Outside Influence Prevention Act

This Act may be cited as the Outside Influence Prevention Act.
Section 313 of the Federal Election Campaign Act of 1971 (52 U.S.C. 30114) is amended by adding at the end the following:
No political committee that makes only independent expenditures may make an independent expenditure in a State with respect to a candidate for election for the office of Representative in, or Delegate or Resident Commissioner to, Congress for such State unless not less than half of the funds used for such expenditure were contributed by a person whose address is in such State.
