Idaho House Bills

PODIATRY – Amends, repeals, and adds to existing law to provide for the Podiatric Medical Practice Act.

GOVERNOR’S ADDRESS – States findings of the Legislature and provides for a joint session of the House and Senate to hear a message from the Governor.

RECKLESS DRIVING – Amends existing law to revise a provision regarding reckless driving.

ALEX J. ADAMS – States findings of the Legislature, commends and honors Alex J. Adams, and calls on the U.S. Senate to swiftly approve his nomination to serve in President Donald J. Trump’s administration.

ENERGY – States findings of the Legislature and urges federal lawmakers to work in good faith to reform federal permitting and environmental review processes to expedite the deployment of modern energy infrastructure.

ELECTRICITY STUDY – States findings of the Legislature and authorizes the Legislative Council to appoint a committee to undertake and complete a study of new Idaho large electricity loads and rate payer protections.

FLAGS – Amends existing law to provide that a governmental entity shall only display certain flags.

CITY AND COUNTY OFFICERS – Amends and adds to existing law to remove a provision regarding violations of the open meetings law by county officers, to authorize investigations and actions against city officers by the attorney general, and to provide for duties of the attorney general.

ANNEXATION BY CITIES – Amends existing law to revise provisions regarding costs associated with the annexation of certain property by cities.

APPROPRIATIONS – OFFICE OF INFORMATION TECHNOLOGY SERVICES – Relates to the appropriation to the Office of Information Technology Services for fiscal years 2025 and 2026.

APPROPRIATIONS – STATE LIQUOR DIVISION – Relates to the appropriation to the State Liquor Division for fiscal year 2026.

APPROPRIATIONS – Relates to the appropriation and transfer of moneys in the state treasury for fiscal years 2025 and 2026; provides an additional appropriation to the Military Division for fiscal year 2025; and provides pay increases to the Military Division in accordance with the federal general schedule pay scale.

APPROPRIATIONS – PUBLIC SCHOOLS – FACILITIES DIVISION – Relates to the appropriation to the Public Schools Educational Support Program’s Division of Facilities for fiscal year 2026.

APPROPRIATIONS – HEALTH AND WELFARE – BEHAVIORAL HEALTH SERVICES – Relates to the appropriation to the Department of Health and Welfare for the Behavioral Health Services Division for fiscal years 2025 and 2026.

TAXATION – Amends House Bill 40, House Bill 304, and existing law to revise provisions regarding certain tax deductions, certain corporate income tax rates, certain protections for taxpayers, and certain sales tax distributions and to revise an effective date.

APPROPRIATIONS – DEPARTMENT OF HEALTH AND WELFARE – FOSTER AND ASSISTANCE PAYMENT PROGRAM – Relates to the appropriation to the Department of Health and Welfare for fiscal year 2026.

APPROPRIATIONS – OFFICE OF THE STATE BOARD OF EDUCATION – Relates to the appropriation to the Office of the State Board of Education for fiscal years 2025 and 2026.

APPROPRIATIONS – IDAHO TRANSPORTATION DEPARTMENT – Relates to the appropriation to the Idaho Transportation Department for fiscal year 2026.

APPROPRIATIONS – INDUSTRIAL COMMISSION – Relates to the appropriation to the Industrial Commission for fiscal years 2025 and 2026.

APPROPRIATIONS – STATE HISTORICAL SOCIETY TREASURER – Relates to the appropriation to the Idaho State Historical Society State Treasurer for fiscal year 2025.

APPROPRIATIONS – PUBLIC SCHOOLS – DIVISION OF STUDENT SUPPORT – Relates to the appropriation to the Public Schools Educational Support Program’s Division of Student Support for fiscal years 2025 and 2026.

APPROPRIATIONS – DEPARTMENT OF EDUCATION – Relates to the appropriation to the State Department of Education for fiscal years 2025 and 2026.

APPROPRIATIONS – DIVISION OF VOCATIONAL REHABILITATION – Relates to the appropriation to the Division of Vocational Rehabilitation for fiscal years 2025 and 2026.

APPROPRIATIONS – DEPARTMENT OF LABOR – Relates to the appropriation to the Department of Labor for fiscal year 2026.

TAXATION – Adds to existing law to provide that certain fees related to animal adoption and rescue are not subject to sales and use taxes.

APPROPRIATIONS – DEPARTMENT OF ENVIRONMENTAL QUALITY – Relates to the appropriation to the Department of Environmental Quality for fiscal years 2025 and 2026.

