Idaho House Bills

NARCOTIC, SUBSTANCES – Proposes an amendment to the state constitution to provide that only the Legislature shall have power and authority to legalize the growing, producing, manufacturing, transporting, selling, delivering, dispensing, administering, prescribing, distributing, possessing, or using of marijuana, narcotics, or other psychoactive substances.

DRIVER TRAINING – Amends existing law to revise provisions regarding Class D driver’s training instruction permits and Class D supervised instruction permits.

DEPARTMENT OF HEALTH AND WELFARE – Amends and repeals existing law to remove provisions that the Department of Health and Welfare has identified as obsolete or superfluous.

ELECTIONS – Amends existing law to require certain anti-fraud measures to be employed to ensure election ballots are secure.

MINES AND MINING – Amends and adds to existing law to provide for the adjustment of line license tax allocations, the expenditures of reclamation funds, voluntary contributions, the establishment of an advisory committee, the responsibilities of the department of lands, and the setting of reclamation priorities.

EDUCATION – Amends existing law to require public school districts to adopt certain safety protocols.

RULES OF THE ROAD – Amends existing law to provide for vehicles to exceed the speed limit while passing in a passing lane.

LABORATORIES – Amends, repeals, and adds to existing law to establish provisions regarding laboratories.

ELECTRICAL CONTRACTORS AND JOURNEYMEN – Amends existing law to provide for dual master electrician and journeyman electrician licensure issuance.

OCCUPATIONAL LICENSING REFORM ACT – Repeals and adds to existing law to provide for certain reporting requirements to be made by state agencies that are licensing authorities.

RESIDENTIAL MORTGAGE PRACTICES – Adds to existing law to provide for consumer privacy in mortgage applications.

TAXATION – Adds to existing law to exempt certain small sellers from sales and use taxes.

AUDITS OF LOCAL GOVERNMENTAL ENTITIES – Amends existing law to revise provisions regarding the minimum requirements for an audit.

EDUCATION – Adds to existing law to require all Title IX compliance to be vested in the president of each institution of higher education in the state of Idaho.

RULES OF THE ROAD – Amends existing law to exempt UTVs that are equipped with a roll cage and seat belts from safety helmet requirements.

BARBERS AND COSMETOLOGISTS – Amends and repeals existing law to provide for the de-licensure of makeup artists.

BARBERS AND COSMETOLOGISTS – Amends and repeals existing law to provide for the de-licensure of thermal stylists.

ACQUISITIONS OF CONTROL AND INSURANCE HOLDING COMPANY SYSTEMS – Amends and adds to existing law to revise and establish provisions regarding insurance holding company systems.

WORKER’S COMPENSATION – Amends existing law to increase maximum allowable burial expenses and to revise provisions regarding transportation expenses.

WORKER’S COMPENSATION – Amends existing law to revise provisions regarding service of notice of hearings.

WORKER’S COMPENSATION – Amends existing law to move the definition of “member of an employer’s family.”

WORKER’S COMPENSATION – Amends existing law to provide that members of limited liability companies may be liable for a failure to secure compensation.

PUBLIC ASSISTANCE – Amends existing law to provide for the exchange of certain information between the State Tax Commission and the Department of Health and Welfare for investigation of fraud.

TAXATION – Adds to existing law to provide for the Idaho Middle Income Property Development Tax Credit and the Middle Income Land Trust Tax Credit.

PROPERTY TAXES – Amends existing law to revise provisions regarding a property tax exemption for certain low-income housing owned by nonprofit organizations.

EDUCATION – Amends existing law to revise provisions regarding the requirement for safe public school facilities.

URBAN AGRICULTURE – Amends and adds to existing law to provide for residential chicken ownership.

INSURANCE – Amends existing law to revise provisions of the Idaho Life and Health Insurance Guaranty Association Act.

CONCEALED WEAPONS – Amends existing law to remove a provision regarding restrictions on the carrying of concealed weapons.

APPROPRIATIONS – LEGISLATIVE BRANCH – Relates to the maintenance appropriation to the Legislative Branch for fiscal year 2026.

FOOD TAX CREDITS AND REFUNDS – Amends existing law to increase the food tax credit and to provide an alternative tax credit for the actual amount paid by taxpayers on food purchases.

