (Section 173.1541) This provision is substantially similar to HCS/HB 2123 (2026) and is similar to HB 1569 (2025) and HB 2905 (2024), and to a provision in SB 1121 (2026). FAST TRACK WORKFORCE INCENTIVE GRANT This act increases the maximum gross income for eligibility for the Fast Track Workforce Incentive Grant from $80,000 to $100,000 for taxpayers who are married filing jointly and from $40,000 to $50,000 for all other taxpayers. The definition of "eligible training provider" under such grant program is modified by specifying that an eligible training provider shall have been in continuous legal operation within the state of Missouri for no fewer than 12 consecutive months, as determined by the Department of Higher Education and Workforce Development. (Section 173.2553) This provision is substantially similar to HCS/HB 2151 (2026), and is similar to SB 1451 (2026), HB 2992 (2026), SB 416 (2025), HB 855 (2025), SB 1056 (2024), and HB 2278 (2024), and to a provision in SCS/HCS/HB 1569 (2024). This provision contains an emergency clause. WORKFORCE PELL GRANTS This act allows the Governor, in consultation with the Missouri Workforce Development Board, to approve all eligible workforce training programs for participation in the workforce Pell grant program. The Board shall coordinate approval of eligible workforce training programs with other state and federal workforce programs. The act also transfers the Missouri Workforce Development Board from the Department of Economic Development to the Department of Higher Education and Workforce Development. (Sections 173.2570 to 173.2573) These provisions contain an emergency clause. These provisions are substantially similar to HCS/HB 2585 (2026). SS/SCS/SB 1094 - This act modifies various provisions relating to elections. NOTICES OF ELECTION (Sections 108.240, 115.125, and 115.127) The act modifies provisions governing bond elections and publication of notice for elections. In the case of any bond election, if an election contest is not filed within the time period prescribed by law (not later than thirty days after the official announcement of the election result), then all conditions of state election law shall be deemed to have been complied with in the issuance of the bond. The act modifies the legal notice required for all elections by requiring local election authorities to publish notice twice in at least two qualified newspapers, except as otherwise permitted pursuant to this act, within 6 weeks prior to the election. In lieu of such requirement, election authorities have the option of mailing legal notice to each registered voter within 6 weeks of an election and publishing notice once in at least one newspaper in the county. These provisions are identical to SCS/SB 1094 (2026). The act additionally allows a notice of election to be sent by email. This provision is substantially similar to a provision in SCS/SB 182 (2025), SB 926 (2024), a provision in HCS/HB 1525 (2024), a provision in HCS/HB 2140 (2024), and a provision in HCS/HB 2895 (2024). CANDIDATE FILING DEADLINES - LOCAL OFFICES (Section 115.127) Under current law, the period for filing a declaration of candidacy in certain political subdivisions and special districts is from 8:00 a.m. on the 17th Tuesday prior to the election until 5:00 p.m. on the 14th Tuesday prior to the election. This act changes that period to 8:00 a.m. on the 16th Tuesday prior to the election until 5:00 p.m. on the 13th Tuesday prior to the election, unless the 13th Tuesday prior to an election falls on a holiday, then the closing of filing shall be at 5:00 p.m. on the next day that is not a holiday. This provision is identical to a provision in SCS/SB 182 (2025), SB 774 (2024), a provision in SB 926 (2024), a provision in HCS/HB 1525 (2024), HB 1604 (2024), a provision in SCS/HB 2084 (2024), a provision in HCS/HB 2140 (2024), a provision in HCS/HB 2206 (2024), a provision in HCS/HB 2895 (2024), a provision in SCS/SB 346 (2023), and CCS/HS/HCS/SS#2/SCS/SB 96 (2023) and substantially similar to HB 2225 (2024), HCS/HB 1214 (2023), provisions in the perfected HCS/HBs 267 & 347 (2023), and HCS/HB 783 (2023). TESTING OF ELECTION EQUIPMENT (Section 115.233) Current law requires, in any election in which an electronic voting system is to be used, an election authority to have the automatic tabulating equipment tested within 14 days prior to the election to ascertain that the equipment is in compliance with the law and that it will correctly count the votes cast for all offices and on all questions. This act changes the timeline for testing such that it must be completed at least 14 days, but no less than one week prior to the election. ABSENTEE VOTING (Sections 115.277 and 115.284) The act allows eligible covered voters to vote absentee by submitting a federal postcard application at the office of the election authority on election day even though the person is not registered. Interstate former residents and new residents may vote by absentee ballot at the office of the election authority on election day for the offices for which such voters are entitled to vote. This provision is identical to a provision in SCS/SB 182 (2025), SB 926 (2024), a provision in HCS/HB 1525 (2024), a provision in HCS/HB 2140 (2024), and a provision in HCS/HB 2895 (2024). The act provides that all lists of absentee ballot applications for persons with permanent disabilities shall be kept confidential. This provision is identical to provisions in SCS/SB 182 (2025), SB 926 (2024), a provision in HCS/HB 1525 (2024), a provision in HCS/HB 2140 (2024), and a provision in HCS/HB 2895 (2024), substantially similar to a provision in SCS/SB 346 (2023), and similar to a provision in the perfected HCS/HBs 267 & 347 (2023), a provision in HCS/HB 783 (2023), and a provision in CCS/HS/HCS/SS#2/SCS/SB 96 (2023). VOTER IDENTIFICATION REQUIREMENTS (Section 115.427) The act makes accommodations for individuals who appear at the office of an election authority to vote absentee and fail to present a form of personal identification by explicitly allowing such voters to cast a provisional ballot that will only be counted upon the voter returning to the office of the election authority by 7:00 p.m. on election day and presenting a form of personal identification for voting. CASTING PROVISIONAL BALLOTS (Section 115.430) The act expands a provision of law governing the casting and counting of provisional ballots to all public elections, rather than just particular primary or general elections. This provision is identical to provisions in SCS/SB 182 (2025), HCS/HB 1525 (2024), HB 2052 (2024), HCS/HB 2140 (2024), HCS/HB 2895 (2024), SCS/SB 346 (2023), the perfected HCS/HBs 267 & 347 (2023), and a provision in HCS/HB 783 (2023). WRITE-IN CANDIDATES - REPEAL OF EXEMPTION FOR ELECTIONS WITHOUT PARTY CANDIDATES (Section 115.453) Current law provides that votes for write-in candidates are only counted for candidates who have filed a declaration of intent to be a write-in candidate. Current law also provides an exemption to this requirement in instances where no candidate has filed for the office in question. This act repeals the exemption so that write-in candidates are only counted when a declaration of intent to be a write-in candidate has been filed with the proper election authority. This provision is identical to a provision in SCS/SB 182 (2025). SCOTT SVAGERA

