Reorganizing Government Act of 2025

This Act may be cited as the Reorganizing Government Act of 2025.
Chapter 9 of title 5, United States Code, is amended—
in section 901—
in subsection (a)—
in paragraph (3), by inserting , including the elimination of operations determined to be unnecessary for the execution of constitutional duties before the semicolon;
in paragraph (5)—
by striking agencies in each place the term appears and inserting executive departments;
by striking by consolidating and inserting or functions thereof by consolidating; and
by striking and at the end;
in paragraph (6), by striking the period and inserting a semicolon; and
by adding at the end the following:
to reduce the number of Federal employees;
to amend rules, regulations, and other requirements for the purpose of decreasing the cost and difficulty of compliance thereof, and to eliminate unnecessary and burdensome rules, regulations, and other requirements; and
to eliminate government operations that do not serve the public interest.
in subsection (d), by striking agencies and inserting executive departments;
in section 902, by striking paragraph (1) and inserting the following:
executive department—
means—
any executive department, agency, or independent establishment of the United States or any corporation wholly owned by the United States; and
an office or officer of the executive branch; and
does not include the Government Accountability Office or the Comptroller General of the United States.
in section 903(a)—
in the matter preceding paragraph (1), by striking agencies and inserting executive departments;
by striking agency in each place the term appears and inserting executive department; and
in paragraph (2), by striking , except that no enforcement function or statutory program shall be abolished by the plan;
in section 904, by striking agency in each place the term appears and inserting executive department;
in section 905—
in subsection (a)—
by striking paragraph (1);
by redesignating paragraphs (2) through (7) as paragraphs (1) through (6), respectively;
in paragraphs (1) and (3), as so redesignated, by striking agency in each place the term appears and inserting executive department;
in paragraph (4), as so redesignated, by striking new agency and inserting new executive department;
in paragraph (5), as so redesignated, by striking or;
in paragraph (6), as so redesignated, by striking the period and inserting ; or; and
by adding at the end the following:
creating a net increase in the number of Federal workers or a net increase in expenditures.
in subsection (b), by striking December 31, 1984 and inserting December 31, 2026;
in section 907, by striking agency in each place the term appears and inserting executive department;
in section 908, by striking December 31, 1984 and inserting December 31, 2026; and
in section 909, by striking 19 . and inserting 20 ..
