POWER Moldova Act of 2026

This Act may be cited as the Promoting Oversight With Energy Resilience for Moldova Act or the POWER Moldova Act of 2026.
It is the sense of Congress that—
the United States and Moldova have maintained a strategic bilateral relationship for over 30 years; and
this relationship has deepened in recent years amid Russia’s war of aggression against Ukraine, with both sides prioritizing Moldova’s defense and security cooperation, and resilience against hybrid threats.
Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Secretary of Energy, shall submit to Congress a report on—
energy production, imports, and consumption in the Republic of Moldova;
the transparency of energy pricing and billing practices in Moldova;
vulnerabilities in energy infrastructure in Moldova;
ongoing international cooperation efforts with Moldova regarding—
training of future leaders;
fostering a better understanding of the United States;
establishing a rapport between the United States Armed Forces and Moldova’s military to build partnerships for the future;
enhancement of interoperability and capabilities for joint operations; and
focusing on professional military education, civilian control of the military, and protection of human rights;
the potential for renewable energy development in Moldova, including the development of geothermal energy, solar energy, and wind resources; and
an assessment of the feasibility, investment needs, and barriers to deployment with respect to such renewable energy development.