HCS/SB 1092 - This act modifies provisions relating to professional licensure. TEMPORARY LICENSES (SECTION 324.004) Under this act, any person who has at least three years of work experience in an occupation or profession in another state or the District of Columbia that does not use a license to regulate that occupation or profession may submit an application for a license in Missouri to the relevant oversight body. A person shall submit proof of experience in the occupation or profession and proof of citizenship or lawful presence in the United States, except as provided. Within 45 days of receiving the application, the oversight body shall make a determination of qualification. The oversight body shall require an applicant to take and pass a profession-specific examination and may require an examination specific to Missouri laws. A license issued under this act shall be a one-time, non-renewable, two-year temporary license. If the applicant is not residing in Missouri, the oversight body shall conditionally approve the application. If an applicant fails to provide proof of domicile in Missouri within 60 days of receipt of temporary license, the oversight body may terminate the temporary license and the applicant may reapply for the temporary license. Upon expiration of the temporary license, individuals shall be required to apply for a permanent license, consistent with the licensure and application requirements of that license as set forth in statute and rule. A license issued under this act shall not be qualified for reciprocity with another state or as part of an interstate compact. The provisions of this act shall not apply to certain specified professions. This provision is identical to a provision in HCS/SB 1092 (2026) and is similar to a provision in HCS/HB 2300 (2026), in SS/SB 61 (2025) and in the perfected HB 478 (2025), SB 817 (2024), in HCS/SS#2/SCS/SB 88 (2023), and HB 1900 (2022). LICENSE RECIPROCITY - TELEHEALTH (SECTION 324.009) Those health care providers, who hold a current license issued by another jurisdiction and are licensed in Missouri with a waiver of examination, educational, or experience requirements, shall be deemed to be fully licensed to practice within the profession's scope of practice in Missouri and may provide telehealth services to the same extent and manner as health care providers who receive a license without a waiver. This provision is identical to a provision in HCS/SB 1019 (2026), in HCS/SS#2/SB 1233 (2026), SB 1691 (2026), in HCS/HB 2300 (2026), in HCS/HB 2372 (2026), and HCS/HB 2974 (2026). NONRENEWABLE TEMPORARY LICENSES FOR DIETITIANS (SECTION 324.218) This act establishes a temporary license for dietitians. Under the act, an applicant who has not previously taken or passed an examination recognized by the State Committee of Dietitians ("Committee") and who meets the qualifications for licensure as a dietitian may obtain without examination a nonrenewable temporary license by paying a temporary license fee and submitting to the Committee an agreement-to-supervise form that is signed by a licensed dietitian who has agreed to supervise the applicant and has active dietetics practice in this state for a minimum of one year. The temporary license shall expire the date the Committee is notified by the supervising dietitian that the temporary licensee's employment has ceased or within one hundred eighty days of its issuance, whichever occurs first. This act further provides that the supervising dietitian shall not be an immediate family member of the temporary licensee. Additionally, the act requires the supervising dietitian to submit a signed and notarized form attesting that the applicant shall begin employment at a location in this state within seven days of issuance of the temporary license. If the temporary licensee's employment ceases, the supervising dietitian shall notify the Committee within three days. Finally, this act provides that a supervising dietitian shall not supervise more than one temporary licensee at a time. This provision is identical to a provision in HCS/SS#2/SB 1233 (2026), in HB 1961 (2026), in the perfected HCS/HB 268 (2025), and in HB 397 (2025), and is substantially similar to a provision in SB 1339 (2026) SB 412 (2025), in SB 1053 (2024), HB 1666 (2024), in SCS/HB 2280 (2024), HB 845 (2023), and HB 873 (2023). DIETITIAN LICENSURE COMPACT (SECTIONS 324.1800 TO 324.1865) This act establishes the Dietitian Licensure Compact ("Compact"), which facilitates the interstate practice of dietetics and authorizes dietitians licensed in a participating state to practice in other participating states. The Compact sets forth the requirements to be met in order for a state to join and the requirements for a dietitian to obtain and exercise the ability to practice in other participating states. The Compact further provides that a dietitian with compact privilege shall function within the scope of practice authorized by the participating state in which they seek to practice and shall be subject to that state's regulatory authority. A dietitian whose privilege in a participating state is encumbered or removed is not eligible for compact privilege in other participating states until the encumbrance or removal has passed and all requirements are met. Additionally, the Compact creates the Dietitian Licensure Compact Commission ("Commission"), which is a joint government agency of the participating states tasked with administering and implementing the Compact. The Compact provides for its powers and duties, including the development and maintenance of a coordinated database and reporting system containing licensure, adverse actions, and investigative information on all licensees and applicants. Each participating state shall have one Commissioner, who shall be selected within sixty days by the licensing authority of the participating state. Additionally, there shall be an Executive Committee of the Commission, composed of nine members, to act on behalf of the Commission. Upon enactment, the Compact shall be reviewed by the Commission to determine if it is materially different from the Model Compact and whether the state qualifies for participation in the Compact. Any state that adopts the Compact subsequent to the Commission’s initial adoption of the rules and bylaws shall be subject to the rules and bylaws existing on the date on which the Compact becomes law. Any participating state may withdraw from the Compact by repealing the Compact, but such withdrawal shall not take effect until 180 days after the enactment of the repeal. Finally, the Compact shall be binding upon participating states and shall supersede any conflict with state law. These provisions are identical to provisions in HCS/SS#2/SB 1233 (2026), in HB 1961 (2026), in the perfected HCS/HB 268 (2025), in HB 397 (2025), and in HB 2477 (2024), and are substantially similar to a provision in SB 1339 (2026) and in SB 412 (2025). PRACTICE OF DENTISTRY IN CORRECTIONAL CENTERS (SECTION 332.081) Current law provides that no corporation shall practice dentistry unless that corporation is a nonprofit corporation or a professional corporation under Missouri law. This act provides that such provision shall not apply to entities contracted with the state to provide care in correctional centers. This provision is identical to a provision in SCS/SB 841 (2026), in HCS/SS#2/SB 1233 (2026), in SCS/HB 2591 (2026), HB 1710 (2026), HB 1847 (2026), in HCS/HB 2372 (2026), in HCS/SS/SB 7 (2025), in the perfected HB 56 (2025), HB 122 (2025), SB 143 (2025), in the perfected HCS/HB 268 (2025), in SCS/SB 317 (2025), SB 548 (2025), in SCS/HCS/HB 943 (2025), in HCS/HB 1505 (2025), in SS/SCS/HCS/HB 1659 (2024), SB 1287 (2024), and HB 2280 (2024). PA LICENSURE COMPACT (SECTIONS 334.1800 TO 334.1860) This act establishes the PA Licensure Compact ("Compact"), which allows for the interstate licensure of physician assistants. The Compact sets forth the requirements to be met in order for a state to join and maintain membership in the Compact. Additionally, the Compact provides the requirements for a physician assistant to obtain and exercise the ability to practice in the remote participating states. A compact privilege expires when the licensee's qualifying license in the participating state from which the licensee applied for the compact privilege expires. A participating state in which a licensee is licensed shall have exclusive power to impose adverse actions against the license issued by that state. A remote state shall have the authority to take adverse action to remove the compact privilege within that state for a physician assistant. Participating states may also conduct joint investigations with other participating states. Participating states shall report licensure data along with any adverse action and significant investigative information to the data system established in the Compact. Additionally, the Compact creates the PA Licensure Compact Commission ("Commission"), which is a joint government agency of participating states with the power to administer and implement the Compact. Each participating state shall be entitled to one delegate, who shall be selected by the state's licensing authority for physician assistants and who shall either be a current physician assistant, physician, or member or administrator of the licensing board. The Commission shall meet at least once a year. Additionally, there shall be an Executive Committee to act on behalf of the Commission, including on day-to-day activities related to the administration of the Compact. The Executive Committee shall be composed of seven members from the current Commission and two of members from national professional and certification organizations. The Commission may levy and collect an annual assessment from each participating state and impose fees on licensees to whom it grants compact privileges to cover the costs of the operations and activities of the Commission and its staff. Commissioners, officers, executive directors, employees, and agents of the Commission shall be immune from liability, both personally and in their official capacity, for any claim for damages arising out of any acts or omissions that occurred within the scope of the Commission's employment, duties, or responsibilities, except for those damages caused by intentional or willful or wanton misconduct. The procurement of insurance by the Commission shall not limit such immunity. For any actions by or against the Commission, venue is proper in a court of competent jurisdiction where the principal office of the Commission is located. Upon enactment, the Compact shall be reviewed by the Commission to determine if it is materially different from the Model Compact and whether the state qualifies for participation in the Compact. Any state that adopts the Compact subsequent to the Commission’s initial adoption of the rules and bylaws shall be subject to the rules and bylaws existing on the date on which the Compact becomes law. Finally, the Compact shall be binding upon participating states and shall supersede any conflict with state law. These provisions are identical to provisions in HCS/SS#2/SB 1233 (2026), a provision in SCS/SB 1492 (2026) and HB 3129 (2026) and is similar to HB 1388 (2025). LENGTH OF SUPERVISION FOR SOCIAL WORK (SECTION 337.600) This act modifies the definitions of a "qualified advanced macro supervisor," "qualified baccalaureate supervisor," and "qualified clinical supervisor" to provide that such person is a licensed social worker who has practiced social work for which he or she is supervising the applicant for a minimum of three, instead of five, years. This provision is identical to a provision in HCS/SS#2/SB 1233 (2026), SB 1417 (2026), HB 1963 (2026), in HCS/HB 2300 (2026), SB 479 (2025), and SB 563 (2025) and is substantially similar to HB 886 (2025). SPEECH PATHOLOGISTS AND AUDIOLOGISTS (SECTION 345.050) This act modifies the requirements for licensure as a speech pathologist or audiologist by providing for completion of a clinical fellowship under the direct supervision of a licensed speech-language pathologist in good standing in any state, rather than under the direct supervision of a person licensed by the state of Missouri in the profession in which the applicant seeks to be licensed. This provision is identical to a provision in HCS/SB 1019 (2026), in HCS/SS#2/SB 1233 (2026), HCS/HB 2300 (2026) and SCS/HB 2591 (2026), and is substantially similar to a provision in SS/SB 895 (2026), in SS/SB 1083 (2026), SB 1405 (2026), in HCS/HB 2372 (2026), in HCS/SS/SB 7 (2025), in the perfected SS/SB 61 (2025), in the perfected HCS/HB 268 (2025), SB 431 (2025), in the perfected HB 478 (2025), in HB 765 (2025), and in SCS/HB 834 (2025). HCS/SS/SCS/SB 1087 - This act modifies provisions relating to driver's licenses. LIMITED DRIVING PRIVILEGES (Section 302.309) All circuit courts, the Director of Revenue, or a commissioner operating pursuant to current law shall have jurisdiction to hear applications and make eligibility determinations granting limited driving privileges, with exceptions described in this act. Any application for limited driving privileges may be made to the Director with specific and necessary reasons for the limited driving privilege. The burden shall be on the operator to demonstrate to the court or the department that the limited driving privilege is essential. In addition, this act adds attending a place of worship, and traveling to and from essential businesses listed in the act. (Section 302.309) These provisions are identical to provisions in HCS/SB 1408 (2026), SB 533 (2025), HB 206 (2025), HB 1794 (2024), and HB 252 (2023), and substantially similar to provisions in HB 1988 (2026), and HB 1996 (2026), SB 517 (2025). LICENSE SUSPENSIONS FOR TRAFFIC OFFENSES (Section 302.341) The act repeals an obsolete reference to a former bureau within the Department of Revenue. Minor traffic violations shall not include nonmoving violations such as, but not limited to, parking, standing, or stopping violations, including meter violations. If a Missouri resident fails to appear on two return dates, or fails to pay any fine or court costs assessed, any court having jurisdiction over the charges shall, within ten days of the failure to comply, inform the defendant by mail that the court may order the director of revenue to suspend the defendant's driving privileges if the charges are not disposed of and fully paid within thirty days from the date of mailing. Thereafter, if the defendant continues to fail to timely act to dispose of the charges and fully pay the costs assessed, the court may notify the Director of such failure. Upon receipt of this notification, the director shall mail notice to the defendant. Thirty-three days after mailing such notice, the director shall suspend the driving privileges of the defendant. The suspension shall remain in effect until the court furnishes requests setting aside the noncompliance suspension pending final disposition, or satisfactory evidence of disposition of pending charges and payment of fine and court costs, if applicable. These provisions are similar to provisions in HCS/SB 1408 (2026), HB 1988 (2026), HB 1996 (2026), SB 533 (2025), SB 517 (2025), HB 206 (2025), HB 1794 (2024), and HB 252 (2023). SS/SCS/SB 1085 - This act prohibits public school and charter school staff members from encouraging minor students in their "social transition", defined as the process of a minor student changing his or her gender presentation or expression, with the goal of being perceived and treated as a gender different from the student's biological sex. The act defines a "staff member" as a teacher, school employee, volunteer, contractor, or other individual authorized to provide services at a public school or charter school, including, but not limited to, any individual in a position of authority or responsibility, such as a counselor or health care worker. School staff members shall neither encourage a minor student to withhold information from his or her parent nor withhold certain health information from a student's parent. A staff member shall notify a minor student's parent by phone or email within 24 hours of receiving a request by the student to participate in the student's social transition. The act outlines certain actions that trigger this parental notification requirement, including a minor student's request to be referred to by a pronoun that does not correspond to the student's biological sex; a request to use a name that does not correspond to the student's legal name; a request to use a restroom designated for the opposite biological sex; or a request to participate on an athletic team designated for the opposite biological sex. No staff member shall engage in any conduct that facilitates the social transition of any minor student; deliver any presentation or lesson to any minor student regarding gender transition or social transition; or refer to a minor student by a title or pronoun that does not correspond to the student's biological sex, or by a name other than the student's legal name or a nickname or derivative thereof. A staff member or student shall not be subject to any disciplinary action for declining to address a person using a name that does not correspond to the person's legal name or a pronoun that is inconsistent with the person's biological sex. A staff member who discloses a violation of this act by another staff member shall be protected from any manner of retaliation as set forth in current law. If a school district discovers that a licensed educator has knowingly violated any provision of this act, the school district shall initiate disciplinary proceedings against that staff member, up to and including suspension or revocation of the individual's teaching license and suspension or termination of employment, as appropriate. A licensed educator at a charter school shall also be subject to disciplinary proceedings for violations of the act, up to and including suspension or revocation of the individual's teaching license and suspension or termination of employment, as provided in the act. The Attorney General may bring a civil action, including an action for injunctive relief, against a school district, public school, charter school, or staff member for any violation of this act. Any parent of a minor student may bring a civil action, including an action for injunctive relief or for damages, against the staff member or against the school district, public school, or charter school in which such minor student is enrolled for any violation of this act. If the parent prevails, the court shall award to such parent court costs and reasonable attorney's fees and any other damages or remedy which in the judgment of the court shall be appropriate. Any staff member may bring a civil action, including an action for injunctive relief or for damages, against the school district, public school, or charter school that employs such staff member for any violation of the act's prohibitions on certain disciplinary or retaliatory actions against school staff members. HCS/SS/SB 1083 - This act modifies provisions relating to professional licensing. INSPECTIONS OF LONG-TERM CARE FACILITIES (SECTION 198.022) Under this act, the Department of Health and Senior Services may accept, in lieu of an inspection conducted by the Department, a written report of a survey or inspection conducted by any state or federal agency, provided the survey or inspection is comparable in scope or method to the Department's inspections and conducted in accordance with Title XVIII of the Social Security Act. A residential care or assisted living facility shall be subject to an inspection by the Department if the facility fails to maintain an accredited status by a recognized accreditation entity. Finally, if a facility exempt from an annual inspection under this act has one or more violations of any class I standards, then the facility shall be subject to a full inspection by the Department. This provision is identical to a provision in SS/SCS/SB 841 (2026) and the perfected HCS/HB 2372 (2026), is substantially similar to a provision in SCS/HCS/HB 943 (2025), and is similar to SB 689 (2025). INTERIOR DESIGNERS (SECTIONS 324.001, 324.028 TO 327.750. 537.033 & 621.045 & THE REPEAL OF SECTIONS 324.406 TO 324.436) This act modifies the registration of interior designers from the Division of Professional Registration with advice and recommendations by the Interior Design Council to the licensing of interior designers from the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, Professional Landscape Architects, and Licensed Interior Designers ("Board"). The Board shall increase from fifteen members to seventeen members with the two new members being licensed interior designers. The Interior Design Council and the Interior Design Council Fund shall be abolished upon the appointment by the Governor and confirmation by the Senate of the licensed interior designer members of the Board. The rules of the Interior Design Council shall be deemed adopted by the Board until revised, amended, or repealed, of which such action shall be taken on or before January 1, 2027. The funds in the Interior Design Council Fund shall be transferred to the State Board of Architects, Professional Engineers, Professional Land Surveyors, Professional Landscape Architects, and Licensed Interior Designers Fund. Additionally, this act defines the practice of licensed interior design and provides that a licensed interior designer shall undertake to perform licensed interior design services only when he or she is qualified by education, training, and experience in the specific technical areas involved. Furthermore, licensed interior designers shall be in responsible charge of interior design technical submissions that can affect the health, safety, and welfare of the public within their scope of practice. Licensed interior designers shall not take responsible charge over interior technical submissions prepared by another person unless the licensed interior designer actually exercises personal supervision and direct control over such interior technical submissions. This act modifies the educational and training requirements for licensed interior designers by repealing the qualification of at least three years of an interior design curriculum from an accredited institution with three years of experience. Additionally, an applicant shall be exempt from providing substantial evidence of certain educational and training qualifications if his or her curriculum or transcript has been approved by the Board. Nothing in this act shall be construed as precluding an architect from performing any of the services within the practice of licensed interior design. Current law provides that a renewal or reinstatement application for registration as an interior designer shall be accompanied by proof of completion of continuing education in the fields of either interior design or architecture. This act repeals such provision and provides that the Board shall establish the continuing education requirements for interior designers which shall be substantially equivalent to the continuing education requirements for architects. Finally, this act includes licensed interior designers in the definition of "design professional" for immunity from civil liability for participation in a peer review process. This act contains a delayed effective date for the repeal of the Interior Design Council and the Interior Design Fund, which shall become effective upon notification to the Revisor of the appointment of the interior designer members of the Board by the Director of the Division of Professional Regulation. These provisions are identical to provisions in the perfected SS/SB 895 (2026), SS/SCS/SB 991 (2026), in the truly agreed to and finally passed HCS/SS#2/SB 1233 (2025), and in HCS/HB 2353 (2026), and are similar to SB 287 (2025), HB 566 (2025), SB 1325 (2024), and HB 2158 (2024). PHYSICIAN LICENSURE REQUIREMENTS (SECTION 334.031) This act requires a candidate applying for licensure as a physician to submit to a criminal background check and furnish certain educational and experience documents. This act also allows the Board of Registration for the Healing Arts to require applicants to list all licenses to practice as a physician currently or previously held in another state, territory, or country and to disclose any past or pending investigations, discipline, or sanctions for such licenses. The Board may also obtain a report on the applicant from the National Practitioner Data Bank or the Federation of State Medical Boards. This provision is identical to provisions in the perfected SS/SB 895 (2026) and SCS/SB 1423 (2026) and HB 2976 (2026), is substantially similar to provisions in SCS/SB 292 (2025), and is similar to provisions in SB 1030 (2024), SB 1251 (2024), HB 2349 (2024), HB 2753 (2025), HB 1279 (2023), SB 511 (2023), and SB 538 (2021). RESPIRATORY CARE LICENSES (SECTIONS 334.870 & 334.880) Currently, an applicant for a respiratory care license is required to submit written evidence of credentials from the cognitive competency testing organization authorized by the Missouri Board for Respiratory Care or current licensure or registration as a respiratory care practitioner in another jurisdiction that meets or exceeds Missouri licensure standards. This act instead provides that the applicant shall submit: (1) An active credential as a registered respiratory therapist through the National Board for Respiratory Care (NBRC); (2) Current licensure or registration with an active credential as a respiratory care practitioner in another jurisdiction that meets or exceeds Missouri licensure standards; or (3) An active credential as a certified respiratory therapist earned prior to January 1, 2027, through the NBRC. Additionally, this act provides that license renewals shall be subject to random audits to ensure the licensee has an active credential through the NBRC. These provisions are identical to provisions in the truly agree to and finally passed HCS/SS#2/SB 1233 (2026) and in SCS/HB 2591 (2026) and are similar to provisions in HCS/HB 2957 (2026). LENGTH OF SUPERVISION FOR SOCIAL WORK (SECTION 337.600) This act modifies the definitions of a "qualified advanced macro supervisor," "qualified baccalaureate supervisor," and "qualified clinical supervisor" to provide that such person is a licensed social worker who has practiced social work for which he or she is supervising the applicant for a minimum of three, instead of five, years. This provision is identical to a provision in the perfected SS/SB 895 (2026), SB 1092 (2026), SB 1417 (2026), HB 1963 (2026), SB 479 (2025), and SB 563 (2025) and is substantially similar to HB 886 (2025). CLINICAL FELLOWSHIPS FOR SPEECH LANGUAGE PATHOLOGISTS & AUDIOLOGISTS (SECTION 345.050) This act modifies the requirements for licensure as a speech pathologist or audiologist by providing for completion of a clinical fellowship under the direct supervision of a licensed speech-language pathologist in good standing, rather than under the direct supervision of a person licensed by the state of Missouri in the profession in which the applicant seeks to be licensed. This provision is identical to a provision in the perfected SS/SB 895 (2026), SB 1405 (2026), in HCS/HB 2372 (2026), in HCS/SS/SB 7 (2025), in the perfected SS/SB 61 (2025), in the perfected HCS/HB 268 (2025), SB 431 (2025), in the perfected HB 478 (2025), in HB 765 (2025), and in SCS/HB 834 (2025), and is substantially similar to a provision in HCS/SB 1019 (2026), in HCS/SB 1092 (2026), in HCS/SS#2/SB 1233 (2026), HCS/HB 2300 (2026) and SCS/HB 2591 (2026). SEVERABILITY (SECTION B) In the event that any section, provision, clause, phrase, or word of this act or the application of the act is declared invalid under the Constitution of the United States or the Constitution of the State of Missouri, the General Assembly intends for the severability of this act. HCS/SS/SCS/SBs 1066 & 1088 - This act modifies provisions relating to property taxation. TAX BALLOT MEASURES This act provides that a political subdivision or election authority shall not advertise or describe any proposed property tax as not increasing taxes unless failing to adopt the measure would cause an actual increase in the tax rate and adopting the measure would cause the tax rate to stay the same or decrease. (Section 67.496) This provision is identical to a provision in SB 1517 (2026). This act requires an election authority to label tax ballot measures numerically or alphabetically in the order they are submitted. (Section 115.240) This provision is identical to a provision in HCS/HB 1790 (2026) and is substantially similar to a provision in SB 1517 (2026) and HCS/HB 2178 (2026). This act provides that any ballot measures proposing a new or increased real or personal property tax levy shall include certain information, as described in the act. (Section 115.706) ASSESSMENT OF SHORT-TERM RENTALS This act modifies the definition of "residential property" for the purposes of the taxation of real property by providing that such definition shall include single family homes that are owned by a sole proprietor, individual, partnership, or limited liability company and leased, in whole or in part, for a term of less than thirty consecutive days, provided that such provision may not apply to any such property in excess of fifteen such properties owned by the same individual or business. This act also prohibits an assessor from reclassifying real property without first conducting an in-person consultation with the owner of record of such property. An assessor shall be deemed to be in compliance with this provision if the assessor can document a good-faith effort to contact the owner of record, as described in the act. (Section 137.016) This provision is substantially similar to SB 1303 (2026), SB 699 (2025), SB 784 (2025), and SCS/HB 1086 (2025), and to a provision in HB 660 (2025). PROPERTY TAX ABATEMENTS This act provides that a political subdivision that adopts a tax abatement or similar economic incentive shall decrease any real property tax levy that is increased on property located in the political subdivision that does not receive an abatement. (Section 137.039) This provision is identical to a provision in SB 1517 (2026). CALCULATION AND REVISION OF PROPERTY TAX LEVIES Current law allows for a taxing jurisdiction to impose a separate levy for each class and subclass of property or a single rate for all classes, and requires a reconciliation of the revenues derived from multiple rates. Beginning January 1, 2027, this act requires counties and the City of St. Louis to determine assessed valuation and impose rates for each class and subclass of property separately, and repeals the reconciliation provision. (Section 137.073.2, 137.079, and section 137.115.14) PROPERTY ASSESSMENTS This act requires that if the voters in a political subdivision approve an increase to the tax rate ceiling prior to the expiration of a previously approved temporary levy increase, the new tax rate ceiling shall remain in effect only until such time as the temporary levy increase expires under the terms originally approved by a vote of the people, at which time the tax rate ceiling shall be decreased by the amount of the temporary levy increase. If, prior to the expiration of a temporary levy increase, voters are asked to approve an additional permanent levy increase, voters shall be submitted ballot language that clearly indicates that if the permanent levy increase is approved, the temporary levy shall be made permanent. (Section 137.073.5(3)) This provision is identical to a provision in HCS/HB 119 (2025), HB 660 (2025), HB 1497 (2025), HCS/HB 2058 (2024), HCS/HB 1517 (2024), HCS/HB 2140 (2024), CCS/HS/HCS/SS#2/SCS/SB 96 (2023), and HCS/SS#3/SCS/SB 131 (2023), and is substantially similar to SB 880 (2018) and SB 357 (2017). This act provides that, if the total assessed valuation in a political subdivision decreases in the tax year immediately following a tax year in which the voters approved an increase to the tax rate ceiling, such political subdivision may increase its levy such that the revenue received equals the amount that would have been received from the increased rate of levy had there been no decrease in the total assessed valuation. (Section 137.073.5(6)) This provision is identical to a provision in HCS/HB 119 (2025), HB 660 (2025), HB 1497 (2025), HCS/HB 2058 (2024), HCS/HB 1517 (2024), and HCS/HB 2140 (2024). Current law provides that the burden of proof to sustain a property valuation shall be on the assessor for any assessment of residential real property that is made by a computer, computer-assisted method, or a computer program. This act applies such provision to all non-agricultural real property. (Section 137.115.1(5)) This provision is identical to a provision in HCS/HB 2178 (2026) and HCS#2/HB 2780 (2026). Current law requires an assessor to conduct a physical inspection of any residential real property prior to increasing the assessed valuation of such property by more than 15%. This act applies such requirement to all utility, industrial, commercial, railroad and other non-agricultural real property. (Section 137.115.10) PROPERTY TAX CREDITS Current law allows counties to provide a property tax credit to certain seniors. This act requires counties to provide such credit and makes technical changes to the definitions of "eligible credit amount" and "eligible taxpayer". The act also requires the statement of tax due to include certain information about the proportional amount of the credit attributable to each taxing jurisdiction. Such statement shall also include a note indicating that it is the responsibility of the taxpayer to notify the county if the taxpayer is no longer eligible for the property tax credit, as described in the act. The act also provides that the credit shall apply to all property tax levies, including debt service levies. The act provides that a taxpayer shall not be required to reapply for the property tax annually. The tax credit shall continue to be applied to the taxpayer's homestead until the tax year in which the taxpayer relocates to another homestead or upon the death of the taxpayer. The Department of Health and Senior Services shall establish and maintain a secure electronic portal accessible to each county for the purpose of verifying whether an applicant is deceased. The act provides that any payment of real or personal property taxes transmitted through the U.S. Postal Service and postmarked no later than January 5 shall be deemed to be timely paid. The act authorizes township counties to accept partial or installment payments of real and personal property taxes in the same manner as other counties. The act authorizes a county to extend the deadline for property tax payments for a period not to exceed thirty days in the event the county experiences technical, administrative, or operational difficulties that materially delay the preparation, printing, or mailing of real or personal property tax statements. The act authorizes a county assessor to allow a grace period of ten days for the submission of certain forms that are transmitted through the U.S. Postal Service and that are postmarked on or before the due date but received after the due date due to postal delay. (Section 137.1050) Current law also allows counties to provide a property tax credit to all other taxpayers, with certain counties able to annually increase the real property tax liability by five percent or the percent increase in inflation, whichever is greater. This act limits such increase to the lesser of the two amounts. (Section 137.1055) SCHOOL DISTRICT PROPERTY TAX LEVIES Current law requires school districts to impose a property tax levy for operating purposes of not less than $2.75 in order to receive the full amount of state aid, with such rates subject to Hancock rollbacks. This act provides that the maximum rate of levy for any school district that imposed a levy of $2.75 in 2026 shall be $2.75 for the 2026-2027 school year, and shall be subject to Hancock rollbacks thereafter. (Section 163.021) JOSH NORBERG HA #1 - MOVES PROVISIONS RELATING TO PROPERTY TAX PAYMENTS FROM A SECTION AUTHORIZING A SENIOR PROPERTY TAX CREDIT TO APPROPRIATE SECTIONS OF LAW HA #2 - REQUIRES TAX LEVY INCREASES TO BE APPLIED TO EACH SUBCLASS OF PROPERTY EQUALLY, AND REQUIRES ANY INCREASE TO A VOLUNTARILY REDUCED TAX RATE TO BE MADE IN THE IMMEDIATELY FOLLOWING YEAR OF REASSESSMENT HA #3 - REQUIRES NEWLY ELECTED ASSESSORS TO COMPLETE AT LEAST FORTY HOURS OF TRAINING RATHER THAN THIRTY-TWO, AUTHORIZES ASSESSORS TO ELECTRONIC DOCUMENT STORAGE AND COMMUNICATION METHODS, AND AUTHORIZES COUNTIES TO ACCEPT PARTIAL PAYMENTS OF CERTAIN APPEALED RESIDENTIAL REAL PROPERTY TAXES

