DEPARTMENT OF WATER RESOURCES – Repeals existing law to remove outdated or unnecessary provisions.

APPROPRIATIONS – OFFICE OF THE SECRETARY OF STATE – Relates to the appropriation to the Office of the Secretary of State for fiscal year 2027.

APPROPRIATIONS – LEGISLATURE – Appropriates $200,000 to the Legislature for fiscal year 2026 for the Medicaid Review Panel.

APPROPRIATIONS – WORKFORCE DEVELOPMENT COUNCIL AND STEM ACTION CENTER – Relates to the appropriation to the Workforce Development Council and the STEM Action Center for fiscal years 2026 and 2027.

APPROPRIATIONS – MILLENNIUM INCOME FUND – Relates to the appropriation from the Idaho Millennium Income Fund for fiscal year 2027.

PORTABLE BENEFIT PLAN ACT – Amends language added by House Bill 645 regarding the Portable Benefit Plan Act.

CAMPAIGN FINANCE – Amends existing law to revise provisions regarding the duties of political treasurers.

HEALTH CARE – Adds to existing law to establish provisions regarding certain out-of-pocket payments for health care services.

MERIT-BASED HEALTH CARE – Adds to existing law to establish the Merit-Based Health Care Act.

COMMUNITY INFRASTRUCTURE DISTRICTS – Amends existing law to revise provisions regarding the formation of community infrastructure districts.

APPROPRIATIONS – STATE LIQUOR DIVISION – Relates to the appropriation to the State Liquor Division for fiscal year 2027.

APPROPRIATIONS – HEALTH EDUCATION PROGRAMS – Relates to the appropriation to the State Board of Education and the Board of Regents of the University of Idaho for Health Education Programs for fiscal year 2027.

STATE HISTORIC PRESERVATION OFFICER – Amends, repeals, and adds to existing law to provide for the State Historic Preservation Officer.

TAXATION – Amends existing law to revise a sales tax exemption for data center equipment and to revise a certain property tax exemption for certain capital investments.

SPECIAL PROCEEDINGS – Adds to existing law to establish provisions regarding compliance with the law.

DATA CENTERS – Adds to existing law to establish limitations on consumptive use of water for cooling certain data centers.

OPEN MEETINGS – Amends existing law to revise provisions regarding requirements for open public meetings to permit recording of such meetings.

STATE GOVERNMENT – Amends and repeals existing law relating to the sale, transfer, or disposition of state administrative facilities.

STATE PROCUREMENT – Amends, repeals, and adds to existing law regarding the procurement of property by the State of Idaho.

WATER SKIING – Amends existing law to provide an exception for water skiing.

EDUCATION – Adds to existing law to provide for school district and public charter school earned autonomy regarding spending.

INDUSTRIAL HEMP – Amends existing law to provide for the sale of hemp products intended for human ingestion or inhalation.

ELECTIONS – Amends existing law to revise provisions regarding certain election procedures.

PEDIATRIC SECRETIVE TRANSITIONS PARENTAL RIGHTS ACT – Adds to existing law to establish the Pediatric Secretive Transitions Parental Rights Act.

TOBACCO PRODUCTS – Amends existing law to revise provisions regarding the sale of cigars.

ELECTIONS – Amends existing law to provide certain physical presence requirements for state representatives and senators.

CHILD PROTECTION – Adds to existing law to provide for safety checks for children under one year of age.

INDUSTRIAL HEMP – Amends existing law to provide for negligent violations.

TAXING DISTRICTS – Amends existing law to allow fire protection districts to enter into certain agreements to transfer territory and to allow certain taxing districts to be exempt from certain budget limitations.

DAYCARE LICENSING – Amends existing law to provide for supervision requirements while a child is sleeping and to establish an exception regarding children to be counted in attendance at a daycare.

SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM – Amends and adds to existing law to establish provisions regarding Supplemental Nutrition Assistance Program integrity measures and verification.
