Tennessee House Bills

Education - As introduced, converts the school safety alert grant pilot program to a statewide two-year school safety alert grant program; removes the limit on the number of grants that may be awarded in a fiscal year. - Amends TCA Title 49 and Chapter 944 of the Public Acts of 2024.

Sunset Laws - As introduced, extends the Tennessee board of court reporting to June 30, 2027. - Amends TCA Title 4, Chapter 29 and Title 20, Chapter 9.

Sunset Laws - As introduced, extends the human rights commission to June 30, 2029. - Amends TCA Title 4, Chapter 21 and Title 4, Chapter 29.

Appropriations - As introduced, appropriates $25 million to the legislature for planning and construction of a new parking garage that has at least 400 parking spaces, is attached to the Cordell Hull Building, and is used solely by legislative employees. - Amends TCA Title 3; Title 4; Title 8; Title 9 and Title 12.

Parks, Natural Areas Preservation - As introduced, designates certain portions of the Duck River and certain portions of various creeks as Class II pastoral river areas. - Amends TCA Title 11, Chapter 13.

Criminal Offenses - As introduced, raises from $3,000 to $4,000, the maximum fine that a jury may impose for the offense of conveyance by general warranty deed with knowledge of existing liens. - Amends TCA Title 8; Title 39; Title 62 and Title 66.

Physicians and Surgeons - As introduced, requires physicians who attend to a pregnant woman during gestation to take or cause to be taken a sample of blood to test for syphilis infection at the first examination and visit, sometime between the 28th and 32nd week of gestation, and at delivery; clarifies that the hepatitis B surface antigen test is a part of the standard serological test. - Amends TCA Title 8, Chapter 27; Title 56; Title 68 and Title 71.

Constitutional Amendments - Proposes an amendment to prohibit this state or an instrumentality of this state from abridging or denying a person's rights on account of sex. -

Constitutional Amendments - Proposes an amendment to Article VI, Section 14 of the Tennessee Constitution to authorize municipalities to impose a civil penalty in excess of $50 for a violation of a municipal ordinance if such penalty is just and reasonable. -

Taxes, Real Property - As introduced, requires half the revenue collected from recordation taxes be returned to the county in which the real property is located on a recurring basis; applies to transfers of real property on or after July 1, 2025. - Amends TCA Section 67-4-409.

Juvenile Offenders - As introduced, requires a juvenile 16 years of age or older accused of a delinquent act to be transferred from juvenile court to criminal court to be tried as an adult if the juvenile has a prior adjudication of delinquency for any offense and the juvenile court finds probable cause to believe the juvenile committed the delinquent act. - Amends TCA Title 37; Title 39 and Chapter 1007 of the Public Acts of 2024.

TennCare - As introduced, requires a TennCare health benefit plan renewed or issued on or after July 1, 2025, by a health insurance carrier to provide coverage and reimbursement for biomarker testing for preeclampsia in pregnant women. - Amends TCA Title 56; Title 63; Title 68 and Title 71.

Lottery, Corporation - As introduced, requires each county to levy a tax at the rate of 5 percent of the sales price of lottery tickets or shares when sold at retail within the jurisdiction of the county; requires the state to administer the collection of the tax. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 9; Title 49 and Title 67.

Drugs, Prescription - As introduced, allows a student to possess and self-administer rescue seizure medication at school or at a school-related activity or event. - Amends TCA Title 49, Chapter 50, Part 16.

Medical Occupations - As introduced, requires a person who is licensed to practice a healing art; who was an officer in the commissioned medical corps of the army, the navy, the air force, or the public health service of the United States; and who was subsequently discharged, instead of honorably discharged, to register with the appropriate board licensing that profession. - Amends TCA Title 63.

Criminal Offenses - As introduced, creates a Class B misdemeanor offense for engaging in harassing behavior against a first responder engaged in official duties under certain circumstances. - Amends TCA Title 39.

Taxes, Business - As introduced, exempts child care agencies from business tax; requires the state to annually allocate the amount of such taxes derived from child care services and received from counties and municipalities in the 2023-2024 fiscal year. - Amends TCA Title 67, Chapter 4.

Taxes, Ad Valorem - As introduced, changes the reimbursement amount for property tax relief for disabled veteran homeowners; increases the reimbursement amount from payment on the first $175,000 of the full market value of the home to payment on the first $200,000 of the full market value. - Amends TCA Title 67, Chapter 5, Part 7.

Energy - As introduced, establishes a regulatory framework for solar energy facilities in this state. - Amends TCA Title 5; Title 6; Title 7, Chapter 51 and Title 65, Chapter 17.

