Idaho House Bills

IMMIGRATION – Adds to existing law to provide for the Immigration Cooperation and Enforcement Act.

TAXATION – Amends existing law to allow the income tax deduction of legal fees and medical expenses related to the acquisition of a donated embryo.

PUBLIC UTILITIES – Adds to existing law to provide for competitive procurement of electric services and electric ratepayer protection.

LEWD CONDUCT – Amends and adds to existing law to establish provisions regarding the crime of aggravated lewd conduct with a minor child under sixteen, to establish provisions regarding the crime of aggravated lewd conduct with a minor child twelve or under, and to provide a punishment for the crime of aggravated lewd conduct with a minor child twelve or under.

EDUCATION – Amends existing law to revise provisions regarding the public charter school facilities program.

ALCOHOLIC BEVERAGES – Amends existing law to revise provisions regarding movie theaters and the sale of beer and wine.

TAXATION – Amends and adds to existing law to provide certain property tax exemptions for certain utilities and to provide for a tax on rate-regulated electric companies and gas companies.

NURSES – Adds to existing law to provide for nurses to delegate tasks to non-nurses under certain conditions.

DAYCARE – Amends and adds to existing law to revise provisions regarding the licensing of daycare facilities.

SPEECH AND HEARING SERVICES – Amends and adds to existing law to provide for licensed video remote interpreting providers.

PROPERTY TAX RELIEF – Amends existing law to provide for property tax relief.

IMMUNIZATIONS – Amends and repeals existing law to revise provisions regarding immunizations in daycare and schools.

INDECENT EXPOSURE – Amends existing law to revise provisions regarding indecent exposure.

DAYCARE – Amends and repeals existing law to revise provisions regarding daycare licenses.

TRANSPORTATION – Amends and adds to existing law to establish An Appeal to Heaven license plates.

PRODUCTION OF EVIDENCE – Adds to existing law to establish provisions regarding media source confidentiality.

POLITICAL VIOLENCE AND INTIMIDATION – States findings of the Legislature and denounces acts of political violence and intimidation.

EDUCATION – Amends existing law to revise provisions regarding the requirement for safe public school facilities.

INDUSTRIAL HEMP – Amends existing law to provide an exception for negligent violations.

APPROPRIATIONS – PUBLIC SCHOOLS – CENTRAL SERVICES – Relates to the appropriation to the Public Schools Educational Support Program’s Division of Central Services for fiscal year 2026.

APPROPRIATIONS – OFFICE OF THE STATE BOARD OF EDUCATION – Relates to the appropriation to the Office of the State Board of Education for fiscal years 2025 and 2026.

PUBLIC UTILITY INFRASTRUCTURE – Adds to existing law to provide restrictions on ownership of energy infrastructure in Idaho.

TRANSPARENCY IN LEGISLATIVE TRAVEL – Adds to existing law to require legislative candidates, legislators, and members-elect of the Legislature to report certain travel paid by others.

APPROPRIATIONS – ENDOWMENT FUND INVESTMENT BOARD – Relates to the appropriation to the Endowment Fund Investment Board for fiscal year 2026.

TAXATION – Amends existing law to revise provisions regarding the sales tax exemption for Idaho information technology equipment.

RULE APPROVAL – HOUSE STATE AFFAIRS COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho State Police, the Division of Occupational and Professional Licenses, the Idaho Public Utilities Commission, the Idaho Secretary of State, the Department of Administration, and the Idaho State Lottery have been reviewed and approved by the House State Affairs Committee, with an exception.

EQUAL ACCESS TO JUSTICE ACT – States findings of the Legislature and calls on Congress to amend the Equal Access to Justice Act.

DR. ANTHONY FAUCI – States findings of the Legislature and opines that a federal pardon issued by a president does not confer immunity from prosecution or responsibility for state crimes.

EDUCATION – States findings of the Legislature and commends the Boise State Broncos football team for its historic 2024 football season.

IDAHO ADMINISTRATIVE PROCEDURE ACT – Amends, repeals, and adds to existing law to revise the procedures for the conducting of contested cases.

ADOPTIONS – Amends existing law to revise adoptee access to adoption records.

EDUCATION – Amends existing law to revise provisions regarding the Idaho Launch Grant Program and the In-Demand Careers Fund.

IVERMECTIN – Adds to existing law to provide that ivermectin may be sold or purchased without a prescription or consultation with a health care professional.

CAMPAIGN FINANCE – Amends, repeals, and adds to existing law to provide for campaign finance transparency.

STATE BUDGET – Adds to existing law to provide for the Idaho personnel reduction act and to provide for the reporting of state employee travel expenses.

COUNTIES – Amends existing law to revise provisions regarding Latah County boundaries and Shoshone County boundaries.

APPROPRIATIONS – DIVISION OF FINANCIAL MANAGEMENT – Relates to the appropriation to the Division of Financial Management for fiscal year 2026.

APPROPRIATIONS – STATE APPELLATE PUBLIC DEFENDER – Relates to the appropriation to the State Appellate Public Defender for fiscal year 2026.

CORPORATIONS – Adds to existing law to establish provisions regarding the protection of vulnerable adults from financial exploitation.

HOMESTEAD EXEMPTION – Amends existing law to clarify that an Idaho state-issued driver’s license or identification card is required to apply for the homestead property tax exemption.

EDUCATION – Adds to existing law to provide for the establishment of the Idaho High-Needs Student Fund.

FIRE PROTECTION DISTRICTS – Amends existing law to revise provisions regarding the consolidation of fire protection districts.

REFUGEES – Adds to existing law to establish provisions regarding refugee medical assistance.

FLOOD CONTROL DISTRICTS – Amends existing law related to meetings, compensation, and the powers and duties of the board of commissioners of a flood control district.

CHILD PROTECTIVE ACT – Amends existing law to establish provisions regarding an order to prevent removal.

WIND ENERGY CONVERSION SYSTEMS – Adds to existing law to require the installation of light-mitigating technology systems on wind energy conversion systems.

HEALTH – Adds to existing law to establish provisions regarding breast cancer screening.

BILL INTRODUCTION LIMITS AND TRANSPARENCY – Proposes and amendment to House Rule 6 to add certain bill introduction limits and to require certain transparency in the origin of legislation.

FUNERAL PLANS – Amends existing law to revise provisions regarding disposition of remains in prearranged funeral plans.

ABSENTEE VOTING – Amends, repeals, and adds to existing law to revise provisions regarding the returning and verification of absentee ballots.

LOCAL GOVERNMENT – Amends existing law to revise provisions regarding compensation and benefits of local boards.

APPROPRIATIONS – DEPARTMENT OF ADMINISTRATION – Relates to the appropriation to the Department of Administration for fiscal year 2026.

EDUCATION – Adds to existing law to provide that funds appropriated to public schools shall be used for the purposes identified in statute or in an appropriation.

APPROPRIATIONS – AGRICULTURAL RESEARCH AND EXTENSION SERVICE – Relates to the appropriation to the Agricultural Research and Extension Service for fiscal year 2026.

EDUCATION – Amends existing law to revise provisions regarding the Public School Facilities Cooperative Fund and the School District Facilities Fund.