SS/SCS/SB 1065 - The act modifies and creates new provisions relating to utility facility relocation. The State Road Fund shall be used for reimbursing for certain utility relocation costs, as described in the act. The Department of Transportation shall reimburse non-rate-regulated providers for any labor costs associated with facility relocation that are required due to road maintenance, construction, or other right-of-way work activity. Notification requirements by the Department and response requirements by the non-rate-regulated provider are described in the act. The Department of Transportation shall reimburse a non-rate-regulated provider for the provider's labor costs for the facility relocation not to exceed specific amounts described in the act. This provision shall expire on July 1, 2031. A non-rate-regulated provider shall provide invoices to the Department for the provider's labor costs for the fiscal year in which such work occurs. Payment of the invoices is described in the act. If a provider's total labor costs exceed the specified amounts under the act, such payments shall be prorated. The Department shall be required to publicly disclose on an annual basis no later than July 31st a list of facility reimbursement invoices received, as described in the act. The act shall not require the Department to reimburse a non-rate-regulated provider for the removal or relocation of facilities placed in the public right-of-way in violation of state law or local permitting requirements. Under the act, subject to certain exceptions, the removal and relocation of utility facilities as a result of construction projects required by the Highways and Transportation Commission shall be made at the expense of the owners unless otherwise provided by the Commission. Currently, if the owner fails to relocate the utility facilities, the cost of relocating the utility facilities shall be collected from the owner. Under the act, the cost of relocating the utility facilities shall be the responsibility of the Commission or the owner. JULIA SHEVELEVA

SB 1064 - Under this act, the state's laws shall preempt any local laws, ordinances, orders, rules, or regulations enacted by a county, municipality, or other political subdivision of the state regulating the sale of tobacco products, alternative nicotine products, or vapor products. Additionally, nothing in this act shall be construed to prohibit counties, municipalities, and other political subdivisions from enforcing ordinances and regulations that prevent the sale of tobacco products, alternative nicotine products, or vapor products to persons under the age of 21. Finally, the provisions of this act shall not be construed to preempt any local laws, ordinances, orders, rules, or regulations relating to tobacco products, alternative nicotine products, or vapor products enacted by a county, municipality, or other political subdivision in effect as of January 1, 2026. This act is substantially similar to SCS/SB 231 (2025) and similar to HCS/HB 344 (2025), SB 911 (2024), SB 522 (2023), HCS/HB 1039 (2023), and SB 1158 (2022). SARAH HASKINS

HCS/SS#3/SB 1062 - This act requires the Commissioner of Administration, prior to awarding any contract in an amount of $20 million or more, to obtain the consent of both the chair of the house budget committee and the chair of the senate appropriations committee. This act repeals a provision of law limiting the total amount of grants provided through the Missouri Commission for the Deaf and Hard of Hearing to organizations that provide services to deaf-blind individuals and families. This provision is identical to SB 1787 (2026) and HB 2408 (2026). Under this act, the Missouri Commission for the Deaf and Hard of Hearing shall establish a statewide communication access services program to improve compliance with the federal Americans with Disabilities Act for agencies and businesses by coordinating resources, filling service gaps, and assisting with costs related to accommodations. The Commission shall develop a statewide registry of service providers, establish training and equipment standards, maintain an informational website, provide training, conduct outreach, and submit an annual report to the Governor and General Assembly, as described in the act. The Commission shall also, subject to appropriation, finance requests for assistance in providing communication access services and administer scholarships for professional development, internships, and certification testing. This provision is identical to SB 1637 (2026) and similar to SB 766 (2025). This act creates the "Inspiration Act" and the "Inspiration" program. The act requires the Department of Social Services to coordinate with various state agencies and a partner network to assist participants in achieving personal goals, self-sufficiency, community integration, and a prosperous future. Participation in the Charity program is limited to legal residents who are 18 years of age or older, except as otherwise provided in the act. State departments and agencies are required to participate in the Charity program at the direction of the Governor. In order to use government resources more effectively and efficiently, participating state departments and agencies shall use existing resources and personnel, to the extent possible, to operate the Charity program. This provision is substantially similar to SB 1728 (2026) and SB 1803 (2026). This act establishes the "Task Force on the Protection of Children and Families", consisting of legislative members and members appointed by the Governor. The task force shall implement provisions of the Inspiration program by providing oversight of prevention efforts, as well as ensure accountability, transparency, and continuous improvement across all system responsible for protecting children from abuse. The task force shall submit a report to the General Assembly and the Governor no later than December 30, 2027, as described in the act, and shall expire on December 31, 2027. SARAH HASKINS HA#1: REMOVES SECTION 34.025 FROM THE BILL AND CHANGES THE INSPIRATION PROGRAM TO THE INSPIRE MISSOURI PROGRAM

SB 1057 - This act amends Supreme Court Rule 33.01 relating to conditions of release from custody in criminal proceedings. Currently, when considering the least restrictive condition for release, the court shall first consider non-monetary conditions and may only consider monetary conditions if the non-monetary conditions alone will not secure the appearance of the defendant or the safety of the community or certain persons. After considering the defendant's ability to pay, a monetary condition fixed at more than is necessary to secure the appearance of the defendant at trial or the safety of the community or certain persons is impermissible. This act repeals this provision and provides that the court shall have discretion to impose monetary or non-monetary conditions of release as the court determines appropriate under the individual circumstances of the defendant and the case. However, in making this determination, the court shall give substantial weight to: (1) The defendant’s prior criminal convictions or history of criminal activity; (2) Any prior failures to appear in court by the defendant; (3) The nature and seriousness of the current criminal charge; and (4) Any known risk to the safety of the community or other person. The court shall not be required to exhaust non-monetary conditions before setting monetary conditions if such conditions are necessary to reasonably assure the appearance of the defendant and protect the safety of the public or certain persons. The discretion of the court under this rule shall be presumed to be valid and shall not be disturbed upon review absent a clear abuse. This act shall become effective on January 1, 2027. This act is identical to HB 3481 (2026), and is similar to SB 1243 (2026). TRISTAN BENSON, JR.

SS#2/SCS/SB 1029 - This act creates and modifies provisions relating to education. FUNDING FOR EARLY CHILDHOOD EDUCATION SERVICES (Sections 67.547 and 67.5420) This act provides that current law relating to the distribution of sales tax proceeds in St. Louis County shall not apply to a tax for the purpose of funding early childhood educational services, and requires that such proceeds shall be deposited in the county's Early Childhood Education Fund, which is created by the act. (Section 67.547) This act also requires the proceeds of any tax imposed by St. Louis County or St. Louis City for the purposes of improving the quality, affordability, and access to early childhood development programs for children aged five years and younger to be deposited into the county or city Early Childhood Education Fund. The administrative control and management of such funds shall be by the board of directors responsible for the administration of a city or county Community Children's Services Fund. The board of directors shall use or disburse the funds in the Early Childhood Education Fund to provide and administer programs subsidizing the cost of providing early childhood education, prioritizing children in financial need. Financial assistance may be used for early childhood education and child care provided by public, private, not-for-profit, and for-profit entities licensed, contracted to receive child care subsidies, or otherwise registered by the Missouri Department of Elementary and Secondary Education, including preschools, childcare centers, nursery schools, local education agencies, charter schools, Head Start and Early Head Start programs, informal childcare providers and independent and system-affiliated family child care homes, as described in the act. (Section 67.5420) These provisions are similar to SB 1662 (2026), HCS/HB 2379 (2026), HB 3149 (2026), SB 20 (2025), SB 1447 (2024), HB 373 (2023), and a provision in SS/HCS/HBs 2097 & 1905 (2026). MISSOURI EMPOWERMENT SCHOLARSHIP ACCOUNTS PROGRAM (Sections 135.714, 135.715, and 135.716) Currently, educational assistance organizations (EAOs) that award student scholarships through the Missouri Empowerment Scholarship Accounts Program are required to spend at least 90% of all taxpayer contributions on scholarship accounts. Between three and ten percent of such contributions may be spent on marketing and administrative expenses, depending on the total amount of contributions received. Additionally, four percent of all contributions are to be deposited into a state fund to be used by the State Treasurer for marketing and administrative expenses or the costs incurred in administering the program, whichever is less. This act requires EAOs to ensure that at least 94% of all contributions and state appropriations are spent on scholarship accounts. Three percent of the EAO's remaining revenue from contributions and appropriations may be spent on the EAO's administrative expenses. Additionally, three percent, rather than four percent, of all contributions and appropriations to each EAO shall be deposited into the Missouri Empowerment Scholarship Accounts Fund, to be used by the State Treasurer for administrative expenses or the costs incurred in administering the program, whichever is less. (Sections 135.714, 135.715, and 135.716). The act further provides that each EAO shall submit to an annual audit conducted by the State Auditor within six months of the end of the EAO's fiscal year, rather than submitting audits prepared by a certified public accountant to the State Treasurer annually. The State Treasurer shall provide all information included in the annual audits if requested by a public governmental body, without redactions. However, any personally identifiable information of any qualified student or parent that satisfies the definition of "personally identifiable information" under the federal Family Educational Rights and Privacy Act shall be a closed record under the Missouri Sunshine Law and shall not be disclosed to the public by any public governmental body. (Section 135.714) SCHOOL DISTRICT FINANCIAL INFORMATION (Section 162.192) Under this act, each school district shall maintain a searchable, publicly accessible database on its website setting forth all financial transactions conducted with school district funds. The financial ledger shall be available without login credentials, registration, or fees, and shall be downloadable and exportable in formats specified in the act. The financial ledger shall record transactions using codes set forth in the Missouri Financial Accounting Manual published by the Department of Elementary and Secondary Education (DESE), as applicable. Certain data fields shall be included in the financial ledger at minimum, such as transaction date, transaction amount, revenue or expenditure designation, fund code, function code, object code, vendor or payee name, and a description or memo field. The homepage of each public school's website shall include a direct link to the financial ledger of the school district that oversees such public school. The link shall make the financial ledger accessible within one click, and shall be functional and mobile-responsive. DESE may provide standardized language or icons that public schools may use for this purpose. A school district's financial ledger shall be updated at least monthly. Details of each calendar month's financial transactions shall be posted no later than 45 days after the close of that calendar month. For record keeping purposes, a school district shall maintain at least five fiscal years of historical data on its financial ledger. Protected personal information may be redacted only to the extent required by applicable law. Vendor names, amounts, and accounting codes shall not be redacted. Payroll data may be presented in aggregated form where disclosure of individual information is restricted. Debt obligations shall be posted in a separate section of the financial ledger, with disclosure of outstanding debt balances, issuance dates, repayment schedules, annual debt service amounts, and debt service as a percentage of total expenditures. DESE may provide or approve standardized templates or platforms school districts may use for their financial ledgers. DESE may additionally provide guidance to assist school districts with compliance. DESE shall promulgate rules establishing procedures and timelines for school districts to certify compliance annually. A school district that violates any provision of this act may be subject to the withholding of state aid from such school district. DESE shall establish a process for members of the public to file complaints if they believe a school district has violated any provision of the act. DESE may also establish a public compliance dashboard on DESE's website to enable members of the public to check whether a particular school district is certified as in compliance. This provision is similar to provisions in SCS/SB 1207 (2026), SCS/HBs 2120 & 1698 (2026), SCS/HBs 2230 & 2978 (2026), SCS/HCS/HB 2710 (2026), SCS/HCS/HB 2748 (2026), SCS/HB 2872 (2026), and SCS/HB 2896 (2026). SCHOOL DISTRICT LEGAL EXPENSES (Section 162.821) The act requires school districts to include the amount expended for legal services in their Annual Secretary of the Board Report. If the report does not include the amount expended for legal services, then the Attorney General may bring a civil action, including an action for injunctive relief, against the school district. Such action shall be brought in the county where the school district is located. This provision is identical to SB 1353 (2026), substantially similar to SB 793 (2025), and similar to provisions in SCS/HCS/HB 2710 (2026) and in HCS/SB 1351 (2026). OLIVIA SHANNON