TOBACCO PRODUCTS AND ELECTRONIC SMOKING DEVICES – Amends, repeals, and adds to existing law to establish provisions regarding clean indoor air and prevention of minors’ access to tobacco products and electronic smoking devices.

OCCUPATIONAL LICENSING REFORM ACT – Amends existing law to provide for certain occupational licensing policy and to provide for universal occupational licensing practice authority.

TOBACCO, FOOD, AND DRINKS – Proposes an amendment to House Rule 40 to revise provisions regarding the consumption of tobacco products, food, and drink in the gallery and in the Representative Chamber.

CORPORATIONS – States findings of the Legislature and calls on Congress to repeal the Corporate Transparency Act.

STATE DISASTER PREPAREDNESS ACT – Adds to existing law to provide for certain voluntary noncompliance and acceptance of risks.

BUILDING CODE – Adds to existing law to prohibit laws that require electric vehicle charging stations or parking spaces in any building plan and to provide for preemption of local laws and ordinances.

EDUCATION – Amends existing law to increase the maximum tuition for community colleges.

LABOR – Amends and adds to existing law to revise provisions regarding employment security laws and to provide for certain administrative rules to be null, void, and of no force and effect.

EMPLOYMENT SECURITY – Amends and adds to existing law to provide for the prevention and deterrence of unemployment insurance fraud.

CONCEALED WEAPONS – Amends existing law to revise a provision regarding course instruction for an enhanced license to carry a concealed weapon.

SERGEANT KITZHABER MEDICAL CANNABIS ACT – Amends and adds to existing law to authorize the possession, transportation, and use of cannabis for medical purposes and to provide that marijuana and tetrahydrocannabinols or synthetic equivalents are Schedule II controlled substances.

DIRECTED BLOOD PRODUCT TRANSFUSION – Adds to existing law to establish provisions regarding directed blood product transfusion.

METHODS OF EXECUTION – Amends existing law to revise provisions regarding methods of execution.

IDAHO ADMINISTRATIVE PROCEDURE ACT – Adds to existing law to establish provisions regarding the issuance of a subpoena in a contested case.

APPROPRIATIONS – STATE BOARD OF EDUCATION – Relates to the maintenance appropriation to the State Board of Education for fiscal year 2026.

PUBLIC ASSISTANCE – Amends existing law to provide that a third party that requires prior authorization for items or services provided to a recipient of medical assistance shall accept authorization from the state.

ABLE ACCOUNTS – Amends and adds to existing law to provide for ABLE accounts in the state and to establish an ABLE account advisory council.

APPROPRIATIONS – PUBLIC SCHOOLS – Relates to the appropriation to the Public Schools Educational Support Program for fiscal year 2026.

APPROPRIATIONS – Relates to the appropriation to the Department of Commerce, Department of Environmental Quality, and the Department of Health and Welfare for fiscal year 2025.

TRANSPORTATION – Amends existing law to eliminate renewal of instructional permits, to make certain permits valid for one year, and to remove the requirement that people surrendering an out-of-state driver’s license take a knowledge test if they have previously held an Idaho driver’s license.

TRANSPORTATION – Amends existing law to provide for data security compliance training for systems used by the Division of Motor Vehicles.

MOTOR VEHICLES – Amends existing law to revise provisions regarding temporary license plates and certain exempt vehicle license plates.

HEALTH AND WELFARE – Amends, repeals, and adds to existing law to remove provisions previously related to the Department of Health and Welfare that are now assigned to other state agencies.

CRIMINAL HISTORY RECORDS – Amends existing law to authorize the submission of fingerprints of certain persons to the Bureau of Criminal Identification.

MEDICAL EDUCATION – Amends and adds to existing law to revise provisions regarding medical education programs supported by Idaho state funds and to provide for WWAMI program transition.

PROPERTY – Amends existing law to revise provisions regarding abandoned property.

ATHLETIC COMMISSION – Amends existing law to provide an exemption from certain duties of the state athletic commission for fundraising events held by charitable organizations.

BARBERS AND COSMETOLOGISTS – Amends and repeals existing law to provide for the de-licensure of makeover and glamour photography businesses.

INSURANCE – Amends and repeals existing law to remove the Idaho Small Employer Carrier Reinsurance Program.
