New Jersey House Bills

Establishes "New Economy Opportunity Skills System Pilot Program" to strengthen alignment and collaboration between local workforce development boards, community colleges, and county vocational school districts; makes appropriation.*

Expands certain employer reporting requirements to include entities that employ or contract with individuals for financial compensation, including ride-sharing and delivery technology platforms.

Prohibits social media platforms from promoting certain practices or features of eating disorders to child users.

Allows certain individuals eligible for family support services to set aside unused agency-after school care service hours for use during holiday and weekend hours.

Requires health benefits coverage of continuous glucose monitoring system for treatment of glycogen storage disease.

Requires official inspection facility employees covered by collective bargaining agreement to be offered employment following contract renewal or award of new contract; requires collective bargaining agreement to be binding in certain cases.*

Allows State, municipality, and county to implement automatic enrollment of their employees in deferred compensation plans.

Provides for rehabilitative release for certain incarcerated persons.

Requires local unit to accept electronic payment of construction code fees.

Revises law concerning family leave to extend protection by reducing employee threshold from 30 employees to 15 employees in definition of employer.*

Authorizes establishment of municipal homelessness trust funds and adoption of homeless housing plans by municipalities.

"Swift Access For Emergency Response Actions Preservation Program (SAFER APP)"; authorizes Attorney General to order turn-by-turn navigation systems to reroute vehicular traffic under certain conditions.

Requires health care professionals to report cases of amyotrophic lateral sclerosis and motor neuron disease.*

Establishes minimum Medicaid and NJ FamilyCare reimbursement rate for pediatric special care nursing facilities.

Renames, extends eligibility, and makes various other changes to Primary Care Practitioner Loan Redemption Program.

Requires Silver Alert System receive same broadcast alerts as Amber Alert System.

Requires public transportation employees and certain motorbus operators to complete training course on handling and responding to suspected human trafficking; requires inclusion of certain content in certain courses.*

"General Contractor Licensing Act;" provides for regulation of general contractors and general contracting businesses.*

Authorizes use of school bus monitoring systems; establishes certain enforcement procedures and penalties for certain violations captured by school bus monitoring systems.*

Requires water supplier to notify affected municipalities, school districts, charter schools, nonpublic schools, and institutions of higher education of violations of drinking water quality standards.*

Authorizes creation and issuance of veteran license plates.

Requires Department of Veterans Affairs to verify unclaimed cremains of veterans, spouses, and dependents; requires funeral director to report to Department of Veterans Affairs possession of unclaimed veteran, spouse, and dependent cremains.**

Requires BPU to determine and consider lowest reasonable return on equity before approving electric, gas, and water public utility base rate cases.

Requires new flooring for schools, community centers, and child care centers to be certified mercury-free.**