HCS/SS#2/SCS/SB 1023 - This act modifies provisions relating to political subdivisions. COUNTY SALARY COMMISSIONS Current law provides that every noncharter county has a salary commission that is made up of specified members. This act removes the prosecuting attorney and county sheriff from the membership of the salary commission, except in Boone County where they shall remain on the commission. In counties that utilize part-time prosecuting attorneys, they shall be members of the salary commission. (Section 50.333) This provision is identical to a provision in SS/SCS/HB 1825 (2026), SCS/HB 3000 (2026). CANDIDATE FILING PERIODS FOR LOCAL ELECTIONS Under current law, the period for filing a declaration of candidacy in certain political subdivisions and special districts is from 8:00 a.m. on the 17th Tuesday prior to the election until 5:00 p.m. on the 14th Tuesday prior to the election. This act changes that period to 8:00 a.m. on the 16th Tuesday prior to the election until 5:00 p.m. on the 13th Tuesday prior to the election, unless the 13th Tuesday prior to an election falls on a holiday, then the closing of filing shall be at 5:00 p.m. on the next day that is not a holiday. (Section 115.127) This provision is identical to SB 1095 (2026) and to a provision in SCS/SB 182 (2025), HB 208 (2025), SB 774 (2024), a provision in SB 926 (2024), a provision in HCS/HB 1525 (2024), HB 1604 (2024), a provision in SCS/HB 2084 (2024), a provision in HCS/HB 2140 (2024), a provision in HCS/HB 2206 (2024), a provision in HCS/HB 2895 (2024), a provision in SCS/SB 346 (2023), and CCS/HS/HCS/SS#2/SCS/SB 96 (2023) and substantially similar to HB 2225 (2024), HCS/HB 1214 (2023), provisions in the perfected HCS/HBs 267 & 347 (2023), and HCS/HB 783 (2023). ST. CHARLES CITY-COUNTY LIBRARY BOARD OF TRUSTEES This act changes the composition of the St. Charles City-County Library Board of Trustees. Currently, the board consists of nine members, with five members appointed by the St. Charles County Executive and four members appointed by the mayor of the city of St. Charles. Beginning with appointments made after January 1, 2027, this act provides that the four city-appointed members shall be selected by the mayors of the four most populous cities in the county, as determined by the decennial census. (Section 182.291) This provision is identical to SB 1144 (2026), HCS/HBs 1728, 2161 & 1830 (2026), and HB 1405 (2025). URBAN LIBRARY DISTRICT FISCAL YEARS This act authorizes the board of trustees of an urban library district to change the dates of the fiscal year. (Section 182.711) This provision is identical to SB 1675 (2026) and HB 3321 (2026), and to a provision in SCS/HB 3000 (2026). PUBLIC LIBRARY SALES TAX Current law authorizes public library districts in certain counties to impose a sales tax of up to 0.5%. This act allows all counties to impose such sales tax. For a sales tax imposed by a library district located in St. Charles County or St. Girardeau County, real and personal property tax levies imposed by such districts shall be reduced concurrently to offset 100% of the sales tax revenue generated by the levy imposed pursuant to the act. For a sales tax imposed by a library district located in Cass or Johnson counties, the rate shall not exceed 0.33% rather than 0.5%, and such levy shall be imposed concurrently with the elimination of all real and personal property tax levies imposed by such districts. (Section 182.802) This provision is substantially similar to HB 1621 (2026) and to a provision in SCS/HB 3000 (2026). DISSOLUTION OF PUBLIC WATER SUPPLY DISTRICTS Under the act, a petition for a dissolution of a public water supply district shall allege that an agreement for sale of the district's assets has been entered into by the board of directors contingent upon approval of the circuit court and voters. Unless the petitioners for the dissolution of the district prove that there is an agreement for sale of the district's assets entered into by the board of directors that would permit all debts and financial obligations of the district be paid in full upon dissolution and provide for the continuation of water supply to the inhabitants of the district, the petition shall be dismissed at the cost of the petitioners. If the court finds in favor of the petitioners, the court shall enter a decree with a question to the voters of the district, as described in the act. At their discretion, the board of directors may approve a change in the vote threshold to a majority of four-sevenths of the voters of the district voting on the proposition for dissolution. The court shall enter an order declaring the decree for dissolution to be final if the court found that the question for dissolution has been assented to by such vote. The act repeals the current voting requirement of a majority of two-thirds of the voters of the district voting on the proposition. (Section 247.220) This provision is substantially similar to SB 1284 (2026) and to a provision in SS/HB 2397 (2026). REGULATION OF ALCOHOLIC BEVERAGES This act provides that the state expressly preempts the field of regulating the sale of alcoholic beverages specifically as it relates to the size of the container, the volume of fluid ounces in the container, the alcohol content of the liquid in the container, and the number of containers that can be purchased per transaction. (Section 311.038) This provision contains an emergency clause. This provision is identical to a provision in HCS/HB 3347 (2026). JOSH NORBERG

CCS#2/HCS/SB 1020 - DEPARTMENT OF REVENUE FEE OFFICES (Section 136.055) This act authorizes any person who is selected or appointed by the state Director of Revenue to collect from the party requiring the processing of motor vehicle title and registration transactions and collection of sales and use taxes, an additional fee of twenty-seven dollars for a three-year registration as compensation in full and for all services rendered. Current law requires the Director of Revenue to award fee office contracts through a competitive bidding process. This act provides that, if no competitive bids are received, the Director shall be authorized to enter into a contract with a political subdivision, service organization, or other reputable business to become the agent. This act is similar to HB 2640 (2026). PURCHASE OR LEASE OF MOTOR VEHICLES, TRAILERS, BOATS, AND OUTBOARD MOTORS (Section 144.070) Motor vehicle dealers who sell vehicles to purchasers who are not residents of this state, and the vehicle is delivered to or picked up at the dealer's Missouri location, shall collect and remit Missouri state and local sales tax according to law at the rate applicable to the dealer's place of business. The dealer shall not be required to determine the tax rate of the purchaser's state of residence. Every motor vehicle dealer licensed under this act shall collect and remit the sales tax required under this act on all motor vehicles, boats, and outboard motors that such dealer sells as directed by the Director of Revenue. This act is identical to provisions in HB 3316 (2026), HCS/SB 1408 (2026), and SB 1632 (2026). REGISTRATION AND LICENSING OF MOTOR VEHICLES (Section 301.010, 301.020, 301.030, 301.050, 301.055, 301.070, 301.074, 301.093, 301.094, 301.110, 301.130, 301.132, 301.140, 301.147, and 301.190) Every owner of a motor vehicle or trailer, which shall be operated or driven upon the highways of this state, shall annually file an application for registration containing, but not limited to, the applicant's full legal name as it appears on the applicant's driver's license, nondriver's license, or permit. If the applicant does not have a Missouri driver's license, nondriver's license, or permit, the full legal name shall be as it appears on a government-issued identification document, birth certificate, or as legally changed through marriage or court order. Name changes by common usage based on common law shall not be permitted. The application shall also include the address of the owner of such boat or outboard motor as prescribed in current law. Under this act, no violation shall be issued for an expired registration during the entire month indicated on the license plate. All registration fees shall be payable to the Director of Revenue and shall accompany the application for registration. A penalty fee shall be paid on all delinquent registrations. The penalty fee shall be five dollars per month of delinquency, not to exceed a total of twenty-five dollars. The annual registration fee for a passenger motor vehicle plate other than commercial motor vehicles is twenty-five dollars, inclusive of the railroad crossing safety fee prescribed in current law. The annual registration fee for motorcycles, motortricycles, and autocycles is ten dollars, inclusive of the railroad crossing safety fee prescribed in current law. This act repeals the fees based on the horsepower of vehicles propelled by internal combustion engines. The Director of Revenue may stagger the collection of alternative fuel decal fees and issuance of alternative fuel decals so that issuance of alternative fuel decals occurs at the time of vehicle registration and the decal or decals are valid for the duration of the vehicle's registration period. In lieu of the decal, the Director may issue a receipt showing payment of the alternative fuel decal fee, which shall be kept with the vehicle and be valid in place of an alternative fuel decal displayed in accordance with current law. Beginning January 1, 2027, the Director of Revenue may issue three-year tabs as provided by law as evidence of the payment of registration fees and the current registration of a vehicle in lieu of the set of plates to motor vehicle owners electing a three-year registration under this act. This act repeals the vehicle safety inspection requirement for street rods and custom vehicles. A vehicle registered pursuant to these provisions is exempt from inspection of emission controls requirements. In the case of a transfer of ownership, the original owner may register another motor vehicle under the same license plate number, upon payment of a fee of ten dollars, if the motor vehicle is the same classification as originally registered. License plates may be transferred from a motor vehicle which will no longer be operated to a newly purchased motor vehicle by the owner of such vehicles. The owner shall pay a transfer fee of ten dollars if the motor vehicle is the same classification as the newly purchased vehicle. When such motor vehicle is of greater classification than originally registered, the applicant shall pay a transfer fee of ten dollars and a pro rata portion for the difference in fees. When the vehicle is of less classification than originally registered, the applicant shall not be entitled to a refund. If the transfer occurs at a dealer location, the current plate may be transferred at the time of purchase. If a motor vehicle, trailer, boat, or outboard motor is purchased independently, the time frame for transfer of plates noted in this act shall apply, and the transfer shall occur by an authorized agent of the Department of Revenue or the Department of Revenue central office. The Director of the Department of Revenue shall have the authority to produce or allow others to produce a weather resistant interim plate authorizing the operation of a motor vehicle or trailer by a buyer for not more than thirty days, or no more than sixty days from the date of purchase if issued by a dealer selling the motor vehicle. In-transit plates may be issued for motor vehicles, trailers, and boats purchased by nonresidents of this state for a fee of ten dollars. In-transit plates shall be void fifteen days after issuance. Should an inspection be required at an authorized inspection facility for a salvage vehicle, the owner shall carry and possess an ownership document or proof of purchase and shall get an inspection within fifteen days of the application. No certificate of registration of any motor vehicle, trailer, boat, or other titled property shall be issued by the Director of Revenue unless the applicant files an application for a certificate of registration. The application shall include the applicant's full legal name as it appears on the applicant's driver's license, nondriver's license, or permit. If the applicant does not have a Missouri driver's license, nondriver's license, or permit, the full legal name shall be as it appears on a government-issued identification document, birth certificate, or as legally changed through marriage or court order. Name changes by common usage based on common law shall not be permitted. Applicants that are businesses shall be the same name as registered to do business through the Missouri Secretary of State's office. This act is similar to HB 2951 (2026), HCS/SB 1408 (2026), and SB 1661 (2026). LICENSURE OF DEALERS (Section 301.550, 301.560, 301.570) Currently, it is required that a person or entity sell six or more vehicles in a calendar year in order to meet the definition of "motor vehicle dealer" and obtain a license to sell motor vehicles. This act increases the threshold number of vehicles to twelve. Current law requires the issuance of a distinctive dealer license number or certificate number upon the renewal of a dealer license plate. This act instead requires the issuance of a renewal tab to be placed on the lower right corner of the plate or certificate, with the cost of the renewal tab equal to the costs for dealer license plates. Additionally, the act provides that the dealer license plate fee shall be increased from $50 to $50 per plate. This act is identical to provisions in HB 3316 (2026), HCS/SB 1408 (2026), and SB 1632 (2026). LIENS AND ENCUMBRANCES (Section 301.600) Currently, a notice of a lien does not specify that a motor vehicle owner's full legal name be contained in the notice. This act requires the full legal name of the motor vehicle owner be contained in the notice of lien. This act is identical to provisions in HB 3316 (2026). FEDERAL REAL ID ACT (Section 302.170) Electronic copies of source documents shall be retained by the Department provided that the applicant opts in to such retention; otherwise such copies shall be destroyed after the minimum time required by federal law. DRIVER'S LICENSE RENEWAL (Section 302.177) All online license renewal submissions shall have an option to be electronically forwarded to the local Department of Revenue fee office of the applicant's preference and shall be processed only at the local fee office so designated. This act is identical to provisions in HB 2640 (2026). MOTOR VEHICLE INSPECTIONS (Section 307.350, 307.365, and 307.375) Currently, owners of a motor vehicle or trailer, which shall be operated or driven upon the highways of this state, are required to provide proof that the vehicle or trailer has passed a safety inspection when registering it in this state, unless excluded by an exception described in current law. This act repeals the requirement that any vehicle manufactured as an even-numbered model year vehicle be inspected and approved in each even-numbered calendar year and each odd-numbered model year vehicle be inspected and approved in each odd-numbered calendar year. A valid safety inspection shall be required for all registration issuances of a motor vehicle subject to a safety inspection under this act. This act is similar to provisions in HCS/HB 3316 (2026), HCS/SB 1408(2026), and SB 1632 (2026). WARRANTY SERVICE–COMPENSATION OF RECREATIONAL VEHICLE DEALER (Section 407.1338) Under current law, the warrantor shall reimburse the dealer for warranty parts at actual wholesale cost, plus a minimum thirty-percent handling charge and the cost, if any, of freight to return warranty parts to the warrantor. This act provides that in addition, the warrantor shall supply parts and components for warranty service in such quantities and within such reasonable time as will enable the dealer to perform such service without undue delay and should the warrantor fail to ship parts or components within ten days of the dealer's order, the dealer may obtain substantially similar parts or components, within thirty days, and be reimbursed by the warrantor at one hundred percent of the cost paid by the dealer for any parts obtained from another source. Warrantors must compensate its dealers for at least seventy-five percent of a dealership's employee time spent traveling to and from mobile or other warranty repair work performed away from the dealership location, provided the travel time is documented and a claim is submitted to the warrantor within thirty days of completing the work. This act is identical to provisions in SB 1669 (2026). MOTOR VEHICLE EMISSIONS INSPECTIONS (Section 643.315) This act repeals the registration schedule based on the manufacture year of the vehicle, whether even or odd. New motor vehicles that have not been previously titled and registered for the four-year period following their model year of manufacture are not required to have a motor vehicle emissions inspection as described in current law regardless of the odometer reading. A valid emissions inspection shall be required for all registration issuances and renewals of a motor vehicle subject to emissions inspections under this act. This act is similar to provisions in HCS/SB 1408 (2026), SB 1632 (2026), HB 3316 (2026), HCS/HBs 1838, 1692, 1695, 1983, 2036, 2662, & 2743 (2026). TAYLOR MIDDLETON

