New Jersey Senate Bills

Establishes Office of the State Chief Efficiency Officer and Efficiency Officer positions in each State Executive Branch department.

Allows certain licensees of New Jersey State Board of Cosmetology and Hairstyling to teach in private schools of cosmetology and hairstyling.

Revises membership of New Jersey State Board of Cosmetology and Hairstyling.

Reduces allowed diversion of funds from stormwater, water, and sewer purposes to municipal and county budgets; requires municipalities and counties to notify Division of Local Government Services of diversions.

Exempts fuel used for operation of certain school buses from petroleum products gross receipts tax and motor fuel tax.

Provides spouses of military servicemembers with gross income tax credit, up to $500, for professional relicensing fees incurred upon relocating to State.

Requires feasibility study to examine establishment of regional medical examiner office facility in Southern New Jersey and collaborative development of new medical examiner education initiatives; appropriates $40,000.

Requires that new motor vehicles be equipped with amplitude modulation radio.

Upgrades penalties for assaulting certain health care support staff and security guards at health care facilities and human services and veterans' facilities.

Requires use of email for certain community notification under Megan's Law.

Requires members of Sexual Assault Response Team to receive training on interacting with victims with developmental disabilities.

Authorizes certain restaurants to advertise that patrons may bring their own beer or wine or purchase wine from on premises salesroom.

Authorizes special "We Support the Arts" license plates with proceeds to New Jersey State Council on Arts.

Establishes Department of State Police as principal department in executive branch of State government.

Establishes database containing information on traffic stops by certain law enforcement officers.

Provides that children under care, custody or supervision of DCPP may not be home-schooled.

Revises requirements concerning disqualification from registration as, and duties of, a professional guardian.

Revises certain requirements concerning reported cases of abuse, neglect, or exploitation of a vulnerable adult.

Creates task force to study feasibility of paperless State government.

Revises and updates law pertaining to conservatorship to encourage ethical conduct by conservators and to provide stronger protections for conservatees and proposed conservatees.

Requires health benefits plan and carriers to meet certain requirements concerning network adequacy and mental health care.

Establishes mediation process for school ethics complaints.

Requires annual General Fund appropriation to DMVA for purposes of base realignment and closure.

Creates gallery space on State House grounds for display of certain art works.

Establishes New Jersey Veteran Gravesite Maintenance Grant Program in DVA.

Allows reverse auctions for certain health benefits.

Requires new voting machines purchased or leased for use in elections in this State to produce voter-verifiable paper record of each vote cast.

Includes electronic sports event as sports wagering; authorizes electronic sports wagering at certain locations.

Prohibits investment of pension and annuity funds by State in entities that avoid Superfund obligations to State.

Permits wagering by business entities with horse racing and sports pool operators.

Eliminates five-year residency requirement for employees of NJ Racing Commission.

Requires State to use at least half of future federal "Help America Vote Act" funds for voting systems with paper record.

"Assistance to Firefighters' Families Act"; doubles pension amounts for beneficiaries of certain deceased volunteer emergency service providers; provides for burial expenses and adjusts life insurance coverage for volunteer firefighters; permits fire code inspection surcharge.

Requires employers to report certain allegations of sexual assault.

"Atlantic City Urban Enterprise Zone and Property Tax Relief Act"; creates urban enterprise zone in Atlantic City for 10 years.

Requires upcoming Educational Adequacy Report to include comprehensive review of certain components of school funding in consultation with certain stakeholders and experts.

Provides free or reduced fee beach access to certain New Jersey National Guard members.

Requires certain ratios of school library media specialists to students in public schools.

Creates pilot program to fund adult education programs for residents of certain communities.

Requires MVC to check Social Security Administration records and mark deceased individuals in MVC database once per month.