APPROPRIATIONS – DEPARTMENT OF WATER RESOURCES – Relates to the appropriation to the Department of Water Resources for fiscal year 2026.

APPROPRIATIONS – DEPARTMENT OF ADMINISTRATION – Relates to the appropriation to the Department of Administration for fiscal year 2026.

COMMUNITY INFRASTRUCTURE DISTRICTS – Amends existing law to provide that a community infrastructure district may be formed within a county with the approval of the county.

URBAN RENEWAL – Amends and adds to existing law to provide for the dissolution of urban renewal agencies and termination of urban renewal plans and to allow fire protection districts and ambulance service districts to opt out of certain urban renewal financing provisions.

LOBBYISTS – Amends, repeals, and adds to existing law to establish provisions governing lobbying and lobbyists.

EDUCATION – Amends existing law to revise provisions regarding civics instruction.

EDUCATION – Amends and adds to existing law to revise provisions regarding transportation funding for public schools.

UNCONTROLLED FIRES – Amends and adds to existing law to provide that a fire burning out of control on federal land in Idaho is a nuisance and cost recovery actions related to such fires are subject to a statute of limitations after ten years, and to allow the governor to direct state resources to suppress fires on federal land.

WINDMILL BONDING – Adds to existing law to provide a decommissioning bond for wind turbines within the State of Idaho.

TRANSPARENCY IN STATE OFFICIAL TRAVEL – Adds to existing law to require certain state officials to report certain travel paid by others.

STATE ASSETS – Amends and adds to existing law to revise provisions regarding who may own certain property, to provide for prohibition on lease or purchase of certain land or dwellings, and to provide for prohibition on access to state assets.

TAXATION – Amends existing law to revise provisions regarding the deferral of property tax.

ELECTIONS – Repeals and adds to existing law to establish provisions regarding the accuracy of voter registration information.

PUBLIC RECORDS – Amends existing law to provide additional time to respond to requests for public records from nonresidents and to allow a different fee schedule to fulfill nonresident requests.

APPROPRIATIONS – NATURAL RESOURCES – Relates to the maintenance appropriation to Natural Resources for fiscal year 2026.

BROADBAND INFRASTRUCTURE – Amends, repeals, and adds to existing law to provide for the timing of the permitting process relating to broadband infrastructure.

CONSTITUTIONAL DEFENSE COUNCIL – Adds to existing law to provide assistance to individuals litigating against the federal government.

WELFARE – Amends existing law to remove certain provisions for verification of lawful presence to receive public benefits.

PROPERTY TAXES – Amends existing law to provide that a county board of equalization may exempt the property of certain hospitals from property taxes.

PUBLIC ASSISTANCE – Adds to existing law to provide that the director of the Department of Health and Welfare shall seek a waiver to exclude candy and soda from supplemental nutrition assistance program benefits.

TRADITIONAL FAMILY VALUES MONTH – States findings of the Legislature and recognizes Mother’s Day through Father’s Day as Traditional Family Values Month to raise awareness about the challenges facing traditional families and the alarming rate at which the traditional American family is declining.

PARKS AND RECREATION – Amends, repeals, and adds to existing law to revise the parks passport program and the parks and recreational activity programs.

COVENANTS NOT TO COMPETE – Repeals and adds to existing law to provide that covenants not to compete shall be void and unenforceable except in certain situations.

MINIMUM WAGES – Amends existing law to revise provisions regarding the Idaho minimum wage.

IDAHO MEDICAL FREEDOM ACT – Amends existing law to prohibit medical mandates under certain conditions.

SINGLE COUNTYWIDE HIGHWAY DISTRICTS – Amends existing law to revise provisions regarding the election of commissioners in certain single countywide highway districts.

STATE BUDGET – Adds to existing law to provide for the Idaho personnel reduction act and to provide for the reporting of state employee travel expenses.

APPROPRIATIONS – PUBLIC SCHOOLS – DIVISION OF TEACHERS – Relates to the appropriation to the Public Schools Educational Support Program’s Division of Teachers for fiscal year 2026.

APPROPRIATIONS – PUBLIC SCHOOLS – FACILITIES DIVISION – Relates to the appropriation to the Public Schools Educational Support Program’s Division of Facilities for fiscal year 2026.

APPROPRIATIONS – PUBLIC SCHOOLS – IDAHO DIGITAL LEARNING ACADEMY DIVISION – Relates to the appropriation to the Public Schools Educational Support Program’s Division of the Idaho Digital Learning Academy for fiscal year 2026.