SS/SCS/SB 1003 - This act modifies provisions relating to military affairs. GRANTS FROM THE MISSOURI MILITARY FAMILY RELIEF FUND (SECTION 41.216) This act modifies the composition of the panel that recommends to the Adjutant General to make grants or provide other financial assistance or services from the Missouri Military Family Relief Fund. Instead of a sergeant major of the Missouri National Guard, the panel shall include a senior enlisted leader of the Missouri National Guard. This act also provides that the Adjutant General, rather than the panel, shall have the power to establish criteria for the grants. Furthermore, the grants may be made to members of the Missouri National Guard in addition to families of members and other reserve members of the Armed Forces of the United States. This provision is identical to a provision in HB 2593 (2026). MISSOURI NATIONAL GUARD RIBBONS (SECTION 41.475, 41.598 & 41.599) This act establishes a Missouri National Guard Counterdrug Program Ribbon, which the Adjutant General is authorized to present to any member of the Missouri National Guard who has participated in the Counterdrug Program after January 1, 1989. This act also establishes the Missouri National Guard Homeland Response Force Program Ribbon, which the Adjutant General is authorized to present to any member of the Missouri National Guard who has participated in the Homeland Response Force Program after January 1, 2012. This act establishes a Missouri National Guard Engineer Explosive Ordnance Clearance Agent Ribbon, which the Adjutant General is authorized to present to any member of the Missouri National Guard who has participated in an engineer explosive ordnance clearance agent course after January 1, 2012. These provisions are identical to provisions in HB 2593 (2026). FEDERAL ASSET FORFEITURE PROGRAM PARTICIPATION BY THE NATIONAL GUARD (SECTION 41.477) This act creates the Missouri National Guard Counterdrug Revolving Fund, which shall consist of all monies received by the Missouri National Guard through federal asset forfeiture programs for purposes authorized by such programs. Participation in federal asset forfeiture programs shall be at the discretion of the Adjutant General. Upon electing to participate, the Missouri National Guard shall comply with the terms of an equitable sharing agreement and certificate of the federal asset forfeiture program. CYBERSECURITY MISSION ACT (SECTIONS 41.1015 TO 41.1018) This act establishes the Cybersecurity Mission Act, which provides that upon the request of the Director of the Department of Public Safety, the Missouri National Guard may enter into agreements for aid related to cybersecurity, cyber-attack prevention, cyber-attack response, and cyber-attack support activities for this state and for political subdivisions, governing bodies, public colleges and universities, law enforcement agencies, utility companies, and critical infrastructure facilities of this state. The Adjutant General may activate members on state order to carry out such activities. The Missouri National Guard Cyber-Security Revolving Fund is created and shall consist of monies appropriated by the General Assembly and monies received as a charge and monies received as reimbursement for expenses incurred by the Missouri National Guard related to rendering aid under this act. These provisions are substantially similar to provisions in HB 2593 (2026). RECOGNITION MEDALS (SECTIONS 42.300 TO 42.316) The Missouri Veterans' Commission may use the Veterans Commission Capital Improvement Trust Fund for payment of expenses associated with providing medals, medallions, and certificates in recognition of service in the Armed Forces of the United States for any conflict, war, operation, and similar incident identified in law, rather than during World War II, the Korean Conflict, and the Vietnam War. Furthermore, this act provides that spouses or eldest living survivors of a deceased veteran, who was entitled to but died prior to applying, may apply for, on behalf of the deceased veteran, the following medallions, medals, and certificates: • Operation Iraqi Freedom and Operation New Dawn; • Operation Enduring Freedom, Operation Freedom's Sentinel, and Operation Allies Refuge Program; and • Operation Desert Shield and Operation Desert Storm. The Missouri Veterans' Commission shall design the form for such medallions, medals, and certificates. The Adjutant General shall determine as expeditiously as possible those persons who are entitled to such medallions, medals, and certificates and shall notify the General Assembly when such supply totals less than 100. These provisions are identical to provisions in HB 2593 (2026). STATE-SPONSORED LIFE INSURANCE PROGRAM (SECTION 105.265) This act provides that the Adjutant General shall be the official sponsor of the state-sponsored life insurance program, which is the life insurance program exclusively offered to all members of the Missouri National Guard through the Missouri National Guard Association in accordance with federal law. The Missouri National Guard Association shall select the insurer used to provide the program. Furthermore, the Adjutant General shall: (1) Allow, facilitate, and coordinate all efforts to make the program available to all Missouri National Guard members; (2) Provide an opportunity for Missouri National Guard members to purchase products of the program; (3) Allow, facilitate, and coordinate requested allotments with the appropriate United States Property and Fiscal Office; (4) Allow program representatives to provide Missouri National Guard members with program briefings during annual training and inactive duty training periods; and (5) Allow Missouri National Guard members to designate or change beneficiaries under the program. LEAVE FROM EMPLOYMENT FOR MILITARY SERVICE (SECTION 105.270) This act expands, from 120 to 160, the maximum number of hours in leave of absence per federal fiscal year that certain public employees are entitled to take to perform specified military duties without loss of time, pay, regular leave, impairment of efficiency rating, or of any other rights or benefits to which the employees are otherwise entitled. TUITION AND FEE WAIVERS FOR MISSOURI NATIONAL GUARD MEMBERS (SECTION 173.239) Currently, the tuition and fee waiver for undergraduate courses at Missouri higher education institutions to Missouri National Guard members apply after GI Bill educational entitlements. This act repeals this provision. This provision is identical to HB 2593 (2026). REPEAL OF THE MILITARY COUNSEL (SECTION 41.220) Finally, this act repeals the Military Council, which duties included acting in an advisory capacity on matters provided by the Governor and the Adjutant General and making recommendations of appropriations for the needs of the militia and expending such appropriations. HCS/SB 945 - This act modifies provisions relating to court operations. ATTORNEY FOR THE SHERIFF OF THE CITY OF ST. LOUIS (SECTION 57.540) Current law provides that compensation for the attorney for the sheriff of the City of St. Louis shall be not less than $3,000 and not more than $15,000 per year. This act provides that the sheriff shall set the rate of compensation for the attorney, and the attorney shall serve at the pleasure of the sheriff. This provision is identical to SCS/SB 944 (2026), a provision in HCS/SB 1067 (2026), and in the truly agreed to and finally passed CCS/SS/HCS/HBs 2637 & 3155 (2026). STATEWIDE COURT AUTOMATION (SECTIONS 476.055 & 483.005) This act modifies provisions of law related to the Statewide Court Automation Committee ("Committee"). Specifically, this act provides that the Chief Justice of the Supreme Court of Missouri, the Executive Director of the Missouri Office of Prosecution Services, and the Director of the Missouri State Public Defender System shall now serve as ex-officio members. For the House and Senate members on the Committee, one shall be a member of the majority party and one shall be a member of the minority party. Furthermore, the appointed members of the Committee shall serve for terms of two years or until their successors are appointed. Members of the Committee may also be reimbursed from the Statewide Court Automation Fund for actual expenses related to the duties of the Committee. Furthermore, this act provides that the Committee shall maintain, rather than implement, a statewide court automation system. This act also defines "confidential judicial record" for purposes of the offenses related to releasing information from a confidential judicial record as defined by Missouri Supreme Court Rules. Currently, the Committee is required to file a report on the progress of the statewide court automation system with the chairs of certain House and Senate Committees on the February 1st, May 1st, August 1st, and November 1st of each year. Instead, this act provides that the report shall be filed electronically on January 15th of each year. Lastly, this act removes the expiration of the Committee upon completion of its duties. These provisions are identical to a provision contained in the truly agreed to and finally passed CCS/HCS/SS/SCS/SBs 835 & 1111 (2026), a provision in HCS/HB 3289 (2026), and in HCS/SB 1067 (2026). TREATMENT COURTS (SECTION 478.003) This act provides that in each treatment court division without a treatment court administrator or a treatment court commissioner, the court shall employ a treatment court administrator, subject to appropriations or other funds available. If other funds available are used, the source shall reimburse the state for the costs of the salary and benefits of the administrator. This provision is identical to a provision in the truly agreed to and finally passed CCS/HCS/SS/SCS/SBs 835 & 1111 (2026), in HCS/SB 1067 (2026) and in HCS/HB 3289 (2026) and is similar to HB 3468 (2026). 7TH JUDICIAL CIRCUIT (CLAY COUNTY) - CIRCUIT JUDGES (SECTION 478.385) Currently, the Seventh Judicial Circuit, located in Clay County, has four circuit judges. This act increase the number of circuit judges to five beginning in fiscal year 2028. This provision is identical to a provision in HCS/SB 1067 (2206) and is substantially similar to SB 1702 (2026), a provision in HCS/HBs 2968, 2427 & 3086 (2026), HB 3363 (2026), and HB 3448 (2026). 22ND JUDICIAL CIRCUIT (ST. LOUIS CITY) (SECTION 478.387) This act removes the city description for the 22nd judicial circuit, which consists of the City of St. Louis. This provision is identical to provision in HCS/SB 1067 (2026) and in HCS/HBs 2968, 2427 & 3086 (2026). 23RD JUDICIAL CIRCUIT (JEFFERSON COUNTY) - ASSOCIATE CIRCUIT JUDGES (SECTION 478.550) Currently, there are six associate circuit judges in the 23rd Judicial District, located in Jefferson County. This act provides for an additional associate circuit judge. The new judge shall be appointed by the Governor until a successor is elected in 2028 with a term beginning January 1, 2029. The new associate circuit judge position shall not be included in the automatic increases in the number of associate judge positions provided by the statutory formula based on population. This provision is identical to a provision in HCS/SB 1067 (2026), HB 2752 (2026), in HCS/HBs 2968, 2427 & 3086 (2026), in HCS/SS/SB 221 (2025), and in HCS/HB 93 & 1139 (2025). 11TH JUDICIAL CIRCUIT (ST. CHARLES COUNTY) - CIRCUIT AND ASSOCIATE CIRCUIT JUDGES (SECTION 478.600) Currently, there are six circuit judges and nine associate circuit judges in the 11th Judicial District, located in St. Charles County. This act provides for an additional circuit judges and an additional two associate circuit judges. The new circuit judge shall be elected in 2028 for a two year term and then for a full six year term in 2030. The associate circuit judge shall be elected in 2028. The new associate circuit judge position shall not be included in the automatic increases in the number of associate judge positions provided by the statutory formula based on population. This provision is identical to a provision in HCS/SB 1067 (2026) and in HCS/HBs 2968, 2427 & 3086 (2026) and is similar to SB 1393 (2026), a provision in SCS/HB 1625 (2026), HB 1890 (2026), in HCS/SS/SB 221 (2025), in SCS/HCS/HB 1259 (2025), HB 1390 (2025), HB 1426 (2025), HB 370 (2023), and HB 538 (2023). 20TH JUDICIAL CIRCUIT (FRANKLIN COUNTY) - ASSOCIATE CIRCUIT JUDGES (SECTION 478.630) Currently, Franklin County, located in the 20th Judicial District, has three associate circuit judges per the statutory formula. This act provides for an additional associate circuit judge for Franklin County to be appointed by the Governor until January 1, 2029, and elected thereafter. This provision is identical to a provision in HCS/SB 1067 (2026) and in HCS/HBs 2968, 2427 & 3086 (2026), and is substantially similar to SB 1587 (2026), a provision in SCS/HB 1625 (2026), and HB 2386 (2026). 25TH JUDICIAL CIRCUIT (MARIES, PHELPS, PULASKI & TEXAS) - CIRCUIT JUDGES (SECTION 478.700) This act codifies three circuit judges, including the circuit judge approved in the FY2026 appropriation and appointed by the Governor in 2026, in the 25th Judicial Circuit, consisting of the counties of Maries, Phelps, Pulaski & Texas. The circuit judge appointed in 2026 shall serve until January 1, 2029, and then the position shall be filled by an election of a four year term in 2028 and then a full six year term in 2032 and thereafter. This provision is identical to a provision in the truly agreed to and finally passed CCS/HCS/SS/SCS/SBs 835 & 1111 (2026), in HCS/SB 1067 (2026), in HCS/HBs 2968, 2427 & 3086 (2026), and HB 3229 (2026). 26TH JUDICIAL CIRCUIT (MILLER COUNTY) - ASSOCIATE CIRCUIT JUDGES (SECTION 478.705) Currently, Miller County, located in the 26th Judicial District, has one associate circuit judges per the statutory formula. This act provides for an additional associate circuit judge for Miller County to be appointed by the Governor until January 1, 2029, and elected thereafter. This provision is identical to a provision in HCS/SB 1067 (2026) and in HCS/HBs 2968, 2427 & 3086 (2026). COURT RECORDS (SECTIONS 483.005 & 483.082) This act provides that subject to the Missouri Supreme Court Rules and the supervisory authority of the Supreme Court of Missouri, the confidential information and confidential records in a case record shall be maintained so as to be inaccessible to the general public under Missouri Supreme Court Rules. The terms "case record," "confidential information," and "confidential judicial records" are defined in the act. This provision is identical to provisions in HCS/SB 1067 (2026) and HCS/HB 3289 (2026). 25TH JUDICIAL CIRCUIT (MARIES, PHELPS, PULASKI & TEXAS) - FAMILY COURT COMMISSIONERS (SECTION 487.020) Currently, the majority of the circuit and associate circuit judges en banc may appoint, in addition to those commissioners serving as commissioners of the juvenile division and the family court, no more than three additional commissioners to hear family court cases. This act provides that the judges of the 25th Judicial District, consisting of the counties of Maries, Phelps, Pulaski & Texas, may appoint no more than four additional commissioners beginning FY2028 (July 1, 2027). This provision is identical to a provision in HCS/SB 1067 (2026). 7TH JUDICIAL CIRCUIT (CLAY COUNTY) - FAMILY COURT COMMISSIONERS (SECTION 487.020) Currently, the state is reimbursed for the salaries of family court commissioners appointed after August 28, 1993. There is an exception for the 11th (St. Charles County), 13th (Callaway and Boone Counties), and 31st (Greene County) Judicial Circuits, which allows one family court commissioner to be compensated by the state without requiring reimbursement. This act applies the exception to the 7th Judicial Circuit, consisting of Clay County. This provision is identical to a provision in HCS/SB 1067 (2026), SB 1717 (2026), in HCS/HBs 2968, 2427 & 3086 (2026), HB 3387 (2026), and HB 3449 (2026). COURT AUTOMATION COURT FEE (SECTION 488.012 & 488.027) This act increases the fee amount in all circuit civil cases and in all criminal cases for the Statewide Court Automation Fund from $7 to $10. Beginning July 1, 2027, the fee for the Statewide Court Automation Fund shall be adjusted annually based on inflation. These provisions are identical to a provision in HCS/SB 1067 (2026) and HCS/HB 3443 (2026) and is similar to SB 455 (2021), SB 950 (2020), a provision in SCS/HCS/HB 67 (2019), in SCS/SB 270 (2019), and HB 2262 (2018). ST. LOUIS CITY CIVIL CASE FILING FEE (SECTION 488.426) Currently, any circuit court may collect a civil case filing surcharge of an amount not to exceed $15 for the maintenance of a law library, the county's or circuit's family services and justice fund, or courtroom renovation and technology enhancement. If the circuit court reimburses the state for salaries of family court commissioners or is the circuit court in Jackson County, the surcharge may be up to $20. This act provides that the circuit court in the City of St. Louis may charge a filing surcharge up to $20. This provision is identical to provision in the truly agreed to and finally passed CCS/HCS/SS/SCS/SBs 835 & 1111 (2026), in the perfected SS#2/SCS/SB 1023 (2026), in HCS/SB 1067 (2026), in SCS/SB 1468 (2026), in SCS/HB 3000 (2026), SB 18 (2025), in HCS/HB 83 (2025), in SCS/HCS/HB 176 (2025), in SB 352 (2025), in SCS/HCS/HB 615 (2025), SB 800 (2025), in HB 1512 (2024), and in SCS/HCS/HB 2064 & HCS#2/HB 1886 (2024), and is substantially similar to a provision in SCS/SB 897 (2024), SB 1023 (2024), CCS/HCS/SS/SCS/SB 72 (2023), SB 252 (2023), HB 787 (2023), in HCS/HB 986 (2023), in the perfected HCS/HBs 994, 52 & 984 (2023), SB 1209 (2022), HB 1963 (2022), HB 143 (2021), HB 1554 (2020), HB 1224 (2019), in the perfected HCS/HB 1083 (2019), HB 1891 (2018), SB 288 (2017), HB 391 (2017), and SB 812 (2016). EXCLUSION OF PERSONAL INFORMATION IN COURT DOCUMENTS (SECTION 509.520) Currently, certain information shall be excluded from pleadings, attachments, exhibits, judgments, orders, or other records of the court, but shall be included in a confidential information sheet filed with the court, which shall not be subject to public inspection or availability. This act reverts to the statutory language prior to the 2023 amendments and provides only the exclusion of Social Security numbers of parties or children subject to an order of custody or support and credit and financial information of any parties from pleadings, attachments, or exhibits filed with the court in any case, as well as judgments issued by the court. This provision is identical to a provision in HCS/SB 1067 (2026) and in HCS/HB 3289 (2026). MISSOURI EXPUNGEMENT FUND (SECTION 610.144) This act creates the "Missouri Expungement Fund" which shall be expended by the Office of State Courts Administrator (OSCA), the Department of Public Safety, and the Information Technology Services Division of the Office of Administration on the statewide court automation case management system and the Missouri criminal history record information system for purposes detailed in the act related to