ADMINISTRATIVE RULES – States findings of the Legislature and approves all temporary and pending rules submitted to the Legislature for review during the 2026 legislative session, with exceptions.

MARIJUANA – States findings of the Legislature and urges the citizens of Idaho to reject any effort to bring the Idaho Medical Cannabis Act to the ballot.

EDUCATION – States findings of the Legislature, declares that the community school strategy is a proven approach to student success and stronger communities, and encourages continued collaboration among schools, families, and community partners to expand and sustain community school efforts in Idaho.

STATE OFFICE VACANCIES AND DUTIES OF THE GOVERNOR – Amends existing law to provide for certain ineligibility for reappointment to the same position following express Senate rejection.

MEMORANDUM OF AGREEMENT – Adds to existing law to establish provisions regarding law enforcement entering into a memorandum of agreement.

PREDATORY BIRDS – States findings of the Legislature and supports curtailment of the pelican population.

MINING – States findings of the Legislature and supports re-opening American Tungsten’s IMA mining project.

EDUCATION FUNDING – States findings of the Legislature and calls on the President of the United States and Congress to assist states in covering the costs of educating students residing in the United States regardless of immigration status.

NATIONAL GUARD – States findings of the Legislature and expresses support and commendation for the Idaho National Guard.

2026 WINTER OLYPMICS – States findings of the Legislature and recognizes all the Idaho athletes who participated in the Olympics.

BEAR RIVER – States findings of the Legislature and reaffirms Idaho’s rights under the Bear River Compact.

FOREIGN TERRORIST ORGANIZATIONS – States findings of the Legislature and recognizes the Muslim Brotherhood and the Council on American-Islamic Relations as foreign terrorist organizations that are overtly hostile to the people and institutions of the State of Idaho.

COLLEGIATE ATHLETICS – States findings of the Legislature and urges the United States House of Representatives and Senate to take immediate federal action to restore clarity, consistency, and stability to intercollegiate athletics.

CAMPAIGN FINANCE – Amends, repeals, and adds to existing law to provide for campaign finance transparency.

ELECTIONS – Amends and adds to existing law to require certain disclosures by individuals engaged in paid in-person canvasing activities and to revise provisions governing signature gatherers.

CLOUD SEEDING – Amends existing law to revise provisions regarding cloud seeding.

FIRE – Adds to existing law to provide that deficiency warrants may be issued for providing fire resources for fire suppression.

REVENUE AND TAXATION – Amends existing law to revise provisions regarding budget limitations and exceptions and to revise certain definitions regarding urban renewal financing.

TRANSPORTATION – Amends existing law to require a person to apply for a driver’s license, register vehicles, and obtain a certificate of vehicle title within 30 days of becoming an Idaho resident.

RULE APPROVAL – SENATE RESOURCES AND ENVIRONMENT COMMITTEE – States findings of the Senate and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Idaho Division of Occupational and Professional Licenses, the Idaho Department of Parks and Recreation, the Idaho Department of Water Resources, and the Idaho Department of Environmental Quality have been reviewed and approved by the Senate Resources and Environment Committee, with exceptions.

RULE APPROVAL – SENATE HEALTH AND WELFARE COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules adopted by the Idaho Commission on Aging, the Idaho Commission for the Blind and Visually Impaired, the Department of Health and Welfare, and the Division of Occupational and Professional Licenses have been reviewed and approved by the Senate Health and Welfare Committee, with exceptions.

RULE APPROVAL – SENATE COMMERCE AND HUMAN RESOURCES COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho Department of Insurance, the Division of Occupational and Professional Licenses, and the Department of Commerce have been reviewed and approved by the Senate Commerce and Human Resources Committee, with an exception.

RULE APPROVAL – SENATE JUDICIARY AND RULES COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Police, the Division of Veterans Services, the Sexual Offender Management Board, and the Office of Administrative Hearings have been reviewed and approved by the Senate Judiciary and Rules Committee, with an exception.

LEGISLATIVE COMPENSATION – States findings of the Legislature and encourages the Citizens’ Committee on Legislative Compensation to reduce the compensation and expense allowances for legislators serving in the Sixty-ninth Idaho Legislature.

PROPERTY – Adds to existing law to provide that certain subdivisions of land are exempt from subdivision requirements.

CAMPAIGN DISCLOSURES – Amends and adds to existing law to prohibit foreign influence in elections, to require certain reporting, and to restrict the release of certain donor information.

COMMISSION ON HISPANIC AFFAIRS – Amends and repeals existing law to remove the Commission on Hispanic Affairs from Idaho Code.

INFORMATION TECHNOLOGY SERVICES – Amends existing law to revise provisions regarding the powers and duties of the Office of Information Technology Services.

BALANCED BUDGET – States findings of the Legislature and calls on Congress to pass a balanced budget amendment to the Constitution of the United States.

ELECTIONS – States findings of the Legislature and calls on Congress to pass a constitutional amendment affirming the authority of states to govern their election processes.