Health, Dept. of - As introduced, requires hospitals that accept medicaid to inquire about a person's citizenship status and submit a quarterly report to the department on the number of hospital admissions and emergency department visits by persons lawfully and not lawfully present in the United States; requires the department to submit an annual report to the governor, speaker of the senate, and speaker of the house of representatives regarding the impact of uncompensated care for persons not lawfully present in the United States and other related information. - Amends TCA Title 33; Title 68 and Title 71.

Gaming - As introduced, clarifies that a provision of law voiding wagering contracts does not apply to a transaction to make a wager under the Tennessee Sports Gaming Act. - Amends TCA Title 4; Title 29; Title 38; Title 39; Title 47; Title 49 and Title 67.

Banks and Financial Institutions - As introduced, requires a state-chartered bank to obtain an annual audit of its financial statements at intervals of no longer than 15 months, unless the bank's financial statements are included in the audit of its holding company's consolidated statements; requires the board to review, discuss, and record the audit in meeting minutes; requires each bank to provide the commissioner of financial institutions with a copy of the external audit within 45 days of receiving the audit; requires each bank to notify the commissioner whenever an independent public accountant is engaged to perform external auditing work, or when a change or termination of the bank's independent accountant occurs. - Amends TCA Title 45.

Education - As introduced, enacts the "Education Freedom Act of 2025." - Amends TCA Title 4, Chapter 49 and Title 49.

State Employees - As introduced, defines "working day" for purposes of determining the military leave and compensation available to a state employee who is a member of any reserve component of the armed forces of the United States who is called to active military service. - Amends TCA Title 8, Chapter 33.

Planning, Public - As introduced, requires a local legislative body to approve an application for a proposed development without allowing public comment, if the legislative body determines that the proposed development is in substantial compliance with the zoning regulations or map that was previously made available for public review and comment. - Amends TCA Title 8, Chapter 44 and Title 13, Chapter 7.

Mobile Homes and Manufactured Buildings - As introduced, requires the department of transportation to submit a brief written summary to the committee of the house of representatives with jurisdiction over transportation matters and the transportation and safety committee of the senate no later than March 15, 2026, and March 15 of each subsequent year, concerning placards issued to transporters of manufactured homes pursuant to this section, including data on unsafe and erratic driving reported to the department using the telephone number that appears on the placards. - Amends TCA Title 55; Title 62; Title 67 and Title 68.

Tourism - As introduced, requires a tourism development authority to file its annual audit and report with the members of the general assembly who represent the municipality that granted permission to the authority to organize; authorizes the audit and report to be filed electronically. - Amends TCA Title 7 and Title 67.

Ethics - As introduced, specifies that an impermissible indirect gift to candidates for public office and certain officials and their family members includes a gift provided by an entity that is related to, and its business or political activities are intertwined with, an employer of a lobbyist; requires the governor and officers of the governor's cabinet to disclose certain travel expenses. - Amends TCA Title 3, Chapter 6 and Title 8, Chapter 50, Part 5.

Criminal Offenses - As introduced, establishes mandatory minimum penalties of 48 hours in jail and a $500 fine for a person convicted of knowingly selling or distributing a product containing a hemp-derived cannabinoid to a person who is under 21 years of age. - Amends TCA Title 39, Chapter 17; Title 43, Chapter 27 and Title 49, Chapter 6.

Education, Dept. of - As introduced, changes the date, from October 15 to October 1, by which the department must notify local education agencies (LEAs) of all state and federal grants available to assist the LEA in expanding mental health services and resources in schools. - Amends TCA Title 49.

Unclaimed Property - As introduced, allows the treasurer to file the annual report regarding the total amount and value of abandoned or unclaimed property with executive and legislative branch officials electronically. - Amends TCA Title 43; Title 44; Title 47; Title 48 and Title 66.

Insurance Companies, Agents, Brokers, Policies - As introduced, authorizes a purchaser or borrower in a real property transaction to select the settlement agent to perform certain duties; authorizes the seller to retain a licensed attorney in this state to represent the seller's interests in such transaction; prohibits the designated settlement agent from collecting certain transaction-related fees from a represented seller without consent of the seller's attorney. - Amends TCA Title 56, Chapter 35 and Title 66.

Revenue, Dept. of - As introduced, extends from 2030 to 2031, the time period in which the department is to submit annual reports to the general assembly regarding sales taxes the department collects on all electronic nicotine delivery devices. - Amends TCA Title 67.

Motor Vehicles, Titling and Registration - As introduced, deletes requirement for the department of revenue to report on the status of the computerized titling and registration system to the transportation and safety committee of the senate and transportation committee of the house of representatives. - Amends TCA Title 55.
