Local Education Agencies - As introduced, requires each LEA to compile a list of all school buildings in the district that use natural gas for the provision of one or more utilities and to post the list on its website no later than October 1 of each year. - Amends TCA Title 7; Title 49 and Title 65.

Energy - As introduced, removes restriction on the number of terms a member may serve on the state energy policy council. - Amends TCA Title 4, Chapter 29, Part 2 and Title 68, Chapter 204.

Business Organizations - As introduced, increases, from two to three, the number of days' notice that a for-profit corporation must give of the date, time, and place of a meeting to elect directors and complete the organization of the corporation or elect a board of directors to complete the organization of the corporation, if the initial directors are not named in the charter of the corporation. - Amends TCA Title 4; Title 29; Title 39; Title 46; Title 47; Title 48; Title 50; Title 61; Title 62 and Title 66.

Child Abuse - As introduced, adds the speaker of the senate and speaker of the house of representatives to whom the recipients of funding from the child abuse fund and its subsidiary funds, the child advocacy centers fund, the CASA fund, and the child abuse prevention fund shall report to annually regarding their use of child abuse fund moneys, their collaborative efforts to address the spectrum of child abuse issues, and their recommendations for additional improvements in the child abuse prevention and response system in this state. - Amends TCA Title 33 and Title 39.

Consumer Protection - As introduced, extends from five to 10 business days the period during which a financial service provider may refuse or delay financial transactions not involving securities due to suspected financial exploitation. - Amends TCA Title 45 and Title 47.

Anatomical Gifts - As introduced, changes from July to January, the month when a medical facility and research institution covered under the Tennessee Genomic Security and End Organ Harvesting Act must certify to the commissioner of health that the facility and institution are compliant with the requirements in the act. - Amends TCA Title 63 and Title 68.

Taxes - As introduced, requires the commissioner of revenue to report to the general assembly on an annual basis, beginning July 1, 2027, the amount of sales and use tax refunds on purchases of major appliances, residential furniture, and residential building supplies issued to persons receiving federal disaster assistance. - Amends TCA Title 4; Title 9; Title 12; Title 54; Title 55 and Title 67.

Consumer Protection - As introduced, updates the mandatory notice regarding security freezes to specify that identity theft complaints to the federal trade commission and attorney general and reporter may be submitted via electronic means as specified by the federal trade commission and the attorney general and reporter, instead of only in writing or via their websites. - Amends TCA Title 4; Title 7; Title 8; Title 10; Title 38; Title 39; Title 40; Title 47; Title 49; Title 53; Title 56; Title 63; Title 68 and Title 71.

Transportation, Dept. of - As introduced, changes the deadline from January 1 to February 15 by when the department must submit its annual report to the speakers of the senate and the house of representatives, the chair of the transportation and safety committee of the senate, and the chair of the transportation committee of the house of representatives, on the status of projects funded by the transportation modernization fund. - Amends TCA Title 4, Chapter 23; Title 9, Chapter 11; Title 9, Chapter 21; Title 9, Chapter 4; Title 9, Chapter 9; Title 54 and Title 67.

Personal Property - As introduced, extends from 10 to 100 years the initial statutory period of the postmortem right to commercial exploitation of a deceased individual's property rights in such individual's name, photograph, voice, or likeness by an executor, assignee, heir, or devisee. - Amends TCA Title 8, Chapter 3; Title 47, Chapter 25 and Title 47, Chapter 18.

Criminal Offenses - As introduced, clarifies that the criminal offense of knowingly accessing a communication or computer system for the purpose of fraud or theft includes accessing a cloud computing service. - Amends TCA Title 4; Title 10; Title 35; Title 37; Title 38; Title 39; Title 40; Title 45; Title 47; Title 65; Title 66; Title 67 and Title 71.

Sentencing - As introduced, reduces the time within which a sentencing hearing must be held from within 45 days after a finding of guilt to within 30 days after the finding of guilt. - Amends TCA Title 38; Title 39 and Title 40.

Public Health - As introduced, requires healthcare provider regulatory authorities to report quarterly to the department of health the number and type of disciplinary actions taken against a healthcare provider for knowingly performing or offering to perform on a minor, or administering or offering to administer to a minor, a prohibited medical procedure. - Amends TCA Title 63 and Title 68, Chapter 33.

Elder Abuse - As introduced, requires the court to set a date for a deposition to preserve testimony in a case in which an alleged offense against an elderly or vulnerable adult has been committed within 45 days, rather than 60 days, of the filing of the original motion to preserve testimony. - Amends TCA Title 39 and Title 71.

Education - As introduced, requires each elementary and secondary school to post two, rather than one, signs that contain the toll-free telephone number operated by the department of children's services to receive reports of child abuse or neglect. in clearly visible locations in public areas of the school that are readily accessible to students. - Amends TCA Title 49.

Contractors - As introduced, requires the state board for licensing contractors to notify the department of commerce and insurance of a disciplinary action against a contractor upon posting the notice of disciplinary action on its website. - Amends TCA Title 13; Title 62, Chapter 6 and Title 66.

Judicial Districts - As introduced, deletes obsolete statute creating the advisory task force to review composition of judicial districts, which ceased to exist upon completion of the task force's report and recommendations in 2019. - Amends TCA Title 16 and Title 17.

Education, Higher - As introduced, deletes an obsolete requirement that the governing board of each public institution of higher education submit a report on the institution's implementation of a research security policy by July 1, 2025, to the chairs of the education committee of the senate and the education committees of the house of representatives. - Amends TCA Title 9 and Title 49.

Election Laws - As introduced, changes the deadline, from January 31 to January 15, for the coordinator of elections to file a report with the state and local government committee of the senate and the local government committee of the house of representatives following an election conducted under a convenience voting pilot project. - Amends TCA Title 2.

Fire Prevention and Investigation - As introduced, requires the state fire marshal, in addition to the present law requirement of being available for the training of owners of educational and institutional occupancies, their tenants, or employees in methods of fire drills, to make available on the state fire marshal's website training materials to assist in such training. - Amends TCA Title 68.

Health Care - As introduced, authorizes an individual to submit a request for a pre-application determination of eligibility for an occupational license based on criminal history either in writing or electronically, rather than exclusively in writing, and updates the provision regarding judicial review to clarify that the 30-day window to petition the Davidson County chancery court is triggered by the receipt of either written or electronic notice of disqualification. - Amends TCA Title 63 and Title 68.

Drugs, Prescription - As introduced, authorizes an owner or person in legal possession of drugs or devices deemed adulterated to request a show cause hearing electronically, rather than strictly in writing. - Amends TCA Title 47; Title 53; Title 56; Title 63 and Title 68.

Local Government, General - As introduced, deletes the provision that classifies a local government official's affirmative vote for adoption of a prohibited sanctuary policy as a Class E felony. - Amends TCA Title 7 and Title 8.