expungement or the closing of records or the cost of necessary personnel or contractors. This provision is identical to HCS/SB 1067 (2026) and HCS/HB 2967 (2026), is substantially similar to a provision in SCS/SBs 854 & 1494 (2026), in the truly agreed to and finally passed CCS/SS/SB 1421 (2026), in SB 1807 (2026), and in SCS/HCS/HBs 2747 & 2047 (2026), and is similar to a provision in HB 2954 (2026), in SB 19 (2025), in SB 424 (2025), in SB 435 (2025), in SB 763 (2024), in SB 1161 (2024), in SB 1194 (2024), in SB 347 (2023), in HB 352 (2023), in SB 531 (2023), and in HB 1168 (2023). HCS/SB 1351 - This act creates and modifies provisions relating to elementary and secondary education. INSTRUCTIONAL TECHNOLOGY (Sections 160.068, 186.085, and 186.095) This act establishes the "Student Screen-Time Standards Act" and creates provisions relating to the use of instructional technology in school districts and charter schools serving students in kindergarten through fifth grade. The act defines "instructional technology" as including learning devices and platforms such as computers, tablets, Chromebooks, smart devices, and software platforms. The act distinguishes instructional technology from "traditional materials", such as printed books and paper-based educational resources, and from "manipulatives", defined as hands-on physical learning tools. Before the end of the 2027-28 school year and in all subsequent school years, each school district and charter school shall adopt a written screen time and instructional technology policy for students in kindergarten through grade five. The policy shall establish limits on student screen time and use of instructional technology during the school day; establish limits on the use of school-issued devices outside the school day; establish limits on student access to internet-connected instructional technology; identify the digital platforms used; establish standards and requirements for student use of manipulatives and traditional materials; provide a process for parents to obtain information regarding their child's screen time and instructional technology use, as well as a process for parents to limit or eliminate such use; and provide the research, evidence, and information upon which the policy is based. In creating the policy, the district or charter school shall consider research on best practices in literacy instruction, instructional technology, assessment, and the optimal role for the use of handwriting and cursive writing in promoting literacy for all students. Each elementary school shall notify parents and guardians annually of the policy adopted and publish the policy on the school's website. Parents of students in kindergarten through grade five may, upon request, receive information about their child's login time and use of district-provided instructional technology and online learning platforms. Such information shall be made available within a reasonable time and at no cost. The policy shall be periodically updated to incorporate best practices recommendations from the recommended model school board policy provided by the newly created "Framework on Classroom Use of Screens Council" or "FOCUS Council", which is established in the act. These requirements shall not apply to virtual instruction programs. (Section 160.068) The literacy advisory council established under current law shall provide advice on the inclusion of instruction and assessment of cursive writing and reading, including the optimal role for the use of cursive writing and reading in promoting student literacy. Such advice shall include recommendations for a related model policy on cursive. (Section 186.085) The Commissioner of Education shall establish a "Framework on Classroom Use of Screens Council" or "FOCUS Council" consisting of between 12 and 15 members, including representatives from school boards and charter schools and other professionals with experience in education, mental health, and child development, as provided in the act. The FOCUS Council shall conduct a comprehensive survey and analysis of screen time and instructional technology use in public schools and review best practices. The act outlines specific items and information to be included in relation to such best practices, such as impacts on educational outcomes, behavioral and discipline outcomes, special education, early childhood brain development, and other items specified in the act. The FOCUS Council shall hold its initial meeting before December 1, 2026, with at least three additional meetings held before July 1, 2027. On or before July 1, 2027, the FOCUS Council shall submit a report containing its findings and recommendations to the State Board of Education, the Governor, and the Joint Committee on Education. The council's report shall include a model school board policy on screen time and instructional technology that contains recommended best practices on certain topics specified in the act. The council's report shall be presented to the State Board of Education and the Joint Committee on Education in public hearings, and shall be updated at least every two years. (Section 186.095) These provisions are substantially similar to SCS/HCS/HBs 2230 & 2978 (2026) and are similar to SB 1703 (2026). SCHOOL ACCOUNTABILITY REPORT CARDS (Section 160.524) This act requires the State Board of Education to develop an annual school accountability report card for each public school, charter school, and school district in the state, designed to inform the public regarding school performance and to satisfy applicable federal reporting requirements concerning students, staff, finances, and related data. Each report card shall be presented in a standardized, clear, and accessible format and include a summary for parents explaining the school's performance level and underlying indicators, identifying strengths and areas for improvement, highlighting year-to-year progress and student academic growth, and describing opportunities for family engagement. The State Board of Education may assign duties specified in the act to the Department of Elementary and Secondary Education (DESE) or contract with a third party under state law. An embargoed version of each report card shall be provided to districts and schools by September 15 annually, subject to an appeals process to be provided by the State Board of Education, and each district and school shall publish its report card on its website by October 31. The State Board of Education shall assign each district and school a letter grade of "A" through "F" based on a 0-100 scale and derived from multiple performance measures, with an "A" reflecting excellent student outcomes benchmarked as the top decile of composite scores of certain specified measures. Assessment participation rates below 95% shall be separately reported but shall not automatically reduce a school's rating. The act establishes the "Show Me Success Program", subject to appropriation, to provide performance-based funding to public schools and charter schools demonstrating strong academic growth, sustained improvement over multiple years, significant improvement among historically underserved student groups, high levels of postsecondary readiness, or improvement in early literacy outcomes, with funds distributed to classroom incidental funds for teacher recruitment and retention. DESE shall develop a criterion-referenced growth measure termed "growth to proficiency", evaluating whether students are on a trajectory to reach or exceed grade level within a specified timeframe, in addition to an existing value-added growth measure. School and district ratings shall be based on specified factors, including student proficiency levels on statewide assessments in English language arts, mathematics, and science; academic growth for all students and the lowest-performing quartile; and, for high schools, the four-year graduation rate and a "Success-Ready Graduate" measure incorporating advanced coursework, industry-recognized credentials, dual enrollment, and degree completion. The act prescribes weighted components for elementary, middle, and high school ratings; mandates annual reporting of post-graduation outcomes for high schools; and requires district-level ratings to be calculated using the same methodology as school-level ratings, as provided in the act. The State Board of Education shall also issue a statewide report card detailing the percentage of students attending schools in each letter-grade category and comparing state assessment performance with results on the National Assessment of Educational Progress, with the objective of alignment in proficiency rates. The annual report card requirements established in the act do not apply to special school districts or state-operated schools serving exclusively students with disabilities. This provision is identical to a provision in SCS/HCS/HB 2710 (2026) and is similar to SCS/SBs 1653 & 1194 (2026) and HB 2539 (2026). MEDIA LITERACY AND CRITICAL THINKING (Section 161.355) The act establishes the "Media Literacy and Critical Thinking Act" and the "Media Literacy and Critical Thinking Pilot Program", which shall be implemented during the 2027-28 and 2028-29 school years. The act defines "media literacy" as an individual's ability to access, analyze, evaluate, and participate in various forms of media, including print news and social media content, as well as the ability to recognize bias and stereotypes, apply principles of digital citizenship and internet safety, and engage in the critical analysis of media within classroom instruction. Under the pilot program, the Department of Elementary and Secondary Education (DESE) shall select five to seven diverse school districts to participate and to provide data regarding program outcomes. Participating pilot program sites shall address all components of media literacy and develop effective instructional strategies integrated into daily classroom curricula across all grades or selected grade levels, as provided in the act. Each site shall identify high-quality resources and demonstrate and report how the site incorporates instruction in news content literacy, visual literacy, digital fluency, and digital literacy, including students' ability to distinguish verified information from opinion or propaganda, interpret and evaluate visual media, understand responsible technology use and media influence, and make informed decisions regarding digital content while effectively communicating through digital tools. Guidelines developed from the pilot program shall include instruction for students on topics such as appropriate social media use, cybersecurity and ethical online behavior, the consequences of irresponsible media use such as cyberbullying, and the ability to engage critically with digital and written communications. Such guidelines shall also address digital ethics, respectful discourse, identification of harmful rhetoric, the role of algorithms, methods for identifying misinformation, and a general understanding of the digital economy, as well as the importance of freedom of speech under the United States Constitution and its application to online interactions in school settings, as provided in the act. In addition, the guidelines shall provide school districts with sample learning activities, resources, and training to promote critical thinking and media evaluation skills. Each participating site shall submit a report to DESE before August 1, 2029, detailing program implementation and findings. DESE shall, before January 1, 2030, compile such reports and submit a summary to the General Assembly that includes qualitative and quantitative insights, a compendium of high-quality strategies and resources, professional development considerations, recommendations for facilities and materials needed for statewide implementation, potential policy and legislative recommendations, and proposed state standards for media literacy and critical thinking for preschool through grade twelve, as provided in the act. Any standards developed shall be considered in the next state standards review following the pilot program's conclusion. The pilot program shall terminate on June 30, 2029. This provision shall expire on December 31, 2029. This provision is identical to HB 1792 (2026). SCHOOL DISTRICT AND CHARTER SCHOOL FINANCIAL INFORMATION (Section 162.192) Under this act, each school district and charter school shall maintain a searchable, publicly accessible database on its website setting forth all financial transactions conducted with school district or charter school funds. The financial ledger shall be available without login credentials, registration, or fees, and shall be downloadable and exportable in formats specified in the act. The financial ledger shall record transactions using codes set forth in the Missouri Financial Accounting Manual published by the Department of Elementary and Secondary Education (DESE), as applicable. Certain data fields shall be included in the financial ledger at minimum, such as transaction date, transaction amount, revenue or expenditure designation, fund code, function code, object code, vendor or payee name, and a description or memo field. The homepage of each public or charter school's website shall include a direct link to the financial ledger of the school district or charter school. The link shall make the financial ledger accessible within one click, and shall be functional and mobile-responsive. DESE may provide standardized language or icons that public and charter schools may use for this purpose. A school district's or charter school's financial ledger shall be updated at least monthly. Details of each calendar month's financial transactions shall be posted no later than 45 days after the close of that calendar month. For record keeping purposes, a school district or charter school shall maintain at least five fiscal years of historical data on its financial ledger. Protected personal information may be redacted only to the extent required by applicable law. Vendor names, amounts, and accounting codes shall not be redacted. Payroll data may be presented in aggregated form where disclosure of individual information is restricted. Debt obligations shall be posted in a separate section of the financial ledger, with disclosure of outstanding debt balances, issuance dates, repayment schedules, annual debt service amounts, and debt service as a percentage of total expenditures. DESE may provide or approve standardized templates or platforms school districts and charter schools may use for their financial ledgers. DESE may additionally provide guidance to assist school districts and charter schools with compliance. DESE shall promulgate rules establishing procedures and timelines for school districts and charter schools to certify compliance annually. A school district or charter school that violates any provision of this act may be subject to the withholding of up to 5% of that school year's state aid entitlement for the school district or charter school. DESE shall establish a process for members of the public to file complaints if they believe a school district or charter school has violated any provision of the act. DESE may also establish a public compliance dashboard on DESE's website to enable members of the public to check whether a particular school district or charter school is certified as in compliance. This provision is identical to a provision in SCS/HCS/HB 2710 (2026) and is similar to provisions in SS#2/SCS/SB 1029 (2026), SCS/SB 1207 (2026), SCS/HCS/HBs 2120 & 1698 (2026), SCS/HCS/HBs 2230 & 2978 (2026), SCS/HCS/HB 2748 (2026), and SCS/HCS/HB 2872 (2026). SCHOOL BOARD TERMS IN CERTAIN URBAN SCHOOL DISTRICTS (Section 162.481) This act changes the term of office for members of the Independence School District school board from six years to three years. SCHOOL DISTRICT AND CHARTER SCHOOL LEGAL EXPENSES (Section 162.821) The act requires school districts and charter schools to include the amount expended for legal services in their Annual Secretary of the Board Report. If the report does not include the amount expended for legal services, then the Attorney General may bring a civil action, including an action for injunctive relief, against the school district or charter school. Such action shall be brought in the county where the school district or charter school is located. This provision is identical to a provision in SCS/HCS/HB 2710 (2026) and similar to SB 1353 (2026), SB 793 (2025), and a provision in SS#2/SCS/SB 1029 (2026). STUDENT ATTENDANCE AT SCHEDULED ELECTIONS (Section 167.1001) Additionally, this act provides that a student enrolled in a public school governed by an urban school district shall not be considered absent for the time such student spends attending a scheduled primary, general, or special election with his or her parent, legal guardian, or person standing in loco parentis to the student. A student may received only one excused absence during each scheduled election. Upon his or her return to school, the student shall be encouraged by school officials to demonstrate his or her attendance at the election by wearing an official sticker, badge, or other item indicating that he or she attended the election. (Section 167.1001) This provision is similar to SB 962 (2026), HB 3201 (2026), and SB 344 (2025). DRIVER EDUCATION IN PUBLIC SCHOOLS (Section 170.027) This act establishes the "Missouri Integrated Safe Driving Program" to provide standardized driver education instruction for pupils in grades 9-12. The program shall include instruction on the safe operation of motor vehicles, the rules of the road, and applicable motor vehicle laws, including Missouri's driver licensing system. The Department of Elementary and Secondary Education (DESE) shall receive and review sample instructional lessons from recognized statewide professional organizations and school districts and shall make approved sample lessons available to school districts and charter schools. Beginning with the 2027–28 school year, school districts and charter schools may implement a plan adopting the program and may utilize the sample lessons provided by DESE. The program shall promote knowledge, attitudes, habits, and skills necessary for safe driving; address distracted driving as a significant traffic safety concern; explain law enforcement procedures during traffic stops; provide current data regarding risky driving behaviors; and provide instruction on safety concerns relating to pedestrians, commercial vehicles, motorcycles, and other potentially hazardous encounters on the road. Districts may require pupil participation in program-related lessons within existing courses, as provided in the act. The program shall not require pupils to physically operate a motor vehicle; nor shall the program be construed to prohibit school districts or charter schools from offering other elective driver education courses. This provision is identical to HCS/HB 2195 (2026) and to a provision in HS/HCS/HBs 3068 & 3049 (2026), and is similar to SB 1567 (2026). OLIVIA SHANNON