INTERNATIONAL YEAR OF RANGELANDS AND PASTORALISTS – States findings of the Legislature and supports recognizing 2026 as the International Year of Rangelands and Pastoralists.

TAIWAN – States findings of the Senate and declares Idaho’s support of its partnership with Taiwan, trade partnerships between the United States and Taiwan, and Taiwan’s participation in international organizations.

IMMUNIZATIONS – Adds to existing law to establish a moratorium on certain uses of human gene therapy products.

EDUCATION – States findings of the Legislature, supports federal efforts to eliminate the U.S. Department of Education, and urges Congress to fully cooperate with these efforts.

SEXTORTION – States findings of the Legislature and establishes an interim committee to study the crime of sextortion and to make recommendations to the Legislature.

ENERGY – States findings of the Legislature and supports advancement of state energy sovereignty.

LINDEN BATEMAN – States findings of the Legislature and honors the lifetime achievements of Linden Bateman, the author, sponsor, and successful advocate for the law designating “Idaho Day.”

WAKE ISLAND CIVILIANS – States findings of the Legislature and honors the sacrifice of Idaho civilians who served on Wake Island during World War II.

MOTOR VEHICLES – Amends existing law to provide for registration fees.

POLLING PLACES – Amends existing law to provide for the securing of liability insurance coverage for private facilities used as polling places and to limit liability for private facilities used as polling places on election day.

APPROPRIATIONS – HEALTH AND WELFARE – EARLY LEARNING AND DEVELOPMENT, YOUTH SAFETY AND PERMANENCY, AND FAMILY AND COMMUNITY PARTNERSHIPS – Relates to the appropriation to the Department of Health and Welfare for fiscal year 2027.

CHILD CARE – Adds to existing law to establish provisions regarding income eligibility for the Idaho Child Care Program.

CHILD PROTECTION – Amends and adds to existing law to establish provisions regarding social workers.

MEDICAL KIDNAPPING – Amends and adds to existing law to establish provisions regarding medical kidnapping of children and vulnerable adults.

CHILD PROTECTION – Adds to existing law to establish provisions regarding the Idaho Child Protection Central Registry.

CHILD PROTECTION – Amends existing law to provide for a higher evidentiary standard and to require reliable evidence for reports.

PUBLIC LANDS – States findings of the Legislature and supports retention of public lands in Idaho.

WILDLIFE CROSSINGS – States findings of the Legislature and supports wildlife crossings.

RULE APPROVAL – HOUSE STATE AFFAIRS COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho State Police, the Idaho Public Safety Communications Commission, the Idaho Public Utilities Commission, the Idaho Secretary of State, the Department of Administration, and the Idaho State Lottery have been reviewed and approved by the House State Affairs Committee, with an exception.

RULE APPROVAL – HOUSE RESOURCES AND CONSERVATION COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Fish and Game, the Idaho Department of Lands, the Division of Occupational and Professional Licenses, the Idaho Department of Parks and Recreation, and the Idaho Department of Water Resources have been reviewed and approved by the House Resources and Conservation Committee, with exceptions.

RULE APPROVAL – HOUSE BUSINESS COMMITTEE – States findings of the House of Representatives and provides that all temporary and pending rules of the Idaho Department of Insurance and the Division of Occupational and Professional Licenses have been reviewed and approved by the House Business Committee, with exceptions.

MEDICARE – States findings of the Legislature, supports certain Department of Insurance efforts, and requests federal guidance.

WATER – States findings of the Legislature and supports increasing water storage in the state.

CLEAN WATER ACT – States findings of the Legislature and requests federal action.

RULE APPROVAL – SENATE TRANSPORTATION COMMITTEE – States findings of the Legislature and provides that all pending rules of the Idaho Transportation Department have been reviewed and approved by the Senate Transportation Committee.

RULE APPROVAL – HOUSE JUDICIARY, RULES, AND ADMINISTRATION COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules of the Idaho State Police, the Sexual Offender Management Board, and the Office of Administrative Hearings have been reviewed and approved by the House Judiciary, Rules, and Administration Committee, with exceptions.

RULE APPROVAL – HOUSE HEALTH AND WELFARE COMMITTEE – States findings of the Legislature and provides that all temporary and pending rules adopted by the Idaho Commission on Aging, the Idaho Commission for the Blind and Visually Impaired, the Department of Health and Welfare, and the Division of Occupational and Professional Licenses have been reviewed and approved by the House Health and Welfare Committee, with exceptions.

CALL OF THE HOUSE – Proposes an amendment to House Rule 18 to provide for the doors to the east wing of the third floor of the state Capitol building to be locked during a call of the House and to provide for members to return to their floor desks when business is transacted.

SUGAR BEETS – States findings of the Legislature and supports domestic production and supply of sugar beets.

RURAL HEALTH TRANSFORMATION FUNDS – States findings of the Legislature and calls on the Joint Finance-Appropriations Committee and the State Treasurer to return rural health transformation funds to the United States Treasury.
