Federal Mechanical Insulation Act of 2026

This Act may be cited as the Federal Mechanical Insulation Act of 2026.
Section 543(f) of the National Energy Conservation Policy Act (42 U.S.C. 8253(f)) is amended—
in paragraph (1)—
by redesignating subparagraphs (E) through (H) as subparagraphs (F) through (I), respectively; and
by inserting after subparagraph (D) the following:
The term mechanical insulation property means insulation material, facing, or accessory product that—
is placed into service—
in connection with a mechanical system; and
in a manner that meets or exceeds the minimum requirements of Standard 90.1 of the American Society of Heating, Refrigerating and Air-Conditioning Engineers (as in effect on the date of enactment of the Federal Mechanical Insulation Act of 2026); and
results in a reduction in energy loss from the mechanical system.
in paragraph (3)(A), by inserting , including identification of energy- and water-saving measures (including the installation of mechanical insulation property, if applicable), after a comprehensive energy and water evaluation.
