School aid: penalties; exception to minimum days of pupil instruction requirement for inclement weather; revise. Amends sec. 101 of 1979 PA 94 (MCL 388.1701).

Appropriations: department of military and veterans affairs; appropriations for Selfridge Air National Guard Base for fiscal year 2025-2026; provide for. Creates appropriation act.

Highways: memorial; portion of I-75; designate as the "MCO Daniel M. Kerstetter Memorial Highway". Amends 2001 PA 142 (MCL 250.1001 - 250.2092) by adding sec. 128.

Economic development: Michigan strategic fund; office of small business growth; establish. Amends 1984 PA 270 (MCL 125.2001 - 125.2094) by adding ch. 7A.

Natural resources: hunting; gray wolf hunting and trapping season; provide for. Amends sec. 40110b of 1994 PA 451 (MCL 324.40110b).

Mental health: other; authority for prescreening individuals for mental health services; modify. Amends (See bill).

Education: graduation requirements; civics examination; require. Amends sec. 1166 of 1976 PA 451 (MCL 380.1166).

Occupations: individual licensing and registration; licensure of sprinkler fitter; provide for under the skilled trades regulation act, and make other amendments to the act. Amends (See bill)

Businesses: other; cybersecurity requirements for large-scale solar energy facilities; provide for. Amends 2008 PA 295 (MCL 460.1001 - 460.1232) by adding sec. 112a.

Property tax: personal property; retail sales and food processing operations; exempt from personal property tax. Amends sec. 9 of 1893 PA 206 (MCL 211.9).

Elections: primary; nomination process for secretary of state and attorney general; modify, and provide for gubernatorial appointment of regents, trustees, or board of governors for universities. Amends sec. 21, art. V & sec. 5, art. VIII of the state constitution.

Insurance: health insurers; closure or removal of a health system considered a qualifying event for a special enrollment period; provide for. Amends 1956 PA 218 (MCL 500.100 - 500.8302) by adding sec. 3406ww.

Environmental protection: permits; groundwater discharge permit requirements; modify. Amends sec. 3122 of 1994 PA 451 (MCL 324.3122).

A concurrent resolution applying to the Congress of the United States to call a convention to propose amendments to the United States Constitution to impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for federal officials and members of Congress.