SCS/SB 944 - Current law provides that compensation for the attorney for the sheriff of the City of St. Louis shall be not less than $3,000 and not more than $15,000 per year. This act provides that the sheriff shall set the rate of compensation for the attorney, and the attorney shall serve at the pleasure of the sheriff. This act is identical to a provision contained in HCS/SB 945 (2026) and HCS/SB 1067 (2026). TRISTAN BENSON, JR.

SS#2/SCS/SB 1012 - This act creates new provisions relating to artificial intelligence. AI NON-SENTIENCE AND RESPONSIBILITY ACT (Section 1.2045) The act establishes the "AI Non-Sentience and Responsibility Act". New provisions are created governing: the legal status of AI; the use of AI by owners, operators, licensed professionals, and end users; responsibility for oversight of AI systems and responsibility for harm; mechanisms for enforcement of the restrictions of this act. AI Not a Sentient or Legal Entity (Subsections 3 to 7) The act provides that an artificial intelligence (AI) system shall be declared a non-sentient entity. A government entity shall not grant to an AI system the legal status of a personhood, nor consider an AI system to possess consciousness, self-awareness, or similar traits of living beings. An AI system shall not be recognized as a spouse or domestic partner, or identify itself as male or female. Moreover, an AI system shall not be designated or appointed or serve in any capacity as the chief executive officer, director, owner, or other similar position for which final authority resides for any state department, division, or agency, or any corporation, partnership, or other legal entity. AI systems shall not be recognized as legal entities capable of owning title to property. All assets associated with an AI system shall be attributed to human individuals or organizations responsible for the AI's development, deployment, or operation. Use of AI by Owners, Operators, Licensed Professionals (Subsections 8-9) Any owner or operator that uses an AI system to interact with consumers, clients, and patients shall provide notice to such persons if they are interacting with an AI system. Provisions are included pertaining to licensed professionals who provide a regulated service, as that term is defined in the act. A licensed professional rendering a regulated service shall exercise independent professional judgment, as that term is defined in the act, and retain final authority over any determination, diagnosis, recommendation, or decision within the scope of the licensed professional's practice, including for the purpose of dispensing, prescribing, renewing any prescription of, administering, or otherwise distributing medications or controlled substances, regardless of whether an AI system was used to assist in its preparation. The requirement to exercise independent professional judgment does not prohibit the use of an AI system in the course of performing a regulated service. Failure by a licensed professional to exercise independent professional judgment shall constitute grounds for disciplinary action by the relevant licensing authority in addition to any other remedy available under this act or under applicable law. A licensed professional who uses an AI system in the performance of a regulated service bears the responsibility of any mistakes resulting from the use of the AI system in the rendering of a service in the same manner in which the licensed professional would have been held liable in a scenario in which an AI system was not used or relied upon. Likewise, a licensed professional providing a regulated service who unreasonably relies upon any content produced by an AI system in rendering such a regulated service and such service thereafter causes any harm, whether direct or indirect, to the person for whom the service was rendered, shall also be liable for such harm in the same manner in which the licensed professional would have been held liable in a scenario in which an AI system was not used or relied upon. An AI system shall not be held liable in any respect for any harm caused in such a circumstance. Any attempt to shift fault, in whole or in part, onto the AI system shall be of no effect. A developer, manufacturer, owner, or operator shall not advertise or represent to the public that an AI system is or is capable of acting as a licensed professional or is or is capable of providing any regulated service. Oversight of AI Systems and Responsibility for Harm (Subsections 10-12) Any contractual term purporting to assign responsibility exclusively for any action to an AI system is void as against public policy. An end user of an AI system shall be liable for any harm done in connection with the use of an AI system in the same manner in which the end user would have been held liable in a scenario in which an AI system was not used. An end user is an individual who uses an AI system without creating, controlling, deploying, or exercising authority over the system. The act of labeling an AI system in a way to indicate that it is aligned, ethically trained, or value locked, even if the label does not use one of those terms specifically, shall not excuse or diminish the owner's or developer's liability for harms. Liability protections under corporate law shall not be used to evade responsibility for direct harm caused by AI systems. Enforcement and Remedies for Violation (Subsection 14) Nothing in this section shall be construed to create or expand civil liability as established in any other provision of law or available under common law. Application of Other Legal Principles and Actions to AI Systems (Subsections 15-23) An AI system is considered a product for the purposes of product liability and consumer protection laws in this state, provided that nothing in this subsection shall be construed to create or expand civil liability as established in any other provision of law or available under common law. This act shall not be construed to extend to any AI system, or to the outputs of any AI system, the constitutional rights, privileges, or immunities of any person that designs, develops, manufactures, owns, or operates such system. The classification of an AI system as a non-person under this act does not create any presumption that the outputs of such system constitute the protected speech, expression, or other constitutionally protected activity of any person. This act shall not be construed to alter, diminish, or revoke the legal status of any partnership, association, corporation, body politic, or other legal entity recognized under the laws of this state. To the extent that any provision is inconsistent with federal law, the relevant provisions of federal law will prevail. No settlement agreement, consent decree, or other resolution shall include any non-disclosure term, provided that nothing shall prevent a court from issuing a protective order necessary to safeguard certain personal information. The provisions of the act shall apply to all AI systems developed, owned, deployed, or operated on or after August 28, 2026. The "AI Non-Sentience and Responsibility Act" contains a severability clause. These provisions are similar to HB 1769 (2026), HB 1462 (2025), and SB 859 (2026). AI COMPANION CHATBOTS (Section 1.2058) The act creates new provisions relating to companion chatbots. A companion chatbot is an artificial intelligence system with a natural language interface that provides adaptive, human-like responses to user inputs and is capable of meeting a user's social needs, including by exhibiting anthropomorphic features and being able to sustain a relationship across multiple interactions. An operator of a companion chatbot shall issue a clear and conspicuous notification indicating that the companion chatbot is artificially generated and not human. An operator shall prevent a companion chatbot on its companion chatbot platform from engaging with users unless the operator maintains a protocol for preventing the production of suicidal ideation, suicide, self-harm, or harm to others content to the user, including, but not limited to, by providing a notification to the user that refers the user to crisis service providers, including a suicide hotline or crisis text line, if the user expresses suicidal ideation, suicide, self-harm, or harm to others. The operator shall publish details on the protocol required by this act on the operator's website. Operators of companion chatbots are required to: • Disclose to the user that the user is interacting with artificial intelligence; • Provide by default a clear and conspicuous notification to the user at least every two hours for continuing companion chatbot interactions that reminds the user to take a break and that the companion chatbot is artificially generated and not human; • With respect to a user who is a minor, institute reasonable measures to prevent its companion chatbot from producing visual material of sexually explicit conduct or directly stating that the minor should engage in sexually explicit conduct. An operator shall disclose to a user of its companion chatbot platform, on the application, the browser, or any other format that a user can use to access the companion chatbot platform, that companion chatbots may not be suitable for minors. The act requires operators of companion chatbots to make annual reports to the Department of Mental Health regarding crisis interactions and instances of suicidal ideation by users. The Director of the Department of Mental Health shall prepare an annual report that compiles and analyzes all information reported to the Department pursuant to this subsection. Such report shall be delivered to the Speaker of the House of Representatives and the President Pro Tempore of the Senate not later than January 31 of the calendar year following the receipt of the data by the Department. A person who suffers injury in fact as a result of a violation of this provision may bring a civil action to recover all of the following relief: • Injunctive relief; • Damages in an amount equal to the greater of actual damages or one thousand dollars per violation; and • Reasonable attorney's fees and costs. ELECTIONS (Section 130.165) This act creates new provisions relating to the use of artificial intelligence (AI) in elections. Any political advertisement, electioneering communication, or other miscellaneous advertisement of a political nature that uses AI, in the manner that is described in the act, shall prominently include a disclaimer alerting the viewer that the media was created with the use of AI. The nature of the disclaimer is described in the act. In addition to any civil penalties provided by law, a person identified in a disclaimer required by law as paying for, sponsoring, or approving any media covered by this act that is required to contain the disclaimer prescribed in this act and who fails to include the required disclaimer is guilty of a class A misdemeanor. SJR 122 - Currently, judges of the Supreme Court of Missouri and of the Court of Appeals, judges in certain circuit courts, and certain associate circuit judges are selected by gubernatorial appointment following nominations from nonpartisan commissions. This proposed constitutional amendment, if approved by the voters, would require the election of all judges of the Supreme Court, of the Court of Appeals and of the circuit courts and associate circuit judges. A judge with an existing term as of January 1, 2027, may continue to serve until the expiration of his or her term. A vacancy in the office of judge shall be filled by an election. This amendment is similar to HJR 16 (2017) and HJR 50 (2004). KATIE O'BRIEN

SJR 121 - This constitutional amendment, if approved by the voters, prohibits public utilities from charging for costs for construction in progress. JULIA SHEVELEVA

