Prohibits BPU approval of electric or gas public utility rate increases resulting in total increase to average residential customer bill in excess of two percent within five-year period.

Requires electric public utility to reimburse customers for up to $500 for spoiled food and full cost of spoiled medicine resulting from lengthy service outage following major event.

Prohibits electric and gas public utilities from collecting payment from residential budget billing plan customers whose service was interrupted as a result of major emergency event.

Establishes NJ Council on Lupus Education and Awareness in DOH.

"Clean Energy AI Incentivization Act"; directs BPU to incentivize artificial intelligence centers to bring their own self-sufficient, clean energy.

Establishes certain annual certification compliance requirements for school bus contractors; requires Office of School Bus Safety to establish certification compliance pilot program.

Creates "Youth Detention Task Force."

Stipulates that qualifying applicant for personal assistance services who is primary caregiver of minor child is automatically eligible for services.

Requires BPU to work with neighboring states to research and recommend certain action concerning electric capacity and transmission.

"Construction Containment and Pollution Prevention Act"; requires contractors to use containment devices to prevent release of certain pollutants outside of worksites.

Requires DOLWD to identify and recruit unemployed individuals for employment in healthcare facilities, home care services, and hospice services; makes appropriation.

Codifies and extends authorization for certain out-of-State health care practitioners and recent graduates of health care training programs to practice in New Jersey.

Requires paint producers to implement or participate in paint stewardship program.

Provides that average time to issue licenses to physicians shall not exceed 51 days.

Modifies child endangerment statute to include AI technology; establishes criminal penalties.

Requires 45 day notice concerning tuition rate changes by licensed child care centers.
