WIND ENERGY CONVERSION SYSTEMS – Adds to existing law to require the installation of light-mitigating technology systems on wind energy conversion systems.

HEALTH – Adds to existing law to establish provisions regarding breast cancer screening.

CAMPAIGN FINANCE – Amends existing law to provide for certain donor disclosures for certain contributions.

ABORTION – Amends existing law to revise provisions regarding the Defense of Life Act.

WATER SUPPLY BANK – Amends existing law to provide that the forfeiture period restarts upon removal of a water right from the water supply bank.

WATER – Amends existing law to provide that liens for irrigation district assessments have a first priority over other liens.

EDUCATION – Amends existing law to revise provisions regarding limitations on the authority of district trustees.

RIGHT TO FARM ACT – Amends and adds to existing law to provide penalties for certain complaints filed against agricultural operations.

BILL INTRODUCTION LIMITS AND TRANSPARENCY – Proposes and amendment to House Rule 6 to add certain bill introduction limits and to require certain transparency in the origin of legislation.

FUNERAL PLANS – Amends existing law to revise provisions regarding disposition of remains in prearranged funeral plans.

ABSENTEE VOTING – Amends, repeals, and adds to existing law to revise provisions regarding the returning and verification of absentee ballots.

LOCAL GOVERNMENT – Amends existing law to revise provisions regarding compensation and benefits of local boards.

APPROPRIATIONS – DEPARTMENT OF ADMINISTRATION – Relates to the appropriation to the Department of Administration for fiscal year 2026.

EDUCATION – Adds to existing law to provide that funds appropriated to public schools shall be used for the purposes identified in statute or in an appropriation.

PROBATION AND PAROLE – Amends and adds to existing law to establish provisions regarding advisement to certain probationers and parolees regarding conditions of probation or parole.

EDUCATION – Amends existing law to revise provisions regarding advanced opportunities.

ALFALFA AND CLOVER SEED – Amends existing law to revise the composition of the commission and to increase assessments.

CODIFIER’S CORRECTIONS – Amends existing law to make codifier’s corrections.

APPROPRIATIONS – HEALTH AND WELFARE – BEHAVIORAL HEALTH SERVICES – Relates to the appropriation to the Department of Health and Welfare for the Behavioral Health Services Division for fiscal years 2025 and 2026.

APPROPRIATIONS – HEALTH AND WELFARE – OTHER PROGRAMS – Relates to the appropriation to the Department of Health and Welfare for fiscal years 2025 and 2026.

IDAHO PATIENT ACT – Amends existing law to provide for certain actions, proceedings, or judgments founded in or derived from a judgment.

STATE CONTROLLER – Amends existing law to require that the Idaho housing and finance authority shall be subject to certain reporting requirements.

PUBLIC UTILITIES – Adds to existing law to prohibit public utilities from using customer funds for certain lobbying expenses.

GESTATIONAL AGREEMENTS ACT – Amends and adds to existing law to revise provisions regarding the Gestational Agreements Act.

STATE CONTROLLER – Amends existing law to provide that any state agency that knowingly fails to report an agreement may be subject to liability.

POLITICAL CANDIDATES – Amends existing law to provide that a statement of compensation from the federal government by a candidate shall be filed with the Secretary of State.

PUBLIC HEALTH DISTRICTS – Amends existing law to provide that a county may withdraw from a public health district.

LOCAL LAND USE PLANNING – Amends existing law to require a school district that receives mitigation fees to adopt a capacity plan and to use such moneys in accordance with such plan.

BROADCASTING OF HIGH SCHOOL SPORTS – Adds to existing law to establish provisions regarding priority public broadcasting rights of Idaho high school sports events.

EDUCATION – Amends and adds to existing law to revise provisions regarding criminal history checks for school district employees and to establish provisions regarding a school chaplain policy.

TRANSPORTATION – Amends existing law to require a person to apply for a driver’s license, register vehicles, and obtain a certificate of vehicle title within thirty days of becoming an Idaho resident.

ELECTIONS – Amends existing law to require the disclosure of political affiliation in certain election communications.

RULE APPROVAL – SENATE RESOURCES AND ENVIRONMENT COMMITTEE – States findings of the Senate and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Idaho Division of Occupational and Professional Licenses, the Idaho Department of Parks and Recreation, the Idaho Department of Water Resources, and the Idaho Department of Environmental Quality have been reviewed and approved by the Senate Resources and Environment Committee, with an exception.

ADOPTION – States findings of the Legislature and declares support for receiving federal funds for supporting adoption in Idaho.

UNIFORM GUARDIANSHIP, CONSERVATORSHIP, AND OTHER PROTECTIVE ARRANGEMENTS ACT – Amends, repeals, and adds to existing law to establish the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act.

APPROPRIATIONS – DEPARTMENT OF AGRICULTURE – Relates to the appropriation to the Department of Agriculture and the Soil and Water Conservation Commission for fiscal years 2025 and 2026.

APPROPRIATIONS – DIVISION OF VETERANS SERVICES – Relates to the appropriation to the Division of Veterans Services for fiscal year 2026.

APPROPRIATIONS – DEPARTMENT OF INSURANCE – Relates to the appropriation to the to the Department of Insurance for fiscal year 2026.

PROCUREMENT BY POLITICAL SUBDIVISIONS – Amends existing law to revise certain monetary thresholds for certain types of procurement by political subdivisions.

APPROPRIATIONS – ECONOMIC DEVELOPMENT – Relates to the maintenance appropriation to Economic Development for fiscal year 2026.

TRANSPORTATION – Amends existing law to revise provisions regarding Don’t Tread On Me license plates and to establish the Idaho Firearms Safety Education Committee.

EDUCATION – Amends existing law to transfer responsibility to the State Board of Education for distributing certain moneys to reimburse school districts for the cost of internet and certain other services.

JUVENILE PROCEEDINGS – Amends existing law to revise provisions regarding certain juvenile proceedings.

DOMESTIC WATER USE – Amends existing law related to domestic use of water and to provide for delivery, planning, and enforcement.

CLOUD SEEDING – Amends and adds to existing law to revise provisions regarding cloud seeding.

WATER LAW – Amends existing law regarding the director’s ability to issue orders regarding methodologies for determining material injury under the rules for conjunctive management.

IDAHO SAFE HAVEN ACT – Amends existing law to revise provisions regarding the placement of an abandoned child.

FAMILY LAW – Adds to existing law to establish provisions regarding good cause determination in license suspension proceedings and to repeal certain administrative rules.

CONGREGATE CARE – Amends existing law to revise provisions regarding the placement of a child in congregate care settings and to provide for regular review of placements.

FOSTER HOMES – Adds to existing law to establish provisions regarding foster home health and safety requirements.

ATTORNEYS – Amends existing law to revise attorney license fees.