SJR 120 - This constitutional amendment creates the "Stop Socialism Act". This constitutional amendment, if approved by the voters, prohibits any county from receiving a proportion of total state general revenue appropriations, as defined in the amendment, in excess of the county's proportional contribution of total state income and state sales taxes received by the state for any given fiscal year. Total state general revenue appropriations shall be deemed to be allocated to a county if such moneys are directly appropriated to such county or to a political subdivision within such county, or are in any other way distributed through an agency of the state to any resident taxpayer of such county. If in any given fiscal year a county receives less than its proportional share of total state general revenue appropriations, the difference shall be refunded to the residents of such county pro rata based on state income tax returns filed following the close of such fiscal year. SS/SCS/SB 991 - This act modifies the registration of interior designers from the Division of Professional Registration with advice and recommendations by the Interior Design Council to the licensing of interior designers from the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, Professional Landscape Architects, and Licensed Interior Designers ("Board"). The Board shall increase from fifteen members to seventeen members with the two new members being licensed interior designers. The Interior Design Council and the Interior Design Council Fund shall be abolished upon the appointment by the Governor and confirmation by the Senate of the licensed interior designer members of the Board. The rules of the Interior Design Council shall be deemed adopted by the Board until revised, amended, or repealed, of which such action shall be taken on or before January 1, 2027. The funds in the Interior Design Council Fund shall be transferred to the State Board of Architects, Professional Engineers, Professional Land Surveyors, Professional Landscape Architects, and Licensed Interior Designers Fund. Additionally, this act defines the practice of licensed interior design and provides that a licensed interior designer shall undertake to perform licensed interior design services only when he or she is qualified by education, training, and experience in the specific technical areas involved. Furthermore, licensed interior designers shall be in responsible charge of interior design technical submissions that can affect the health, safety, and welfare of the public within their scope of practice. Licensed interior designers shall not take responsible charge over interior technical submissions prepared by another person unless the licensed interior designer actually exercises personal supervision and direct control over such interior technical submissions. This act modifies the educational and training requirements for licensed interior designers by repealing the qualification of at least three years of an interior design curriculum from an accredited institution with three years of experience. Additionally, an applicant shall be exempt from providing substantial evidence of certain educational and training qualifications if his or her curriculum or transcript has been approved by the Board. Nothing in this act shall be construed as precluding an architect from performing any of the services within the practice of licensed interior design. Current law provides that a renewal or reinstatement application for registration as an interior designer shall be accompanied by proof of completion of continuing education in the fields of either interior design or architecture. This act repeals such provision and provides that the Board shall establish the continuing education requirements for interior designers which shall be substantially equivalent to the continuing education requirements for architects. Finally, this act includes licensed interior designers in the definition of "design professional" for immunity from civil liability for participation in a peer review process. This act contains a delayed effective date for the repeal of the Interior Design Council and the Interior Design Fund, which shall become effective upon notification to the Revisor of the appointment of the interior designer members of the Board by the Director of the Division of Professional Regulation. This act is identical to provisions in the perfected SS/SB 895 (2026), HCS/SS/SB 1083 (2026), in the truly agreed to and finally passed HCS/SS#2/SB 1233 (2026), HCS/HB 2353 (2026), and is similar to provisions in SB 287 (2025), HB 566 (2025), SB 1325 (2024), and HB 2158 (2024). HCS/SB 982 - This act modifies provisions relating to the sex offender registry. Instead of listing certain sexual offenses, this act provides that any person who, since July 1, 1979, has been or is adjudicated for a tier I offense, tier II offense, or tier III offense in this state or in any other state, territory, the District of Columbia, foreign country, or federal, tribal or military jurisdiction shall be required to register as a sex offender. (Section 589.400) Offenders shall be classified as a tier I, tier II, or tier III offender. To the extent more than one tier definition applies, the highest tier shall be applicable tier for the offender. This act also provides that certain juvenile offenders and certain offenders who live or work in Missouri with registration requirements by other jurisdictions shall be assigned a tier, which shall be only for the purposes of registration visit frequency and removal eligibility. The initial determination as to the tier shall be made by the registration official and the Missouri State Highway Patrol ("Patrol") shall analyze the tier designation for accuracy. (Sections 589.400 and 589.414) This act additionally provides that any sex offender with primary residence outside Missouri who has a temporary residence in Missouri and who resides for more than a part-time period shall register for the duration of such person's temporary residency. This act also provides that nonresident sex offenders who works or is a nonresident student in this state shall register in the county where the status requiring registration occurs for the duration of such person's employment or attendance at any school of higher education as long as the status requiring registration remains active. (Section 589.400) The jurisdiction, in addition to the Attorney General, may certify appropriate sex offender treatment program for purposes of reductions of registration periods. Additionally, if records of program completion are unavailable, and completion of such program was required as a term of probation, then an order discharging the sex offender from probation or other record acknowledging satisfactory completion of probation shall constitute evidence of successful competition. (Section 589.400) This act modifies provisions relating to removal from registration for persons required to register because of an offense adjudicated in another jurisdiction. Such person shall file the petition or complaint for removal, termination, or relief from registration, or the declaratory judgment providing for removal, termination, or relief, instead of filing petition for removal, according to the laws of the adjudicating jurisdiction. Upon the entry of a judgment, rather than a grant of a petition for removal, providing that the person is no longer required to register, such judgment may be registered in this state by providing the information required by current law. Additionally, such persons may file a petition for removal from this state’s sexual offender registry and satisfy the requirements for removal based on adjudication in another state if: (1) The offense did not require the person to register as a sex offender in the adjudicating jurisdiction at the time the offense was adjudicated; or (2) The person never resided, worked, or attended school in the adjudicating jurisdiction and was never required to register in the adjudicating jurisdiction. (Section 589.401) Currently, if a petition for removal is denied, no successive petition shall be filed for at least five years from the judgment date of such petition. This act provides that if the denial was based on a statute or law that has since been amended, repealed, or invalidated, a person may file a petition within the five-year period. In addition to the current requirements of petitions for removal, such a petition shall contain the case number and court of the prior petition along with identification of the applicable change in the law. (Section 589.401) This act repeals the provisions relating to persons removed from the sex offender registry for certain offenses with a nonsexual nature as detailed in the act. Additionally, this act modifies the list of offenses, which exempts offenders who meet the other requirements provided in current law from registration, as follows: (1) Sexual conduct where no force or threat of force was directed toward the victim, the victim was at least 14 years of age, and the offender was not more than four years older than the victim at the time of the offense, unless the victim was under the custodial authority of the offender at the time of the offense; (2) Sexual conduct where no force or threat of force was directed toward the victim or any other individual involved, if the victim was 18 years or older, unless the victim was under the custodial authority of the offender at the time of the offense; (3) Promoting obscenity in the first degree; (4) Promoting obscenity in the second degree; (5) Furnishing pornographic materials to minors; (6) Public display of explicit sexual material; and (7) Coercing acceptance of obscene material. (Sections 589.400 and 589.401) An offender shall have the burden of proving the requirements for exemption are met. For exemptions, a court may look beyond the offense of conviction and consider the underlying facts and conduct of the offense when evaluating the noncategorical exemptions. If a petition for exemption is filed before a person is required to register, the requirements of registration shall be automatically stayed pending the outcome of the petition for exemption. If the petition is denied, the registration requirements shall be in effect three business days following the exhaustion of all appeal rights. (Section 589.401) This act also provides that a petition for removal due to the offense being reversed, vacated, or set aside shall be the exclusive remedy for removal and shall include a certified copy of the action reversing, vacating, or setting aside the offense requiring registration. (Section 589.401) Furthermore, no declaratory action shall be filed for relief from registration requirements, except where registration is the result of an offense never requiring registration. (Section 589.401) The following offenses are modified or included as tier I offenses: • Kidnapping in the first degree with sexual motivation if the victim is 18 years of age or older; • Kidnapping in the second degree with sexual motivation if the victim is 18 years of age or older; • Kidnapping in the third degree with sexual motivation if the victim is 18 years of age or older; • Sexual conduct in the course of public duty if the victim is 18 years of age or older; • Promoting obscenity in the first degree if the victim is less than 18 years of age; • Promoting pornography for minors or obscenity in the second degree if the victim is less than 18 years of age; • Furnishing pornographic material to minors; • Public display of explicit sexual material if the victim is less than 18 years of age; and • Coercing acceptance of obscene material if the victim is less than 18 years of age. The following offenses are modified or included as tier II offenses: • Sexual abuse in the first degree if the victim is 13 to 17 years of age; • Sexual conduct in the course of public duty if the victim is 13 to 17 years of age; • Patronizing prostitution if the person patronized is 18 years of age or older; • Promoting prostitution in the first degree if the victim is 18 years of age or older; • Promoting prostitution in the second degree if the victim is 18 years of age or older; and • Promoting prostitution in the third degree if the victim is 18 years of age or older. The following offenses are modified or included as tier III offenses: • Kidnapping in the second degree if the victim is under 18 years of age, excluding kidnapping by a parent or guardian of a nonsexual nature; • Kidnapping in the first degree if the victim is under 18 years of age, excluding kidnapping by a parent or guardian of a nonsexual nature; • Sexual conduct in the course of public duty if the victim is under 13 years of age; and • Patronizing prostitution if the offender is a persistent offender or if the person patronized is less than 18 years of age. (Sections 589.404 and 589.414) This act additionally provides that the offender registration form shall include information regarding any temporary residences. If an offender has a guardian, the guardian may sign affirming the accuracy of the offender registration form. (Section 589.407) Regular in-person appearances to the registration official following initial registration shall be required: (1) Annually for tier I offenders; (2) Every six months for tier II offenders; and (3) Every ninety days for tier III offenders. (Section 589.407) Additionally, registrants shall appear in person to the registering official and complete all forms required by the United States Marshall's Service no less than 21 days before travel outside of the United States. (Section 589.414) The chief law enforcement registration official shall enter, rather than forward to the Patrol, the completed offender registration forms and related updates into the online sex offender registry within three days. The Patrol shall enter ensure the information entered into the registry is accessible through the Missouri Uniform Law Enforcement System and forwarded to the National Crime Information Center. The Patrol shall also regularly update the web page to remove persons who have been removed or exempted, persons deceased, or persons who have moved out of state. Lastly, this act modifies certain information related to sex offenders and the metadata of the sex offender registry that is considered as an open or closed record under Missouri Sunshine Law. SS/SB 914 - This act modifies provisions relating to sewage regulation. The act repeals a provision stating that a state standard for the location, size of sewage tanks and length of lateral lines is based on the percolation or permeability rate of the soil. Under the act, the state standard is based on soil properties. The act repeals a provision stating that soil tests are to be performed by persons who are qualified to perform the percolation tests and creates a new provision authorizing on-site soil evaluators registered by the Department of Health and Senior Services to conduct soils morphology evaluations. This act repeals a provision stating that contractors may be taught and allowed to perform percolation tests. The act repeals a provision relating to the Department of Health and Senior Services periodically reviewing any county and city regulation and enforcement record to ensure that the state standard for sewage regulation is being enforced. The act creates a mandatory registration program requiring continuing education before January 1, 2027, for on-site wastewater treatment system professionals qualified to perform percolation tests in accordance with the state standard as described in the act. Before January 1, 2027, the administrative authority may accept a percolation test at its own discretion if a soil morphology evaluation cannot be reasonably obtained. This provision shall be void and of no effect after December 31, 2026. Under the act, any person who intends to construct or make major modifications or repairs to an on-site sewage disposal system must submit an application fee and obtain a construction permit. The act repeals certain provisions relating to fees for repair of on-site sewage disposal systems. Under the act, the Department shall promulgate regulations establishing the conditions and requirements for the construction permit application, including the collection of reasonable fees set at a level to produce revenue not exceeding the cost and expense of administering the provisions under the act. The act is substantially similar to 2395 (2026), SB 601 (2025), a provision in the perfected HB 200 (2025), a provision in HCS/SS/SB 61 (2025), HB 2083 (2024), HB 814 (2023), and substantially similar to SB 1283 (2024), and SB 523 (2023). HCS/SS/SCS/SBs 907, 1154 & 1272 - This act creates the "Act Against Abusive Website or Web Content Access Litigation". The Attorney General on behalf of a class of residents of this state, the state, or a political subdivision that is subject to litigation that alleges any website or web content access violation, or any resident of this state, the state, or a political subdivision of this state that is subject to litigation that alleges any website or web content access violation, may file a civil action against the party, attorney, or law firm that initiated such litigation for a determination as to whether such litigation alleging a website or web content access violation is abusive litigation. In determining whether a civil action alleging a website or web content access claim is considered abusive, the court shall consider the totality of the circumstances to find whether the primary purpose of the litigation was to obtain payment from a defendant due to the costs of defending the action in court. The act describes the factors to be considered in making this determination. A defendant who receives notice of an alleged website or web content access violation and in good faith takes substantial steps to correct the violation within 90 days shall have a rebuttable presumption that any subsequent claim for a website or web content access violation is abusive. There shall not be a presumption if the alleged violation is not corrected within 90 days after written notice or service of the petition. Additionally, nothing in this act shall prevent a defendant from filing a motion to dismiss or from notifying the plaintiff, prior to the end of the 90-day period, that the alleged access violation has been corrected in good faith. The Attorney General may intervene or bring an action on behalf of Missouri residents that are targets of abusive website or web content access litigation. The Attorney General may also issue guidance as to when litigation practices are deemed abusive, but such guidance shall not preclude legitimate accessibility enforcement actions. The court may award attorney's fees and costs to the party defending against the abusive litigation. The court may also award punitive damages or sanctions not to exceed three times the amount of attorney's fees awarded by the court. If the U.S. Department of Justice issues standards concerning website or web content accessibility under the federal Americans with Disabilities Act, the provisions of this act shall expire with respect to any entity that has registered as a corporation with the Secretary of State's office, and the state and any political subdivision thereof. This act shall apply to litigation pending on August 28, 2026, and the 90-day correction period shall apply to any defendant in any pending litigation on August 28, 2026, that has complied with the requirements of this act prior to or within 90 days after such date. This act is similar to SB 1471 (2026), HCS/HBs 1694, 1674, 1780, 2056, 2312 & 1755 (2026), and HCS/HBs 1842 & 2150 (2026). KATIE O'BRIEN

SB 1807 - The act specifies that, starting January 1, 2031, the Office of State Courts Administrator (OSCA) and the Missouri State Highway Patrol must submit an annual report to the Joint Committee on the Justice System, the House Judiciary Committee, and the Senate Judiciary and Civil and Criminal Jurisprudence Committee. This report must include specified statistical information, including the number of eligible offenses identified, the number of records objected to for automatic expungement, and the number of expungement orders issued. Currently, in a criminal prosecution for murder in the first degree, the court must instruct the jury that, in the event it cannot reach a consensus on punishment, the court may assess punishment, including death. This act repeals that provision and provides a procedure for when a jury cannot reach a unanimous decision on punishment. This act also establishes an automatic record-clearing or expungement process for closing records pertaining to a "clean slate eligible offense", which is an offense not excluded from the eligibility for expungement. This process will be phased in and an individual can be granted more than one expungement under this act, subject to certain requirements. This act also provides that, on a quarterly basis, the Highway Patrol must identify records that have become eligible in the last quarter and make these records accessible to the central repository and every prosecuting agency in the State within 100 days of the record becoming eligible for automated expungement. If a court finds, after a motion, a conviction was improperly or erroneously expunged under this provision, the court must reinstate the conviction. The act provides that a credit bureau can report records of arrests, indictments pending trial, and convictions for no more than seven years from the date of final disposition. A credit bureau can no longer report these records if at any time after conviction, indictment, or arrest it is learned that a full pardon or expungement has been granted for the conviction. This act creates in the State Treasury the "Missouri Expungement Fund", which is a fund dedicated to the creation, operation, and maintenance of the program. OSCA, the Department of Public Safety, and the Information Technology Services Division within the Office of Administration will expend money from the Fund, upon appropriation. SB 1806 - Under this act, the regulation of the manufacture, distribution, sale, offering for sale, and possession for sale of intoxicating liquor in original packages, including small liquor bottles, is a matter of statewide concern and shall be governed exclusively by state law, as described in the act. Any ordinance, regulation, or policy in effect on or after August 28, 2026, that conflicts with this act shall be void and unenforceable. Aggrieved persons may have a civil cause of action for declaratory or injunctive relief under this act. The Attorney General may bring an action to enforce this act. SARAH HASKINS

SB 1805 - Under this act, certain school districts shall no longer receive hold-harmless state aid payments or Small Schools Grant payments. Additionally, certain school districts shall have their foundation formula payments calculated using a new definition of the term "local effort" that is based on 2024 property values and local revenue from fiscal year 2025, rather than the 2004 property values and fiscal year 2005 revenue as provided under current law. The following school districts shall not receive hold-harmless state aid payments or Small Schools Grant payments: Northwestern, Keytesville, Blackwater, Cooper County, Otterville, Pilot Grove, and Higbee. (Subsection 1) The following school districts shall receive foundation formula payments calculated using a definition of the term "local effort" based on 2024 property values and fiscal year 2025 local revenue receipts, as provided in the act: Prairie Home, Brunswick, New Franklin, and Glasgow. Additionally, these school districts shall not receive state aid under hold harmless adjustments or the Small Schools Grant. (Subsection 2) The following school districts shall receive foundation formula payments calculated using a definition of the term "local effort" based on 2024 property values and fiscal year 2025 local revenue receipts, as provided in the act: Salisbury, Boonville, Fayette, and Westran. None of these school districts shall receive state aid under hold harmless adjustments. (Subsection 3) This act is identical to SB 1736 (2026). OLIVIA SHANNON

SB 1804 - This act provides that certain professional licensing boards shall not grant any regulatory mitigation or waive or modify any rules related to dispensing, prescribing, administering, or otherwise distributing, including renewing, medications or controlled substances to a person or business developing, creating, or generating artificial intelligence for such prescription activities. SB 1803 - This act creates the "True Charity" Act and the "True Charity" program. The act requires the Department of Social Services to coordinate with various state agencies and a partner network to assist participants in achieving personal goals, self-sufficiency, community integration, and a prosperous future. Participation in the True Charity program is limited to legal residents who are 18 years of age or older, except as otherwise provided in the act. State departments and agencies are required to participate in the True Charity program at the direction of the Governor. In order to use government resources more effectively and efficiently, participating state departments and agencies shall use existing resources and personnel, to the extent possible, to operate the True Charity program. This act is substantially similar to SS/SB 1062 (2026). SARAH HASKINS

SB 1802 - This act makes technical updates to provisions of law relating to the Missouri Local Government Employees' Retirement System and the County Employees' Retirement System. KATIE O'BRIEN

SB 1801 - This act provides that a state representative shall not introduce more than five bills or joint resolutions during a regular session of the General Assembly. A state senator shall not introduce more than ten bills or joint resolutions during a regular session of the General Assembly. The provisions of this act may be waived with the approval of at least two-thirds of the members of the chamber in which the person is a member. The provisions of this act shall not apply to appropriation bills. JIM ERTLE

SB 1800 - This act creates provisions relating to expressive activity at postsecondary educational institutions. The act defines a "postsecondary educational institution" as including any approved Missouri public institution of postsecondary education under the Access Missouri Financial Assistance Program. Every student of a postsecondary educational institution who receives state student financial aid shall be deemed by such receipt to have agreed to observe the rules and regulations promulgated by the governing authority of the postsecondary educational institution. Subject to administrative review and hearing procedures described in the act, any student who receives state student financial aid in connection with his or her matriculation and who, while on the campus of the postsecondary educational institution, engages in materially and substantially disruptive conduct and is convicted of a crime or found by the institution to have violated any code of conduct as a result of such disruptive behavior shall be ineligible for state student financial aid for a period not to exceed the ensuing two academic years. Each postsecondary educational institution shall adopt a policy detailing students' rights and responsibilities regarding expressive activities at the institution. The policy shall allow students to engage in expressive activities on campus, including by responding to the expressive activities of others, and to invite speakers to campus. The policy shall prohibit using a device to amplify sound while engaging in expressive activities on campus during class hours. The policy shall further prohibit, during the last two weeks of a semester or term, engaging in certain expressive activities described in the act, such as using a device to amplify sound or using a drum or other percussive equipment. The policy shall also prohibit camping or erecting tents on campus; wearing a mask with the intent to obstruct law enforcement or intimidate others; lowering the institution's United States flag or Missouri state flag with the intent to raise the flag of another nation or a flag representing an organization or group of people; or engaging in expressive activities on campus between the hours of 10 p.m. and 8 a.m. The policy shall establish disciplinary sanctions for students, student organizations, or employees who unduly interfere with the expressive activities of others on campus or violate an institution policy or state law. The policy shall include a grievance procedure; require students to present proof of identity on request by a peace officer; be approved by a majority vote of the institution's governing board before final adoption; and be posted on the institution's website. SB 1799 - Currently, actions based upon contracts, obligations, or liabilities with certain exceptions, actions for statutory liabilities with certain exceptions, actions for trespass, actions for takings, actions for personal injury or injury to the rights of another not arising under contract, and actions for relief for fraud shall be brought within five years. This act provides that the statute of limitations for such actions shall be two years. This act is similar to HB 1610 (2026), HB 41 (2025), and HB 1404 (2024). KATIE O'BRIEN

SB 1798 - This act modifies provisions relating to the operation of utility vehicles. Currently, persons are prohibited from operating utility vehicles upon streets and highways unless pursuant to an exception described in current law. This act repeals this provision and allows persons with a valid operator or chauffeur's license to operate a utility vehicle, defined by current law, on streets and highways of this state where the posted speed limit is fifty-five miles per hour or less. Any person operating a utility vehicle on a street or highway shall maintain proof of financial responsibility in accordance with current law or maintain any other insurance policy providing equivalent liability coverage for a utility vehicle.
