Boats, Boating - As enacted, generally increases from 12 to 14, the age that a person must be to lawfully operate a personal watercraft upon the waters of Tennessee without being under the direct supervision of an adult, except that persons 12 and 13 may continue to operate a personal watercraft upon the waters of Tennessee without being under the direct supervision of an adult on Monday through Friday, excepting legal holidays. - Amends TCA Title 69, Chapter 9.

Utilities, Utility Districts - As enacted, clarifies that prior to the acquisition of assets of a natural gas utility regulated by the Tennessee public utility commission by a new owner or any other change in control of such assets, the commission has exclusive authority to approve the acquisition or change in control, including the assignment of franchise rights, upon a finding by the commission that such transfers of assets or control is in the public interest. - Amends TCA Title 5; Title 6; Title 7; Title 65; Title 68 and Title 69.

Employees, Employers - As enacted, clarifies that the general assembly preempts and occupies the entire field of regulating the terms and conditions of employment; prohibits local governments from adopting or enforcing any law, rule, or policy that requires a term or condition of employment that exceeds or conflicts with state or federal law. - Amends TCA Title 7 and Title 50.

Election Laws - As enacted, authorizes nominees to fill a vacancy for a judge, district attorney general, or public defender occurring later than 180 days before the qualifying deadline, to be selected by statewide political parties by any method authorized by the rules of the party. - Amends TCA Title 2 and Title 55, Chapter 50.

Local Government, General - As introduced, authorizes the board of directors of a rail service authority to submit each annual report electronically. - Amends TCA Title 5; Title 6; Title 7; Title 45; Title 49; Title 54 and Title 67.

Holidays and Days of Special Observance - As enacted, designates October 1 of each year as "APDS Day" to promote awareness of activated PI3K delta syndrome. - Amends TCA Title 15, Chapter 2.

Holidays and Days of Special Observance - As enacted, designates the month of April as "Tennessee Native Plant Month." - Amends TCA Title 15, Chapter 2.

Traffic Safety - As introduced, authorizes the seizure and impoundment of a motor vehicle used in drag racing, based on probable cause, for a maximum of 72 hours; authorizes owner of motor vehicle to contest seizure in administrative or judicial hearing. - Amends TCA Title 6; Title 7; Title 16; Title 40 and Title 55, Chapter 10, Part 5.

Assessors - As enacted, expands the duties of the division of property assessments to supervise and direct all reappraisals and revaluation programs beyond the cost of which the state contributes. - Amends TCA Section 67-1-202(a)(1).

Victims' Rights - As enacted, adds persons required by law to register as a persistent domestic violence offender to the list of persons who are not eligible to participate in the address confidentiality program; makes various other changes to the address confidentiality program. - Amends TCA Title 40, Chapter 38, Part 6.

Traffic Safety - As enacted, clarifies the areas in which a personal delivery device may be operated and where such devices are prohibited; authorizes local resolutions or ordinances to both regulate and prohibit such devices but only in compliance with state law. - Amends TCA Title 55, Chapter 8.

Banks and Financial Institutions - As enacted, clarifies that if a financial institution reasonably believes a customer is deceased, then the financial institution does not have a duty to confirm service of a subpoena on the customer, the customer's estate, or the customer's heirs; makes other changes related to financial records. - Amends TCA Title 45, Chapter 10.

Education - As enacted, generally provide that a middle school student or high school student who transfers from one member school to another is immediately eligible to participate in interscholastic athletics at the member school to which the student transfers if certain criteria is met. - Amends TCA Title 49.

Education - As enacted, extends reporting deadline for the advisory committee on innovations in K-12 education from December 31, 2025, to June 1, 2026. - Amends Chapter 426 of the Public Acts of 2025.

Motor Vehicles - As enacted, provides that a motor vehicle dealer license is not required to sell or purchase certain antique vehicles or unique motor vehicles through an auction being held at a venue with a permanent seating capacity of at least 20,000 located in Wilson County, the auction operator conducts no more than one auction in this state per year, the action offers no less than 400 vehicles and no more than 2,000 vehicles for any one auction, and the operator has a minimum net worth of $25 million. - Amends TCA Title 55, Chapter 17 and Title 62, Chapter 19.
